While our two ways of life are fundamentally opposed for a variety of reasons both philosophical and practical, we can at least cooperate on matters of defense that our state and the communities you represent share. At this time, the Kingdom of Elben seeks access to a port that is open during the northern hemisphere's winter for refuel and resupply of its naval vessels that will be operating off the coast of northern Touyou. Elben is willing to negotiate a quid pro quo beneficial to both of us.

I must admit that I am rather surprised by your approach for the reasons you have mentioned - do not think that I have forgotten so easily the persuasion it took to prevent the barbaric burning of Brother Rosencranz at the hands of your regime. Yet, in the end you didn't, which I shall accept as the precondition to respond in this case. Should similar events transpire again, it would not correlate positively with my ability to respond to further inquiries. My administration may well be the one most based in realpolitik in the entire history of our political project, but I trust that you too, as a man of similar inclination, can understand that there are limits to liberalism in all aspects of life, including diplomacy, for the preservation of dignity and self-respect.

I do not presume to expect you to tell me what you seek to achieve by operating in the polar regions, nor do I wish to know. As you correctly said yourself, this would be a purely quid pro quo arrangement, and I might be willing to provide the quid. Which begs the question, Mr. Schlabrendorff: What shall be your quo?

In return for access, it will share with the relevant organs of the Anti-State all collected intelligence aside from that with would divulge the purposes of Elben's expeditions to the polar regions. This intelligence would include signals received, ESM data collected, and imagery of the coast, other vessels sighted, etc.
