Honorable Representatives, we second the endorsement of the nation of Ostmark in taking the lead in regards to Bourdignie peacekeeping operations and inspections within Lethonia. We also support the inclusion of 500 Pelasgian peacekeepers to the region. Lastly, San José shall also be prepared to commit 500 peacekeepers as part of the peacekeeping initiative, should there be no significant objections from any of the assembled.

This could cause a bit of debate, but it was necessary to further the designs of President Bakken as the Scanlaw as a responsible nation. «The Free Peoples of the North will commit 500 peacekeepers as well. It is important to us that this operation is not without Nordic influence and oversight.»

The Occidental Republic of Natal believes that the Scanlaw should be able to bring peacekeepers as well and will support their presence in the unit. The Occidental Republic will commit 1,000 peacekeepers.

As indicated before, the peace keeping force can use Rheinian soil to travel to and from Former Pannonia and conduct its tasks. Parts of the seaport of Scharmbeck have been reserved for the peace keeping force, as well as the military airport of Laubach. Further transport will be conducted by train.
The Rheinbund is also willing to commit 1000 persons medical personnel with equipment to the peace keeping force.

Representatives of the esteemed nations of the European Forum, I think it is time that this discussion is resumed. It is clear now the reasons why the Empire had put in provisions for sanctions in the event Lethonia failed to abide by the resolution, as it has now done as much as our government had anticipated it would. Lethonia defies article two of resolution 2/2022 as it has stopped its withdrawal of troops and has hunkered down in Bourdignie for the long haul.

It uses its justification being against another resolution that has resoundingly passed in this very chamber regarding the breakaway eastern zaran province and its re-integration into Csengia as a Duchy. Failure to act will only pro-long the occupation by Lethonian troops and strengthen the resolve to continue to breach not just the European Forum resolution but the treaty signed in Chagny.

I call upon the members here to begin drafting another resolution to tie into resolution 2/2022 to apply the necessary pressure to see the resolution followed. A resolution that was not divided, a resolution that passed with strong support in this chamber. My own suggestion draws from our very own proposal

1. Requires states to cease the supply, sale, or transfer of military hardware or components that may be used in the production of military hardware in accordance with this resolution by either the Thuringau or Lethonian nations of ScanLaw.

2. Expects states to apply pressure to follow the protocols in the interest of peace by means of economic sanctions targeting banking institutions and assets of high level government and business officials in accordance with this resolution if failure to comply by the Lethonian or Thuringau nations of ScanLaw

These are not overburdening sanctions, but they show a commitment and resolve from this body. If these are not enough, we could then resume discussions on more severe actions for the continued breaches.

The Rheinbund will contribute 1000 soldiers to the White Helmets active there. And eh, with emphasis, we will send the peace keepers dedicated for Former Bourdignie to the German-speaking part of Former Bourdignie."

"If the Lethonian occupation continues in such a brazen manner, I ask one question. That question is why is this being tolerated? The Chagny Treaty was a step towards peace. It was an agreement that was freely agreed to. We only wish to see the commitments in this treaty be fulfilled. Not only is the Chagny Treaty being blatantly ignored, but an EF resolution as well. Are we to just sit here and complain? When will there be action? Sanctions. The ban of the transfer of military hardware. Now, I know somebody here will inevitably attack this call to action. Somebody here will inevitably employ whataboutism. "What about the Frankish invasion of Bourdignie?". That is another issue. We must address the fact that both a treaty and EF resolution are in danger of becoming nothing more than childish wishes. If that happens, I assure you that the future of this body and many diplomatic relationships will be put in the most grave of danger"

"I am happy to note that His Grace Ponchardier points at the fact that the Frankish invasion of Bourdignie is an issue. But apart from that, a treaty is a treaty, and an EF resolution is an EF resolution. However, before we impose sanctions, it would be good to get to know why the Chagny Treaty and the EF resolution at hand are not abided by."

I believe the answer as to why they are blatantly violated is because the entire world knows this organization has no bite. It makes noise, but it lacks the unanimous ability to act. The resolution passed in this very body demanding the withdrawal of the Lethonian forces was passed by overwhelming majority that no other resolution has had such great support for before, yet here it is, disregarded. We are labeled as the great threats to peace in Gallo-Germania, we have only ever acted at the behest of the legally elected government of a nation under duress from outside powers violating their territorial integrity. This very same power now refuses to withdraw from one of the entities it helped form from the break-up of Pannonia, and now looks to install another governing body of its own design and bring it under the banner of ScanLaw. One only need to read the tweet from the Lethonian president "My opinion is that full membership to the Scanlaw should be given to Bourdignie."

I believe that spells out the intentions well enough. My own government predicted this very situation, it is why our resolution had protocols in place to call nations to action via sanctions instead of spending days or weeks debating them. If the representatives here fail to act, and act swiftly, peace will not have been won. It just shows the continued bureaucratic process that fails time and time again, and how the democratic world truly fails to act when action is required. The Empire will at that point seriously consider withdrawing its representation in this organization that is a continued failure.

"The biggest political secret and perhaps the most egregious success in man's memory is the ability of Tarusa and the Holy Frankish Empire to have portrayed themselves as the saviors of an unprecedented crisis.

Ladies and gentlemen, we hear both representatives continually citing an international Chagny Treaty and the latest resolution of the European Forum. Both cite the documents as written in stone, and that their violation is an inaudible and unforgivable act against the international community.

Let me be a little poetic and remind you that Tianlong has its roots when the dragons walked the land of the rising sun. We have been witnesses of the unique events and we have all noted them to better remember them and pass them on to our posterity. Today I would like to remind you that both the Chagny Agreement and the latest Bourdignie Peacekeeping Operation & Lethonian WMDs resolution are the result of a previous violation of an EF resolution on Pannonia by Tarusa and the Holy Frankish Empire. Both nations, in total contrast to EF, which they now call to act for duty, have violated, with weapons and systematic violence, the resolution on Pannonia in order to rewrite the agreements to their advantage, annexing and redrawing the political borders of the continent.

If HFE limited itself to barbaric violence, Tarusa did his best in violating the previous resolution. As it was designed to play the role of Security Guarantor of the indidence of the nations born from the disolution of Pannonia, they used their new role, to sabotage the resolution from within and then lead a military campaign against the Republic of Eugenia using their new vassal Csgenia. Today that conquest ended with the Whitaker Peace Plan.

Therefore, to date, the Republic of Tianlong cannot morally accept to support the proposed sanctions against Lethonian or others, because if it is true that the European Forum has failed, it has done so against those nations to which it was supposed to guarantee independence from forces like HFE and Tarusa.

The Republic of Tianlong will continue to trade as it did before and will not impose any sanctions. We assure the parties involved that Tianlong does not trade in weapons. We deeply regret that brute men are using this organ for their political machinations."

"I would respectfully ask the esteemed Ambassador of the Republic of Tianlong to provide some clarification. Can the Ambassador please provide specific evidence for the accusation of systematic violence that has been carried out by the Frankish Empire? The Ambassador accuses us of unilaterally annexing the Patois region. Forgive me for thinking this, but should a republic such as yours back a move of self determination among the people? After all, there was a free and fair election that allowed the Patois to make there choice. Simply dismissing our concerns over breaches in diplomatic agreements is dangerous. What message does it send regarding future EF treaties? What manner of message is this sending for the HFE as a future member of this body? How long will our concerns be so harshly dismissed? How many treaties are ignored before this body becomes nothing but an old retired maid servant who is nothing but ignored as society continues on around her?"

It must often happen that the soldiers of HFE lose their way and find themselves in the countries beyond the border without being invited to organize free and fair elections. Independence and integrity that had to be guaranteed by the Tarusi. I guess it wasn't if you got to cross borders and impose your decisions on a new but weak local government.

The world remained silent, not because it was not interested, but because it did not want to experience an escalation that would surely have expanded beyond the borders of Pannonia itself. How long will your hunger for territories last?"

If, as you assert, we wished to truly impose our will, much more than the Patois would be part of our Empire. It could have been easily done. Nearly as easily as you make empty accusations. I still have not heard any evidence of systematic violence. Where is this barbaric violence? We can also play the whataboutism game. You decry our violations and ignore others. We now come, our hand extended in the interest of peace. You and others ignore it or slap it away. How long and how many incidents must pass before you and others will accept that we are trying for peace? A year? 5 years? Never? At what point will you accept that we are not the ones poisoning the well?"

It was under this very same barrel of a gun that the people of Bourdignie cast their votes for the withdrawal of Lethonia-Thuringau troops under Josefino supervision. Which was ignored, they did not ask for them to install a government for them nor ask them to remain. Yet here we are, a treaty and resolution later, they remain. I guess the peoples choice is only convenient to those of Tianlong when its attached to a monetary amount.

Ponchardier was silent for a moment before letting out a roaring laugh. "Waste your time? Waste your time?" he began, sputtering with the last of his laughter. " It is the EF wasting OUR time. We come, despite the previous situation. We come to address clear violations of international agreements meant to preserve a peace. You and others seem to think this is some kind of grade school debate. There are consequences and impacts. It seems that the esteemed Ambassador from Tianlong refuses to answer for his baseless accusations of systematic violence and barbarism. You and others sneer at the Empire and dismiss our concerns as rantings. How quickly you are to forget that the Empire has extended its hand many times. When the new democracy of Ostmark was in peril, who responded? The Empire. We took the debt, lowered the payment rate. We invested. We made no political influences or threats. We moved to support democracy. We praised the progress made there and still do. Yet, you and others choose to demonize the Empire to support your rhetoric. You place your democratic rhetoric and commitment to peace before the stark realities that face you. This is why I believe the European Forum will fail. I want to be wrong. I hope that I am wrong. It is almost pathetic to see an organization with such potential fail so miserably" he said, slowly standing up and gathering his papers. He nodded to Bakhmeteff slowly before heading to the door, shaking his head.

What is useless is this organization. It already showed a lack of stomach when we acted against a resolution we didn't support that only legitimized actions already taken against a sovereign state. We were acting in accordance with international standards invited to the defense of Pannonia. A resolution that passed with super-majority, with greater support than any resolution before or after it, is being disregarded. What do we have from the Democracies? Lets discuss, or being flat out told no action will be taken in the economic realm for peace. Democracy only matters when it suits the agenda of the other democracies. The citizens of Bourdignie unfortunately do not fit the agenda of the Democratic nations anymore, as it is their wallets and economic interests in ScanLaw that are more important. Democracy without authority, is the true evil here. Whitaker was a smart man leaving before this discussion was finished, he saw the writing on the wall that his fellow democratic states were leaving the people of Bourdignie to the fate of the Lethonians against their own verified votes. The European Forum has failed again, and it shall fail forever as Democratic institutions without a constitution to do what is necessary will always be an obstacle to peace.

With that Boris grabbed his coffee and motioned for his interpreters to follow him as they were leaving.
