"Ladies and gentlemen, for too long this institution has been a ship, victim of a political storm that went where the wind and the sea currents guided it. Therefore, at Tianlong, we believe that the time is right to bring the ship back to port and establish a statute that regulates its intentions, functions and means available to navigate safely in the stormy waters that await us in the future.

The European Forum needs a statute, once discussed it will be put to the vote, and if it reaches the set target of those entitled to vote, it will come into force and will be the reference charter for all the nations that are part of the European Forum."

"We propose the first draft of the preamble of the Statute of the European Forum. On these principles, the various articles will be drawn up that will regulate the activities of the nations within the European forum."


We, the peoples of the European Forum, have decided

to save humanity from the scourge of war and from the devastation it produces,


to reaffirm the value of fundamental human rights in the dignity and value of the human person, in the equality of the rights of men and women and independent nations of all sizes,

to create the conditions in which justice and compliance with the obligations deriving from treaties and other sources of international law can be maintained,
and to promote the pursuit of the elevation of the welfare of humanity and the pursuit of freedom,

for these purposes
to practice tolerance and to live in peace with one another in good neighborly relations,
to join forces to maintain international peace and security,
to ensure, through the acceptance of principles and the establishment of systems, that the force of arms will not be used, except in the common interest of safeguarding peace,

we have decided to combine our efforts to achieve these ends.


Accordingly, our respective Governments, through their assembled representatives in the European Forum and with full powers recognized in good and due form,

have agreed on this Statute of the European Forum and thereby establish an international organization which will be called the European Forum.

"The problem with the European Forum is, that it will never enjoy the full power to enforce peace, simply because there will always be countries that have objections against such a role for the European Forum. Such countries would stay away from the EF if it would have such powers, and then the EF would not be a forum to solve international disputes any more, but a military alliance. Therefore, we cannot expect from the EF to ban wars from our planet. The power of the EF is the fact that it provides a place to discuss international matters before they run out of hand. Less spectacular, and less visible, but still impactful if people are willing to listen to each other.

I agree with our colleague from Tianlong that it is needed to define a statute for the European Forum. I also agree with this text."

The most serene republic has no objections with the broad scope of our ally's ambitions within this forum. What we are faced with are two issues of legitimacy. The first is a lack of intuitional accountability in this forum. The second is a lack of ability to enforce fundamental human rights. I would only recommend that we discuss specific mechanisms to address these interlinked concerns.

"We agree with our counterparts from the @Rheinbund. Whereas the document proposed has laudible objectives, it falls into the obvious pitfall of transforming the E.F. into an ideological military alliance. All parties disagreeing with the E.F.'s alleged principles or its majority would leave what has ceased to be a Pan-European discussion forum to resolve international disputes, rendering it a club of countries committed to enforcing their vision of European Peace by the threat of military force upon non-members, who are otherwise not bound by the E.F. Charter.

"Ironically, this proposal would do more to hurt world peace than to promote it. This reduction of global politics to the enforcement of the majority's will by force of arms constitutes a great betrayal of democracy. Moreover, might we add, the right to wage war is a fundamental right of sovereign States, where a valid casus belli exists--and to ask us to surrender it to a supranational body which demands that we use it only in pursuit of its objectives is to ask us to abolish our statehood.

"Caria votes against this motion and cautions against its adoption in the strongest of terms. If such an amendment is adopted, we might have to reconsider our membership in this body."​

"Ladies and gentlemen, this is a debate, it is not a vote, it is not an imposition. There is nothing to vote on, no article has yet been written, just a statement of intent you need to discuss. Threaten to leave the body for a discussion proposal on a declaration of intent? Absurd!

If you want to leave the European forum, you will find Tarusi and HFE at the door, show them the way, they must be lost in the corridor."

"Mr. Shun, to the best of our understanding, the Tarusans and Franks have only left a meeting of the Forum, not the Forum itself. As for the proposal, we must make our total and vehement opposition to it known as early as possible, to prevent it from ever coming to a vote in its current form.

"We remind you that the European Forum is about cooperation. If you answer to our concerns is 'if you want to leave, do so' you are entirely compromising the spirit of this body.

"Again, we reiterate our position that there is nothing necessarily wrong with the European Forum. It has been designed to act as a discussion forum, and it has served in this capacity. In some cases it has succeeded in resolving disputes; for instance, the abolition of the Mandate System was entirely the result of the Forum's deliberations. In other cases, such as the present crisis in Germania, it has proven less successful. But that is a symptom of the intransigence that sometimes plagues international politics, not of the organisation itself.

"To sum up, we see no reason why such an amendment needs to be adopted, and we once again voice our vehement opposition to any attempt to transform the European Forum into a transnational union or anything else than what it currently is: a pan-European negotiating and deliberations instrument. "Mr Antoniou, you must have missed the part where we told you to guide the HFE and Tarusi representatives outside the building if you decide to leave. That was the joke part. I don't have to explain it.

As for cooperation, you are free not to cooperate. We will continue with our proposal, which as you know is not against the regulation. Fortunately, Tianlong can afford to guarantee its existence with or without a European Forum. Many small nations cannot say the same, such as the Republic of Eugenia. The political failure you referred to has marked the lives of more than 30 million Zaran. While the success you speak of hasn't changed anything. Tarusa and other nations still control their "Ef mandate colonies" with puppet governments or soldiers."

"It would seem, Mr. Shun, that the esteem to which you hold this chamber is about as high as the quality of your homour. It is a rare man who can simultaneously discuss the plight of '30 million Zarans' in one breath and joke about the failure of diplomacy to resolve that very same plight in another. Alas, perhaps that is merely a cultural difference.

"With regard to the Mandates, perhaps you could care to reiterate that remark to my country's citizens in the former Isphilistines, or perhaps to the people of Al-Maghrab. Unless, of course, Uicheon only concerns itself with the self-determination in some cases but not others; not that the Forum could 'guarantee' the independence of Zara at any rate, unless one were prepared to ignite another Great War. If that is your vision for the Forum, know that you will find more than just us opposed to it.

All we see is the perfect recipe for the total breakdown of international dialogue in favour of ultimatums by those in the 'reformed' E.F.'s majority against those in the minority or outside the E.F. "Mr Antoniou, when my person said Tarusa and other nations, with the other nations we have included all the other nations, the Kingdom of Caria and all those nations that to date have not yet "liberated" the EF mandates. I don't see how I could have been clearer. Perhaps my translator is the problem, because besides a cultural problem there is always a problem of understanding for what i see."

Tao Shun turned off his microphone and had a big laugh with a couple of colleagues behind him. Before returning it.

"We, unlike you, do not see this defeatism, especially when no article has yet been presented. This statute has not yet been born that you are already suffocating it. Let us work, then you can go back and say it doesn't suit you and complain."

"Mr. Shun, Mr. Antoniou, please. With all due respect, you both are misunderstanding each other. I may have been the cause of this argument with my short statement about the position of the EF, apologies for that. But Mr. Antoniou, please note that Mr. Shun's proposal for a statute does not formally include the formation of a military alliance. It does put forward some principles on human dignity and international law, or maybe better said international justice, but it does not foresee military enforcement of these principles.
And Mr. Shun, please bear in mind that Mr. Antoniou just phrased his concerns, nothing more. The purpose of this discussion is, like you indicated it yourself, to come to a statute for the EF that everyone can agree to.

In any case, let's indeed look at the phrase 'to ensure, through the acceptance of principles and the establishment of systems, that the force of arms will not be used, except in the common interest of safeguarding peace,' of the proposed statute. The purpose of this phrase is to forbid blatant landgrabs and wars just to bomb other countries into shatters. But like Mr. Antoniou phrases, there are more valid reasons to wage war than safeguarding peace. Is there a way to phrase that, or should we investigate in the future how much the phrase 'safeguarding peace' can cover?"
