[Discussion] Violence on the Zaran-Csengian Borders

It is unfortunate the the world has allowed the destruction of Pannonia continue in the hands of evil men, wanting nothing but to destroy the lives of many, on the altar of chauvinism and xenophobia. We have receive further reports that attacks against the Zaran population, living both in Western Zara, which is under Bourdignie, Vrijpoort and Csengian control, but also along the border of Eastern Zara, which was known as Eugenia, still take place and that there are outright pogroms against the Tiburan ethnics there.

It is clear to many by now, that the fall of Pannonia has created a world outlook that the Csengians are the successors of the Republic, which while it may be accepted by many political bodies and national polities across the world, ignores the reality that Pannonia was a multicultural nation where Franks, Germans, Zarans, Pojazernans and Serbovians lived beside the Csengians.

The reports coming from Le Temps show that atrocities are still taking place and while during the crisis, political pressure was too much for the Csengians to openly invade Zara without starting a war, there are still many elements within society that wish to see their irredentist and jingoist ideals come to fruition, no matter of the lives destroyed in the process, or the ancient cultures stomped to the ground and annihilated, if not outright extinguished.

We call the EF to intervene in the same way it intervened in Bourdignie, and send in the white helmets along the western and northern borders of Zara, so that the tentative peace that was won in southern Pannonia, can be cemented. The people want peace and they deserve it, be them Zarans, Csengians, Germans, Franks or Pojazernans. For that I invite all nation members, to send white helmets there and provide the citizens of Zara with peace of mind.​

Honorable Representatives, we second Representative Whitaker's call for peacekeepers to be sent to Zara to secure the borders with Csgenia and bring much needed peace and stability to this neglected land, its people forsaken by the international community, a crime we are all guilty of.

Precedent for this body to come together and craft a multinational peacekeeping force to secure the rights, safety, and livelihood of the people has been established with Bourdignie, and we believe we must continue to strike while the iron is hot, to dispel the naysayers that claim this body is useless and brings no positive change to Europe, and to continue bringing peace and prosperity to the unfortunate, wartorn, devastated lands.

"The claims made by the Honourable Representative for the Occidental Republic of @Natal are most concerning. If they are indeed true and substantiated, the intervention of the European Forum might be necessary here to avoid war, as it was in Bourdignie. After all, we cannot easily separate one aspect of the Pannonian conflict from the rest.

"We would request clarification as to the areas to be covered by this initiative, their present legal owner state and de facto controlling state, and the objectives and time frame for the mission.

"Provided that these are all reasonable and effective, Pelasgia would support this motion."​

Honoured representatives we would also like to commend Representative Whitaker's call for action, the blood shed on the Zaran-Csengian border is a stain on all of our nations hands. We have failed these people in the past and we must never do so again. I second my esteemed colleague from San Jose's call for the formation of a multinational taskforce with the intention of securing the rights, safety and livelihood of the peoples of Zara and Csengia.

The Republic of Tianlong finds worrying news that the conflict in the heart of Europe may once again resume its path of death and destruction. We believe there is nothing excessive in deploying peacekeeper units to monitor and protect the area and all of the Zaran people.

However, even in this case, we could not provide our own men, but we are sure that the other colleagues will be able to fill our gap.

I shall firstly start by stating that the Zaran regions are breakaway provinces that have been continuously sponsored by the Lethonian-Thuringau and most likely from nations of Westernesse given their unhealthy focus with these people. I myself knew that it would not be long after this discussion was started that San Jose's representative would be calling for action in Zara, perhaps some sort of action should have been taken long ago to prevent the flight of a certain General and his followers that had revolted against the congress of Gonzaga which itself had formed only mere months before when they were sponsored by meddling powers in the Pannonian conflict.

It was the open revolution sponsored by El Presidente against the congress of Gonzaga, which he himself had once supported as had many others, that has led to the lawlessness now facing parts of the Zaran Autonomous Region. For had this General and his followers not forced the Congress out of office, only for themselves a very short time later hop on a plane and flee to none other than San Jose we would not see the chaos we do now in Eastern Zara. This is not an independent country like Bourdignie, this is a rebellious region of Csengia that has been openly sponsored and recognized by members that are calling for "peace keepers".

With the flight of the General and his followers, the Csengians were attacked by zaran forces on the border as chaos began to subsume and there was nobody left in charge. Western Zara had long been unsupportive of the radicals in Eastern Zara and had themselves been the subject of occupation and forced compliance by the radicals out of Gonzaga. This combined with the attacks against Csengian military and civilian attacks led to operations by the Kingdom of Csengia to reclaim Western Zara from radical elements, and providing security and better living to those whom reside there as they did not wish to be in open rebellion against the Csengians. The insurgency facing Csengia within western Zara is currently based on attempts to route the remaining militant elements that were armed and supported by the very nations who are claiming atrocities are being committed.

The statements by representatives here claiming that they fear a renewed bloodshed in the Zaran Autonomous Region when we have seen no sign of any party to yet renew the conflict. There still remain limited clashes alongside the de-facto dividing point between the Eastern and Western Zaran provinces, but that is hardly anything new, nor is it something to fear would turn into renewed hostilities. The only possibility that remains then is, is there something that these representatives and their governments know that we do not?

You wish to have a discussion, a wish for sending in the White Helmets, an initiative that could be supported by Tarusa and Csengia. Lets talk about the disarmament and cessation of recognition of the Zaran Autonomous Region of the Kingdom of Csengia.

The former Eugenian Republic, today the Socialist state of Zaran are the only denominations recognized by this international body which is the European Forum.
With an overwhelming majority vote of over 77.8%,
In compliance with the Verdugo Peace Plan, it is recognized that the state known today as Zara is completely independent and enjoys the right to self-govern itself with the forms of government that they deem appropriate, whether it is socialist or not. Tianlong does not recognize the existence of any Zaran Autonomous Region belonging to the Kingdom of Csengia, we condemn the political use of this nomenclature and we condemn the representative Tarusa for this reinterpretation of history, in violation of international law.

His grace Baron Boris Bakhmateff has known me for quite some time, and we have both had completely different positions in more than few times in the EF but there have also been times where we have seen eye to eye.

The people of Pannonia have suffered a lot. In the end, the thrived within a united Pannonia and it has only been when radicals came in both camps to start breaking a nationality apart on ethnic lines, bringing with the war, destruction and despair. While there have been reports of anti-Zaran acts, and now there are reports of a terrorist attack in Kispest. It is clear that the wound Pannonia has is still bleeding and it must be healed once and for all.

We are sadly turning full circle, as the Verdugo peave plan mentioned by the Tianese representative has sadly fully collapsed when the Holy Frankish Empire intervened in Bourdignie and when the socialist revolutionaries took over Gonzaga, thus disbanding the Eugenian Republic, replacing it with the Socialist Republic of Zara, and after their very own collapse, leaving behind a semi-anarchic Zaran polity, which sadly lacked any effort of nation building since the conflict started.

I thus return to an initial peace plan for Pannonia which has been voted off by the members of this group, namely the Galan peace plan, which called for the reformation of Pannonia into a confederal directorial republic, whose member states enjoyed extensive autonomy. If a year ago, back when everyone was calling this plan too naive and unrealistic, we would see Pannonia, slowly reforming under a united crown, with the Csengian crown bringing together Pojazerna and the others, I for one would have laughed out loud, considering that its very similar to our own first plan, but with a united kingdom rather than a directorial republic.

Even so, we feel it is tragic that Zara has been left behind, falling into the position of a failed state and if it is necessary, we will be ready to accept it as a part of the Pannonian crown, represented by the Csengians, as long as its autonomy is respected, a the culture and language of the Zarans are not only respected by protected and if the white helmets are to come to the region to ensure that no Zarophobia exists and it protects the people if it exists.

For all this, we will come up with what we hope it is the final peace plan for Pannonia.​

We are somewhat perplexed by the last position expressed by my colleague Whitaker. We would not support any measure that will undermine the independence of the Zaran people, a true victim of constant aggression by the Kingdom of Csengia.

Another cut & dry. Tarusa was Justosia's main ally. Avalon had officially recognized Csengia as both legitimate & an ally in its now more subtle crusade against Socialism & Communism.

The only way the government in my Soberana's name will ascend the deployment of more troops under the EF flag, would be to that aim. I yield the floor."

"To be very honest, I have the impression that the Zarans do not want to be part of Csengia. Forcibly making them part of Csengia won't bring peace I'm afraid. This apart from the correct notion that Zara has been recognised as an independent entity by the EF, as correctly mentioned by our colleague from Tianlong. The Rheinbund will cooperate with whatever the EF decides, but our preference is a solution guaranteeing Zara's independence and continuation of existing as an independent state.

Also in this case, if the EF decides on sending white helmets to Zara, we will open our soil to said white helmets to travel to Zara. We are also willing to dispatch medical troops to Zara."

With the recent proclamation of Free Eugenia in Gothenhagen, a path forward is clear. This forum must give Free Eugenia the legal means and logistical support in order to reestablish order in Italic Pannonia.
