Both the Burgundian Peoples Republic and CONPROFOR present their coalitions as a united front against our forces in the region. This short term goal of forming a bulwark to halt our advance is possible, though as time goes on the distinct differences innate to our enemies will begin to fracture the Burgundian Coalition and the Continental Force from within. Politically and culturally there are so many exploitable differences, but the greatest wedge may be distrust in their new partners over what will be done after the war is over.

Operation Coopérative will seek to mimic foreign propaganda outlets with divisive goals, utilize diplomatic cables to confuse perceptions of Domain statuses, and we propose our intelligence services begin drafting mock betrayal plans as if they came from within various factions of the enemy coalitions.

For example: Operation Coopérative could seek to split CONPROFOR by doctoring evidence that BPR and Kadikistan plan to unite Chagny with the BPR, under the influence of Kadikistan in the process of this conflict.

Within the BPR Coalition itself we can seek to push fringe actors to their extremes. Revolutionary Socialists working beside Neustrian Loyalists was always going to be an unstable environment. Can we spore real mushroom caps of discontent by staging evidence, or suggesting the theory that factions of their alliance will backstab others once we are defeated or at any opportune time?

We encourage our Domain Allies to join this operation of discord, and look forward to potential strategies they may have to create dissent within the diverse ranks of our enemies.

Your suggestions have been both warmly received, as well as they have already borne some fruit. As you might well have imagined per his appearance on North Engellexic television, the former Head of Government of the defunct Neustrian state has been and remains in Cussian custody.

Monsieur Senechal Joffrey Segal has, necessarily undergone extensive debrief and intensive alienist therapies, at times exposing him to certain recollected traumas - though these have at last been conquered by virtue of the indomitable practicality of Thaumantic medicine. His handlers believe that Monsieur Senechal is at last ready to resume an active, public role on behalf of the West Burgundian people. While not entirely well suited to a permanent leadership role in the coming regime as a result of his experiences, those specialists most involved with his case are confident that Monsieur Senechal is perfectly capable of serving a useful role in propaganda initiatives.

Furthermore, based on intelligence gained from a number of assets deployed throughout the coastal areas of the present theater of action, the Office for Naval Intelligence believes and has so advised BURCOM that the time for the institution of an outwardly and vocally pro-Domain "Provisional Government of West Burgundy" has come. Appropriate personalities with whom to staff this Provisional organization are being vetted at present, and will be available for review at BURCOM Staff meeting tomorrow @ 1000.

I believe that your suggestions are not only possible, they will align and fasten onto operations already ongoing in-theater. The strategic and tactical situations we are faced with on the ground are far more complex than they have ever been before - but this is what we have trained for, are equipped and manned for, and what we must do. If we fail now, we not only doom yet another nation to the hypocrisy and tyranny of Marxism-Leninovism, we may well doom every freeborn man and woman of the Thaumantic to the same fate.

Given recent developments on the ground in-theater, concerning both the atrocity in Ouistreham and the illegal trespass of units of the so-called CONPROFOR in the territory of West Burgundy, the need for the fighting men and women of The Domain to focus on combat and front line-oriented operations of ODoD has never been more apparent.

Our Domain kindred and partners in Engellachia have previously broached the issue of the acceptable deployment of substantial force elements consisting of civilian private military contractors in-theater, to assist in "holding down the lines and maintaining law & order in those portions of West Burgundy liberated by military force." In light of the successful implementation of this policy by our West Engell partners, recent and continuing gains against Pillauist forces as well as persistent, albeit acceptable attrition suffered in manpower and materiel, BURCOM Actual is submitting the following deployments of Cussian PMC forces in-theater to our Domain partners for review:

• Exertus Elite Outfitters, llc; SFMT-affiliate based out of Chicora, contracted (and uniquely outfitted) to augment and supplement Tier 1 & frontline 'electronic warfare, information control & active intel and other high value operations' without specific assignment per command or locale
• Transthaumantic Provost Adventures, Inc.; long-time SSB "partner" based out of Nod, contracted to conduct "garrison duties," such as maintaining basic law & order according to Domain Provisional Occupation Code, Statute J430B-7 "in those portions of the West Burgundian Coastal Plain liberated by the Joint Armed Forces of the Domain, containing significant concentrations of the native population w/in urban centers as well as ensuring security for critical infrastructure and civil systems necessary for the maintenance of a civilized standard of living"
• Black Bot Enterprises; a long-time, highly trusted partner of the DoD based out of New Westellex, contracted to "cooperate with Domain Forces in establishing networks, systems and training curricula for native West Burgundians, or Burgundian expatriots classified as regularized citizens of one of the Domain partner-nations, to serve in the capacity of uniformed law enforcement & security forces for a (soon to be established) Provisional Government of the equally provisional Republic of West Burgundy"
• The Headless Devils Company; a new start-up, organized in partnership by the SSB, ONI & SFMT and tentatively based out of Clarendon, contractually retained but as yet unassigned

Further, it is deemed prudent for future operational planning and general morale that it be made known that a "breakthrough" has been affected in regards to further deployment of the Armed Forces of the First Republic subordinate to and acting as an integrated component and constituent command of/within BURCOM.
