Having no other place to put this Draft while being open for discussion by Europe's citizens, I suppose I will place it here. For those on this forum who no longer follow the actions of Europe, the NationStates region, I am its new Delegate, and I put out a call for a Constitutional convention.

The text is .

Is it possible to enforce nations in our NS region to not be a WA member? Just wondering...
You mean enforce laws upon non-WA member nations or enforce European states to not be part of the WA? Just so I know exactly what you're speaking of.

The latter: Enforce European states to not be part of the WA.

If that passage is in the constitution now, it has to go. You cannot enforce that to members of Europe.

Twente, I don't think that would be desirable or possible. Eiffelland, no such passage is in the Constitution (unless we're reading different documents). In fact, I believe that the list of rights at the top preserves that power to the constituent states. However, the document does only enfranchise persons with WA membership — since there is no other way to get people not to fill the region with puppets for the sake of voting on legislation.

Oh, I wasn't asking for it to be a part of this proposed "constitution," it won't apply to Twente anyway, since my nation is not a WA-member. I was merely wondering out loud, call it trolling.

I do believe no NS European nation should be a member of the WA, though. I only recognize these forums and community, and specifically not the "guest book" on Nationstates, to be the one true representation and official HQ of Europe. The rest of the world does not exist to me, nor do I think it should exist to any other nation here or on nationstates.net. If anyone wants to assemble, debate and pass bills, do it here! I also am very stringent and not willing to argue on that point, so no reason to debate here, I won't change my mind. I would love for there to be an option in the regional control panel(of the founder, not the delegate), to exclude the option of becoming part of the WA in a region. That all being said, I wouldn't mind kicking all nations from the region that don't have an account on this board would be fun too, if only to witness some confusion and/or desperation.

Is there a cap on defense spending in relation to overall goverment spending or in relation to GDP?

No. In fact, the proposed Constitution explicitly bars 'a system which leads to internal political, economic, or social interference' or 'regional authorit[ies] ... dictat[ing] any of the personal settings of a nation'.

Wonder when the final version will be released.
Doesn't look like there will be a final version. Fundamentally, what Outer Prussia said about the lack of interest in government is in many ways, correct. And I would take it further. Having a government without people who want to be involved in it is worse than having no government at all. In the former, nothing will get done due to the imposed structure of government. At least, in the latter, change can happen.

It was a noble endeavor while it lasted!
