Article I
- Signatories sign promise to never enact trade tariffs on other member states.

Article II
- Signatories will lobby respective legislative bodies bills for trade/tax incentives for increased trade with other member states.

Article III
- Signatories will release joint ECONAMS statement to Europe calling for continental respect for member state shipping lanes.

Article V
- Signatories will lobby respective legislative bodies to pass tax incentives for pre existing companies & business interests of other member states in ECONAMS.

"I put this to the floor. Amendments are welcome."

His Excellency wasn't done. It was clear Justosia needed to take a leading role in this organization. Behind their honourable host nation.

"I rise also, gentlemen, to put to the floor for generale consensus to invite the nations of Gunnland and @Elben into ECONAMS. Both are good and honourable defenders of Monarchism, Capitalism, and all that is right."

Scalfaro began to feel a bit uncomfortable with Prime-Minister Blount's energy. At this moment, the man determined on his own what was to be discussed. It began to look a bit like he was hi-jacking the ECONAMS.

Scalfaro looked at Nielsen. All in all, this organisation had been grounded by the moderate and flegmatic Nordics from Jyskerige-Østveg, so it should remain an organisation representing moderacy. It should not become an instrument of a country with a leader who overestimated his capacities and the capacities of his country, felt insulted too soon and too often, and always acted out of impulse. Maybe Scalfaro was from the more hawkish part of Eiffelland-Retalia, but Justosia's hawkishness went too far for the Retalians as well.

"It is a pity that the press release has already been published. I think it would have made more impact if we either would have layouted it differently or would have applied the changes I made w.r.t. commas instead of full stops etc.
For the new article one, I would like to hear the opinion of His Excellency Mr. Nielsen. I am in favour of inviting Gunnland and Elben into ECONAMS, but I don't turn this into an official vote yet. I would like to hear the opinion of His Excellency Mr. Nielsen on this topic as well, before I cast my vote. I will let my final vote depend on His Excellency Mr. Nielsen's opinion."

Blount noded in respect. Blount was prepared to accept many amendments. He wasn't an unreasonable man. As he was a representative of Justosia & therefore his Crown Sovereign. Where others couldn't or wouldn't lead, Justosia would. He hoped & prayed his sentiment would be understood & followed. Complacency was capitulation to him, personally.

There had been a rush or sorts for ECONAMS to get to some sort of oriented business. Nielsen himself was a conservative and pragmatic man, and understood the urgency of the Justosians on many issues, including those that concerned their immediate defense. That said, he did not enjoy how quickly a press release was issued. It followed no protocol, and contained amendments without the full consent of the body. Nielsen liked the exuberance of the Justosians but not their hubris.

Noticing the look of Scalfaro, Nielsen decided it was time for himself to chime in. “I’d first like to speak on the issue of new members. The Gunns are more than welcome to join should they withdraw their ambitions to usurp the Crown of Jyskerige-Østveg. As for the Elbens, they are welcome to join as far as our consideration goes, but I am unwilling to formally invite them. This goes for the matter of all potential members, as this would give the impression they are accepted. They ought to apply like all other nations, and abide to the formal voting process in so that the members of this deliberative body may voice their concerns in a civilized manner.”

He paused and reviewed the other points before him. They were ambitious again, but not well grounded or thought out in his opinion. It was possible that they needed fine tuning to be acceptable to the Two Kingdoms he felt.

Removing his reading glasses, he cleared his throat. “The first point sir... Article One. This point states bluntly that we may not levy taxes or tariffs on other member states. I believe this article is entirely ahead of its time. First we must seek an orderly process in which we may lower tariffs and outright remove them to some degree. We cannot just blindly open all our markets. This would cause great suffering to our economies, a tremendous loss of the jobs in many industries, and the outright extinction of some. Instead we must seek an orderly manner for which tariffs may be reduced. We must also allow for universal exceptions to certain industries. I am of the opinion, upon the guidance of Her Majesty’s Government, that agriculture ought to be protected. A population that goes hungry is not one for a nation that seeks to uphold any brand of conservatvism. If you wish to bring upon your own dreaded Communist insurrection, I invite you to a situation where a family cannot find a loaf of bread that they can afford as all the local farms had to be shut down... regardless, I digress. We must find reasonable means for ‘Economic Cooperation,’ much as this organization is entitled. —I might suggest we first look towards basics. General tariff reductions by 10% and the claiming of five industries that do not need to subject themselves to such reductions.”

“Your second point good sir, Article Two. I find this point redundant. The lessening of tariffs while inevitably create increased trade. As such, I do not wish to add further corporate welfare to the process. The highly taxed Jysk-Austwegian tax payer certainly does not wish to have added burdens and responsibilities.”

“As for your third point, sir, I believe your heart is in the right place. It is not the impression of Her Majesty’s Government that this is the correct forum for demands in regards to shipping. Such a proclamation leaves our ECONAMS group as one that claims it shall police those seas. The Royal Navy has not the time nor resources to sail about the globe on a hegemonic path of free shipping. Instead, it is our belief that such demands ought to be made before the upcoming opening of the WPC. This will be an issue which can be better addressed there, and not have the Royal Navy foot the bill.”

“Now for the final point... we must decline, as again it leaves the Jysk-Austwegian taxpayer footing a bill. Corporate taxes in the Two Kingdoms are already low. We see no undying urge to further reduce them.”

"Ahead of its time is a compliment in Justosia." Blount thought to himself as he readied his response.

"Mr. Nielsen, I accept everything you just said. For as I said, my delegation and I are fully open to amendments. You must pardon my enthusiasm. I am the chief elected representative of the Justosian people. My will to serve them rightly is vast. I shall redraw the articles.

Or.....my honourable host, would you rather?"

"Esteemed colleagues. I should like to apologize if my enthusiasm for this fine organization has been construed as anything other than just that. I took lead because I perceived stagnation. "The Grand Duchy of Lars, announces its intention to leave this economic agreement, within forty-eight hours the agreements signed here will no longer be recognized by Lars. Thanks for the attention."

Press Release: The Two Kingdoms of Jyskerige and Østveg find the sudden departure of the Grand Duchy to be most insulting to the hard work and determination given by Her Majesty’s Government to keep this organization working after the intense and critical personal relations campaign in January. It is clear that the forces of Gallo-Germania are reconsolidating around its former epicenter. Our peace has no chance without embracing Jysk-Austwegian norms of neutrality, and the work of the Two Kingdoms to maintain this neutrality in ECONAMS has clearly subjected Governments in both Justosia and Lars to reconsider their relationship to the peaceful ECONAMS agenda. With the departure of the Grand Duchy, and the pressure placed on it by the Justosian Government, the purpose of ECONAMS has collapsed. The forces of the Trier Group and the Rurikgrad Pact will only find war in the future with the attitudes we have seen on display amongst the parties in Gothenhagen. ECONAMS as of the end of the month will be considered defunct. Further cooperation between Eiffelland-Retalia and the Two Kingdoms may be pursued bilaterally.

Press release: This organisation was grounded with the best intentions in mind. We see with regret that it fell apart, and do not understand the step taken by the Government of Lars. We wish to continue to cooperate with the governments of both Lars and the Two Kingdoms. Efforts to maintain peace are too important to neglect. We would like to set up a meeting with the Government of the Two Kingdoms in order to discuss our future relations.
