An Extension of The Queen-Empress' Statement in Council.
DULWICH, TUESDAY, 18th MARCH 1954

TO THE KING, LORDS AND COMMONERS OF THE KINGDOM OF THE ETNAE
I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty;


The REVOLUTIONARY DEFENCE TREATY ORGANISATION and the PREUTIEN REGION

In obedience to her Engellexic Majesty's commands, I have the greatest pleasure in expressing to you her approbation of the whole of your conduct, most especially the positions occupied by the Government of the Etnae with respect to security of the Preutien region, and the continent of Himyar.

It is much to be lamented that any thing should occur to divide, and perhaps to turn against each other, the efforts of those nations of our immediate region which a sense of our mutual interests should unite against the common enemy that be manifest; and on this account, however difficult the conduct of the Cantignian Government may have been to any expectation of democratic success, every practicable mode of calm and amicable remonstrance should be used in the hope of recalling the Cantignians to a better policy - if only to contain organised revolutionary expansionism.

The fatal effects of Carentanian influence in the councils of other powers are not in want of any illustration; and indeed if the situation of so many nations, once independent, and now the vassals of Carentania, did not place in the most striking view the nature of the security to be derived from an alliance with that power, whilst it holds a position enabling it to act offensively against the object of its promised protection; the little disguise observed by the Cathiopians would alone be sufficient to open the eyes of any government not absolutely blind to its own preservation. It is distinctly avowed in the public correspondence of the Cathiopian Government, that the possession of the Danish Eastern Cape by the Carentanians, whilst it is asserted to be within the authority of an international organisation assembled for the absolute benefit of the people of that territory, may at any time be used for war in Himyar and the South Seas. Even the diplomatic offers and services made toward ending the deplorable situation there are responded by a direct menace of attack on the territories of Asylan; if that government does not at once renounce its connection with the native assertions for self-determination, and become unfaithful to its subsisting engagements.

The evident tendency of such conduct on the part of the Carentanian Government, and the effect it must inevitably produce. with respect to states and vassals of the Revolutionary Defence Treaty Organisation, if the Tripartite Agreement should not yield to an adjustment so fatal to its security and position in Himyar, are very properly predicted in Dulwich and, I am sure, Argoculc.

I should immediately state that the Council of State has met with the decided approbation of her Engellexic Majesty and the Imperial Cabinet; and I should add, that there can exist but little hope of preserving the relations of amity between the powers of Preuti-Borussia, and quite possibly the neighbouring regions, whilst a regime, whose influence has already been so prejudicial to the understanding subsisting between those of Preuti, is suffered to remain in a position of leadership over the affairs of Europe. The insulting and faithless propositions made by the Cathiopian Government, which it is much to be regretted the European Community did not immediately reject with indignation, justify the powers in requiring that Carentania should be contained. I will therefore, in enforcing the representations which I was instructed to make, of the necessity of immediate satisfaction with respect to the political adjustments of Cantignia, urge that point in the strongest manner, as of the greatest importance to the preservation of a good understanding between the Empire of Great Engellex and the Kingdom of the Etnae.

It was thought right to lose no time in forwarding to the Government of the Etnae this dispatch, at the same time that the Imperial Parliament considers an additional naval force being prepared to be sent to the South Seas, which may enable Great Engellex to detach a sufficient squadron to the Danish Eastern Cape, to give weight to, and if necessary to enforce a containment of Carentanian aggression.

The commercial establishments formed by Crown Subjects of Great Engellex in the Etnaean dominions, and the danger to which their persons as well as their properties may be exposed from the violence of a power restrained by none of those rules of conduct which govern civilized nations, will not fail to be duly weighed by you in forming your determination, with respect to Great Engellex and the Etnae.

In the mean time, as a rupture appears but too probable, her Engellexic Majesty extends her hope that the Kingdom of the Etnae will take all necessary measures of precaution for securing every thing that belongs to your kingdom.

As pertains to the situation presently unfolding in Himyar and the Long Sea, the Crown government and sovereign of the Etnaean Kingdom now resolve in unison—in the spirit of sincerest synergism and with utmost concord—to express the following statements and sentiments to the Royal and Imperial person and government of Great Engellex.

It must first be admitted that the initial presumptions and statements made by His Lordship, the Earl of Hessex, as concerns this Etnaean Kingdom's position with regards to Gallia, are accurate in both objective fact and spirit. These previous few weeks have seen a very marked shift in the axis of our realm's geopolitical interests and maneuvers, with a marked return of focus now being orchestrated to the encircled homeland. It should be noted that the recent reticence of this office in commenting or partaking in unfolding affairs in Himyar should not be construed as either an act of indecision nor one wrought from a failure of resolve. It is the considered view of both this office and the Crown Office for Defense that the Etnaean heart and core are now under significantly greater threat than any colonial or overseas holding might be. Attached is a previous briefing compiled by said office, provided as to clarify this Etnaean Kingdom's positions, viewpoints, and situation in the matter of Gallia and her defense. ( )

Nevertheless, despite the shifting priorities of the Crown government, provisions have been made for the defense of all Etnaean holdings, subjects, and provinces—viewed as sacrosanct and constituent despite their great distance from the homeland. In particular, the isles of Isarmorga—otherwise known as Raotaea—have been made secure, and will remain host to substantial Etnaean naval and ground forces regardless of changing circumstances. At present, these assets are deployed within the territorial waters of the Republic of the Eastern Cape, engaged in ferrying our erstwhile peacekeepers there to the Republic of Asylan's Erdenshire facility. It must be noted that it is the intention of the Crown government and this office to stand beside the Tripartite in this matter at least in order to prevent an outbreak of conflict in the South Seas.

However, it must too be said that this Etnaean Kingdom at present has no intentions of fully aligning itself with nor participating in the Tripartite Agreement alliance organization. It is ultimately the case that the Tripartite Agreement operates and prioritizes geopolitical interests and objectives which do not follow an axis that corresponds with this realm's own. With the exception of the Republic of Asylan in a marginal capacity, none of the powers participating in that organization have much stake in either eastern Himyar nor the South Seas area. Further, the ability of this organization to project into and actively partake in any genuinely Gallian conflict is—in the opinion of both this office and the one responsible for this kingdom's defense—quite limited. It thus falls to this Etnaean Kingdom and the Imperial realm of Great Engellex to, in the mostly likely circumstance, provide for their own defense both at home and abroad.

The participation of the Imperial realm and government of Great Engellex in the Erdenshire and Eastern Cape fiasco, with the hopes that the Imperial forces will provide yet another moderating presence, is warmly welcomed. Either containment or deterrence, if not both, are this time viewed as acceptable outcomes by this office for the unfolding situation there. For the duration of the Engellexic deployment, this office can guarantee the earnest co-operation of all Etnaean naval forces operating in the area, as well as full-use for Engellexic vessels and forces of Etnaean port, harbor, and other mooring facilities both within Etnaean Dumnusiga and Isarmorga.

In the matter of considering this Etnaean Kingdom's commercial interests, the Crown government must take into account with particular care both those at home and abroad. The territories of Isarmorga and New Engellex remain one another's largest trading and economic partners, and it is naturally among the greatest priorities of all present and future security efforts within that realm to safeguard shipping, commerce, and trade between these respective dominions. Likewise, the same courtesy is expected of our counterparts in both New, and Imperial Engellex, insofar as our mutual interests in the South Seas are concerned.

It is on the basis of so many shared areas of strategic and political interest that this office proposes, tentatively, an agreement (with particular terms and conditions to be formally decided when convenient) with regards to our mutual security in the South Seas. Co-operation in the region would prove decisive, and may serve to tilt the flow of events in Erdenshire, the Eastern Cape, and eastern Himyar as a whole firmly into our unified favor. If desired, such an accord might be extended to Gallia and our collective defense therein—again given shared concerns and interests.

The chief aspiration of this Etnaean Kingdom at present is providing for the security and safety of its subjects and sovereign fiefs, and so all measures which indeed ensure their inviolability will be considered and swiftly undertaken.

TO THE KING, LORDS AND COMMONERS OF THE KINGDOM OF THE ETNAE
I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty;


ENGELLO-ETNAEAN RELATIONS & the PREUTIEN and SOUTH SEAS REGIONS

The subject of the negotiations between the Kingdom of the Etnae and Great Engellex, and the principles upon which your Lordship has proposed them to her Engellexic Majesty's Realm, are so fully known and appreciated by the Imperial Parliament and the Lord-Guarantor of the Crowned Provinces, that I have been enabled to bring the whole under the consideration of the Board of Admiralty and Commerce in Mergui alongside the considerations of the Cabinet, in the manner which will best serve to place the conduct observed, of the Etnaean Government, throughout these transactions, in the most correct point of view.

As to the proceeding of this period of pursuing a pacification of Europe by the resolutions and agreements to be established, the ministers and plenipotentiaries of her Engellexic Majesty the Queen-Empress, and the Lord-Guarantor of the Crowned Provinces, have received orders, to have negotiated with the ministers and plenipotentiaries of the Kingdom and Realms of the Etnae, positions asserted by Dulwich and Mergui along the following leanings, coupled with the determinations of the Etnaean positions :-

An intimate alliance to be established between the Kingdom of the Etnae and the Empire of Great Engellex, who are joint parties to this system by their own principles, no less than by the interests of their people, offer to Europe the most sacred pledge of its future tranquillity.

The object of this alliance is as simple as it is great and salutary. It does not tend to any new political combination - to any change in the relations sanctioned by existing treaties. Calm and consistent in its proceedings, it has no other object than the maintenance of peace, and the guarantee of those free commercial and political transactions on which a peace should surely be founded and consolidated.

Their Majesties, in forming this august alliance, should regard as its fundamental basis, their invariable resolution never to depart, either among themselves or in their relations with other states, from the strictest observation of the principles of the right of nations; principles which, in their application to a state of permanent peace, can alone effectually guarantee the independence of each government, and the stability of the general association.

Faithful to these principles, their Majesties should maintain them equally in those meetings at which they may be personally present, or in those which shall take place among their ministers; whether they be for the purpose of discussing in common their own interests, or whether they shall relate to questions in which other governments shall formally claim their interference. The same spirit which will direct their councils, and reign in their diplomatic communications, should preside also at these meetings; and the repose of the world will be constantly their motive and their end.


It is with these sentiments that it is sincerely hoped that their Majesties shall have consummated the work of alliance, to which they were called. Her Engellexic Majesty has determined that her Majesty will not cease to labour for its confirmation and perfection. The Empire of Great Engellex solemnly acknowledges, that its duties towards God and the people whom they govern, make it peremptory on them to give to Europe, as far as is in its power, an example of justice, of concord, and of moderation; determined by circumstance and desired by the prospects of Preutien co-operation, from henceforth, our efforts should be driven to the protection of peace, to increase the internal prosperity of The Etnaean Kingdom and the Empire of Great Engellex, and to awaken those sentiments of civilisation and morality, whose influence has been but too much enfeebled by the misfortune of the times.

By instruction and advice, I can confirm that his Lordship, Thomas Wriothesley, the Earl of Effing, has been delegated the task of negotiating the position of Great Engellex; and his Excellency, Sir William Lovell, delelgated the task of representing the Crowned Provinces, at negotiations with the Kingdom of the Etnae.

His Majesty's Etnaean Government is invited to prescribe the location and schedule for the establishment of our agreements.

On the matter of the Eastern Cape, it would have afforded Great Engellex the truest satisfaction, to have seen the socialist endeavours in the Eastern Cape replaced by the exertions of the Allied Realms; but there has been throughout, the obvious danger, that in aiming at too much, all may be lost; and that, in endeavouring to assert too tenaciously the interests of the Allied Realms, might sacrifice the common cause that appears ever reinforced around Europe. This consideration has been the governing principle of all our measures; nonetheless, the Cabinet and the Board are jointly moved to alternative considerations to affect a utilization of the Eastern Cape circumstance. Those considerations will be presented to the Etnaean Government at the earliest opportunity that negotiations can be opened.
