An Extension of The Queen-Empress' Statement in Council.
DULWICH, SATURDAY, 16th MARCH 1954
TREATY of PEACE, COMMERCE, and ALLIANCE, between her Engellexic Majesty and her Serene Majesty, PROPOSED at Dulwich, the 16th day of March, 1954.
The events which have taken place in Himyar and Preuti-Borussia having terminated the state of peace which fortunately prevailed in Europe, causing concern with the crowns of Great Engellex and Portusgalia, should unite the arms of both against the common enemy; and the good of the relations which have been produced between our two nations over the last few decades, now connected by common interest, should be established and confirmed by a formal TREATY of PEACE, COMMERCE and ALLIANCE :- wherefore, her Imperial and Royal Engellexic Majesty the Queen-Empress of the Empire of Great Engellex, and his Excellency the Minister Extraordinary and Plenipotentiary, acting in the name and on the behalf of her Most Serene Majesty the Queen of Portusgalia, should be constituted and appointed; that is to say, her Imperial and Royal Engellexic Majesty the Queen-Empress of the Empire of Great Engellex, his Lordship the Earl of Hessex, one of her Majesty's most honourable privy council, and her First Lord of Aldwych d'Evercy; and the Minister Extraordinary and Plenipotentiary of Lisbon to Dulwich, acting in the name and on the behalf of her Most Serene Majesty the Queen of Portusgalia, as Minister Extraordinary and Plenipotentiary of her Most Serene Majesty the Queen of Portusgalia, to her Engellexic Majesty; their plenipotentiaries, should conclude and sign a TREATY of PEACE, COMMERCE and ALLIANCE.
Her Engellexic Majesty, having communicated her respective interests, by command and instruction through his Lordship the Earl of Hessex, has determined the following articles for consideration of the her Most Serene Majesty of Portusgalia;
Art. I. There shall be between her Engellexic Majesty the Queen-Empress of the Empire of Great Engellex, and her Most Serene Majesty the Queen of Portusgalia, and between all their KINGDOMS, REALMS, DOMINIONS, and SUBJECTS, a Christian, stable and inviolable peace; and a perpetual and sincere amity, and a strict ALLIANCE during any emergence of war from the aggressive and hostile expansion of the REVOLUTIONARY DEFENCE TREATY ORGANISATION in Europe.
Art. II. To obviate all complaints and disputes which might arise on the subject of PRIZES of WAR, captured in SUCCESSION to the DECLARATIONS published by her Engellexic Majesty through this TREATY of PEACE, COMMERCE, and ALLIANCE, it has been mutually agreed, that the vessels and property taken in SUCCESSION to the date of a SIGNING of THESE DECLARATIONS, in any seas or ports of Europe, without any exception and without any regard either to time or place, shall be restored by both parties. And, as the accidental occupation of any of the ports of the HIMYARI CONTINENT by the common enemy, might occasion dispute respecting any warships, which in ignorance of such occupation might direct their course to those ports from any other harbour, of the Himyari Continent; and as cases may occur in which Portusgalian Subjects of the said ports or provinces so occupied by the enemy, may, with their property, endeavour to escape from REVOLUTIONARY grasp; the high contracting parties have agreed that Portusgalian, not aware of the enemy's occupation of any harbour which they are desirous to enter, or such as may succeed in making their escape from any harbour so occupied, shall not be captured, nor themselves nor their cargo be considered as a PRIZES of WAR; but, on the contrary, that they shall meet with every help and assistance from the air and naval power of her Engellexic Majesty.
Art. III. Her Engellexic Majesty engages to continue to assist, to the utmost of her power, the Portusgalian Empire in their struggle against the tyranny and usurpation of the REVOLUTIONARY DEFENCE TREATY ORGANISATION as directed toward HIMYARI POSSESSIONS, and promises not to acknowledge any other POWER over the REALMS of MOZAMBIA, BISSAU, AND ELEFANTA IS., than her Most Serene Majesty the Queen, her heirs, or such lawful successor as the Portusgalian Empire shall acknowledge: and the Portusgalian government in the name and on the behalf of her Most Serene Majesty, engages never, in any case, to cede to any SUPRANATIONAL AUTHORITY, ALLIANCE of NATIONS, or INDEPENDENT POWERS outside of this TREATY, any part of the territories or possessions of the Portusgalian Empire, in any part of Europe.
Art. IV. The high contracting parties agree to make common cause against the REVOLUTIONARY DEFENCE TREATY ORGANISATION when NECESSARY; and not to make peace with that power except by common consent.
Art. V. The present TREATY shall be ratified by both parties, and the exchange of the ratifications shall be made in the space of two weeks (or sooner if it can be done) in DULWICH.
Additional Article.—The present circumstances for the admitting of a regular negotiation of a TREATY of COMMERCE between the two countries, with all the care and consideration due to so important a subject, the high contracting parties mutually engage to proceed to such negotiation as soon as it shall be practicable so to do; affording, in the mean time, mutual facilities to the COMMERCE of the subjects of each other, by temporary regulations founded on principles of reciprocal utility.
The Imperial Cabinet of her Engellexic Majesty of the Empire of Great Engellex eagerly awaits the government of her Most Serene Majesty of the Empire of Portusgalia.
