Dear State President Mutasa,

It was recently reported by the Justosian National News that the Government of the Holy Kingdom has shared with the Natali Government classified information regarding its aggressive militarization campaign – dubbed ‘Defense Readiness One.’

As your government is aware, the Justosian King recently decided to classify all information regarding the militarization and closed off the rest of the world to any sort of insight into their military ambitions. I am of the firm belief that the Natalian Government shares the understanding that the Holy Kingdom of Justosia is a serious threat to the peace and stability of Himyar. This not only stems from their government’s seeming inability to maintain a consistent foreign policy, but to their general brash, impulsive nature to foreign affairs. This is not to discount that their invasion of Brecosta is yet another example of the country’s willingness to engage in wars far from their shoreline.

It is concerning to Solis, then, that should the Justosian Government actually succeed in building the necessary armed forces required to project their power, that the country will further descend into the status of a rogue state and become a serious, detrimental threat to global security. It is the interest of the Aurarian Government to stop the Justosian threat before it even becomes one.

The historical ties of Natalia and Auraria, combined with our mutual interest in the peace and security of the region, especially in the wake of Gallo-Germanian Tragedies, leads my government to believe that in this time our two countries can find partnership in quelling the Justosian threat while it is still weak and manageable.

It is for these reasons that my Government requests that the Natalian Government shares with Auraria whatever information it has learned about the Justosian progress in Defense Readiness One. This information will prove critical to developing an informed and comprehensive response plan to dealing with Justosia. This information will be shared in good faith and kept to the highest degree of classification within Auraria. Additionally, we stand prepared to offer the Natalians whatever assistance we can in order to further our ambitions of ensuring peace persists in Himyar.

Your excellency,

Considering the recent spats between Justosia and Natalia, Caledonia and Jyskerige-Ostveg and the generalised hostility they have shown over minor events, we completely understand the worries that the Republic of Auraria harbours towards the happenings in the Clarencian Sea. Hence, I have been authorised by the Lord Protector to further to you the report the INTAF has put together from the response of the Justosians towards the Federation.

Your Excellency,
As per the responses the Justosians have given us, we have managed to analyse it as requested and we can come to the conclusion that their response is mostly just a form without substance. We still have many question marks regarding their policies, the most important one being the reason of such a detailed, rushed and expensive militarisation plan.

WHO: The current monarchy of the recently renamed Southern Kingdom of Justosia seems to be the main mastermind over all this process. While the country boasts itself as a democratic, constitutional monarchy, it is clear by now that the king, under his name, Carlos Francisco II, is nothing more, nothing less than a chess player. His country is the board and both the party in power and the opposition are his pawns.

WHAT: In the recent years, at the behest of the King, the country started to push an exaggerated amount of resources into a military buildup, which consists from the communique we have received from them, of the following: 3 new naval carries (two of them being 90% completed, one being only 25% completed), 5 new guided missiles, 5 new surveillance frigates, 50 new tanks (model not specified), 100 artillery units (model and calibre not specified), 100 Talon II jet fighters (progress 15%), 50 Rapier attack helicopters (progress 17%).

WITH WHAT: The designers of the project seem to be ready to do anything possible to complete this system. They have overburdened the Justosian economy with taxes to fund it and even nationalisted the automotive industry and moved it in the subordination of the arms industry to quicken the process. We expect the country to have deep economic problems even before the completion of the plan.

MOTIVATION: This is still the main unknown of the whole plan. As of yet we are extremely weary of Justosian intent as we simply cannot comprehend the necessity of this plan. The Justosians play the role of anti-communists but with the exception of the LLC, which has been disavowed by Ivar, there is no communist or Marxist-Leninovist group active south of the Long and Hamar Seas. The Status Quo Treaty between Propontis and Ivar limited greatly the communist influence south of the aforementioned seas. Brecosta is, as it is seen, a special circumstance, as because of the SQT, neither Pelasgia nor Kadikistan have been involved in the colonial war. The presence of Justosians there is extremely concerning as they are very close to destabilise the balance between the communists and anti-communists in the Long and Hamar Seas region. Even so, considering how isolated Justosia is geographically and how far it is from the main crisis hotspots of the world, we cannot but believe that they are planning an aggression war either against us, or against the Obsidian Union or Port Stanley. Either way, we are ready to keep them away from our sphere of influence, Eastern Himyar and we have behind us the support of the Engellkin nations.

CONCLUSIONS: Justosia shows a deeply chaotic foreign policy that alternates from highly psychotic religious sectarianism to cordiality towards the First Republic. We just feel that with the current regime in power in Justosia, the so called Defence Readiness One Program, the Clarencian Sea will fall more and more into a vicious circle that will destabilise the whole region. While we have bluffed our way into making them offer us the details of their militarisation program, but as we received no information that we might consider important for our own defence, we feel that we might have to buckle up the navy and to strengthen our relations with the Engellkin, to be sure that we are safe.

Dear Lord Protector Stone,

Firstly, please extend my most sincere thanks to you for being so forthcoming with the information concerning the militarization of the Southern Kingdom of Justosia. I do not need to reiterate the reasons that we are concerned with the Southern Kingdom’s aggressive posturing.

Your assessment of the situation has been compared with the assessments done by the Ministry of Defense as well as the Ministry of Foreign Affairs. We agree that these actions seem to be focused on King Carlos Francisco himself is facilitating a significant degree of power over domestic affairs. His edicts to nationalize industry, radically alter tax structures, and go so far as to force laborers to the cause strongly go against Justosian constitutional principles and can only be seen as a brash over extension of his power. His actions, coupled with his questionable appointments to government positions, certainly draw into question the Kingdom’s intentions.

Our Government has conducted a variety of analyses into the Justosian Economy in response to the stresses that the militarization program has placed. We share the assessment that the Justosian Economy will be damaged severely and that market trust damaged even longer. This, coupled with the fact that the country has opened up its borders to unfiltered trade, we believe that the Justosians are making themselves economically vulnerable.

To your country’s bewilderment, we concur – through every intelligence briefing we cannot seem to find any legitimate, rational cause for which the Justosian Government would be so concerned about its safety. As you may know, our Government recently passed a large hike in defense spending in response to growing threats from Serenierre during the Occitan War. In truth, our country is not entirely convinced it can defeat Serenierre in all-out war scenario. We believe that peace between our countries is maintained due to both being unconquerable by the other. However, no such situation exists in Justosia.

It is in the interest of learning more about the situation that I am about to make the following ask of the Natalian Federation. Our Government believes the time has come to put assets in the region to more closely monitor Justosian developments. Particularly, we would like to deploy two Catamarca-Class submarines into the Clarencian Sea to get a more thorough analysis of Justosia.

I cannot express the vulnerability that the Aurarian Republic is opening to the Natalians. Discovery of these military assets would be exceptionally compromising to the Republic and result in several blowbacks, most notably the violation of an upcoming Aurarian-Pelasgian treaty that should seek to revolutionize trade between the countries. Additionally, our submarines cannot operate at distance so far from home without a naval base nearby.

We intend to be open and transparent about our movements and we approach the Natalians out of a history of trust and understanding. We are happy to abide by any reasonable terms placed by the Federation.

What are you requesting truly is something that in normal circumstances I would have never even thought of, let alone analyse the pros and cons of such an endeavour. Even so, we sadly are living in times where as much as the red bear to the north east have been sated after it eaten up the Trivodnian Krasnislavia, I fear that the politicians that run the sideshow that is Justosia really are becoming a regional danger, through sheer incompetence and recklessness.

Hence, after receiving the report from my minister plenipotentiary regarding her meeting with the Justosian minister of foreign affairs (a dreadful character, he is), I have been assured that the main threat in the South Thaumantic Sea isn't actually any idea of great communist invasion, but rather the sad state of the mind health of the character sitting on the throne in Avalon. He is everything that the Engellkin civilisation and Aurarian Revolution represent: a monarch, a fictional (a rather dangerous and blasphemer one, as he calls himself the head of the church) and an autocrat. Putting all that together with a vile and arrogant idea that he is superior to us all, rather than a colleague on the international scene, makes him much more dangerous than Kadikistan ever was.

Hence, I will approve the stationing of Aurarian submarines in Natalian bases. Docking facilities for them will be rented from the port authorities of Dingleton and Salamander Bay, with a series of conditions as to neither put us in a bad light and also to keep everything under the carpet as easily as possible. There will never be more than 2 submarines stationed at the said facilities at any other time. The Aurarians will pay for renting the docking facilities. When stationed, the submarines will be flying the federation's banner and to fully be sure that no one will raise an eyebrow, on the Natalian documents, the two submarines will be added through the INTAF. That way we are sure that no one will ask too many questions.
