It's been a while since we spoke, and I fear that we'd only both open old wounds should we talk now. So instead I write, in the hopes that you will still understand my conscience if no longer be burdened by it. I can feel a decision point drawing ever closer, and I pray we are not drawn into the partisan politics of the last decade by moving forward now.

I'm sure you've been following the news. How can you not, when you're gaining so much? What an ironic, and wonderful stroke of fortune it must be, to have the líx himself do what you've wanted to forever. I cannot say I'm especially pleased by the action, but I won't make this letter leaden with complaints and lamentations. Instead, I will point out that we're now—indeed both of us—presented with an opportunity here. The electoral balance will be disrupted quite heavily come the 22nd, plain and simple fact. I'm doubtful that there'll be anything like a majority, perhaps not even a plurality, for any one party. I hate to do it, but I'd like to ask you to take a gamble.

The CAP can swing both ways on the 22nd. Polls aren't helping us figure it out either way just yet, but it might get clearer once these protests quiet down—though only god knows when that will be. Either our votes crash monstrously low due to the dissolution, or they surge upward in reaction. My money's on the latter, and we're doing our best to galvanize our demographic and remaining constituents. There's nothing quite like righteous fury, eh?

Realistically, though, we can fall anywhere between 15% and 30%, I'd say. For the VV and you, my analysts expect a jump up to 20% at the most, with 15% being most likely. Either way, there's no majority, and probably no clear plurality. Turn-out should be high for this one, all thanks to the líx, so we may get atypical results. Regardless, we've worked together before, and we can work together now: it's time for coalition. I can't see the LIV getting any higher than 25%, nor will they ever form a coalition with Molcagga, Loccudos, or them with each other. If we do, however, we'll have a definitive plurality in the worst case, and a definite majority in the best. It's possible to perhaps even bring the BP in, should it be necessary.

Anibal, I've an event in an hour so I'll have to be brief.

I'll have to consult the platform itself, but everything you've outlined seems solid overall. Initial analysis and preliminary polling on my end would confirm your sentiments, and I expect comparable election results. I've already been approached by the BP, who will likely gain as well, but I'm holding off on informing the platform or making any agreements. Same applies to you.

We'll talk again as we get closer to election day. It's best if we keep our correspondence limited, lest there's a leak. I'm not as confident about Molcagga and Loccudos' animosity, and I would rather not take the risk of forcing them into a coalition should they get wind of a possible arrangement between us.

I'm not sure how happy the platform would be about coalition, furthermore. It might work if you're the Císenos, and I'm the majority leader, but it'll rankle and I don't expect it to last more than a single election season. If you're fine with a brief marriage of convenience, then I don't foresee any problems, but don't expect us to hold out long with you when we can run with the ball alone. A single term might be enough to push out the voting and municipal rights reforms, but I can't promise you bloc voting on all of your issues from us.

After CONSULTATION (record 0955 7/3/54) with the relevant and associated chiefs, this office will now report on the present situation which our kingdom finds itself in, and will provide recommendations as is pertinent to either resolving or dealing with the circumstances.

The accession to the Revolutionary Defense Treaty Organization by the state known as the Grand Covenant of Cantignia represents the closing of the hoop: whereby the kingdom now finds itself truly encircled by papists or communists. Despite diplomatic efforts on our end and promises on the Cantignian one, it cannot be assumed to be a certainty that they will refrain from operating in concert with the RDTO with regards to any future operations by that alliance in Gallo-Germania. The indications are that Carentania is very much prepared to begin moving actively in the region, and it is the belief of this office that operations by it and her allies in the Eastern Cape (both diplomatic and otherwise) represent what are essentially prestige and unity-building efforts intended to tie the organization more firmly together.

In regards to the proper sphere of operations: it is most likely that any military entanglements or actions in the near future by Carentania will likely revolve around Solaren. It is presently viewed as unlikely for Eiffelland and its allies to withdraw, either in the short or long-term, despite agreements or the progress of the peace process. Thus, Carentania would be obliged to seek a military solution to force unification of the peninsula under the SNC—representing yet another hostile regime on our borders and one capable of operating jointly with Cantignia in the event of a broader conflict.

Further, whether or not Cantignia wishes to adhere to non-aggression agreements, there exists the risk that it will be pulled into such a broader conflict regardless on the basis that we may be forced to seek preemptive action. It is unlikely for either Cantignia, Carentania, or Solaren to seek direct military confrontation with us, but it is nevertheless so that resting on our laurels will result in a sort of domino effect in our neighboring states which in fact are of direct and immediate relevance and importance to the RDTO.

In the case of the Papacy in Tibur, it is the belief of this office that Tiburtina and its theocratic regime constitute little actual threat to our kingdom at this time. With a population of five million, scant defense spending, and an economy still suffering from the August Catastrophe, it will not be a true opponent to our kingdom in the short term—and the reaction to its attempt to emerge unto the international stage should perhaps now be seen as an overreaction on the part of the external affairs office. However, it is precisely for those same reasons that Tiburtina might constitute a threat in the long-term, particularly should it come under the RDTO's sway and dominion. With diplomatic relations still at an ebb, however, it is likely to be the case that we will have to wait for some time before resolving to approach Tiburtina amicably—and it remaining uncertain if such is even desired, given the propensity of Papists to similar activity and instability as Communists.

It is thus that that we will lay out the following recommendations to the external affairs office and for the Císenos, based on the facts and speculation preceding this statement:

1. that rapprochement is sought with Great Engellex, such as to constitute a unified front against Communism in Gallia, and to provide a counterweight in Cantignia's rear such as to either assure victory or to deter conflict.

2. that the bulk of forces deployed abroad, with exception to certain standing regiments in Isarmorga, be recalled to the mainland until further notice or a more favorable geopolitical arrangement.

3. that the kingdom avoid further foreign entanglements for this time, concentrating instead on forming up a strong, determined, and concerted effort at securing the situation to our benefit and security in Gallia instead.

4. that talks resume immediately with Ivernia and the Tripartite Agreement, for the purpose of seeking additional aid and support in the event of a greater Gallian conflict.

5. that adequate preparations are authorized to be made for preemptive strikes against Tiburtina, Cantignia, or Solaren in the event of flare-ups or necessity.

6. that military forces be moved to condition three across the country, and active furloughs temporarily suspended.

It is the belief of this office that the following measures would serve as the best possible moves towards breaking the ring around our kingdom.

It has been brought to my attention, and the attention of the Department of Foreign Affairs and Trade in the High Kingdom of Ivernia, through our Embassy in Etnaea of the current atmosphere in Etnaean politics.

We in Ivernia understand this sentiment, the encircling of your State by foreign aggressors is a real threat and not one to be taken lightly and one the High Kingdom of Ivernia does not take lightly. Following the ascension of the Covenant of Cantignia into the RDTO the entire region of central Gallia, your homeland, has had it's security jeopardised and it's safety diminished.

Ivernia herself knows the pressure and stress life neighbouring a Communist nation can be. As they say they speak for the people yet wish to dominate them all through a collossal state which controls all. They are one of the great dangers of the century, and their advancement unto Gallia has made this a day to change the political atmosphere of all Gallia-Germania forever.

But the nation of Etnaea is not alone. There are still freedom loving democratic nations who will support you in your great stalemate. We implore the Etnaea governance, that any military move against a nation affiliated with the RDTO at this time would be a disaster, as the Red Propaganda machine would have the slaves of their states marching on your shores overnight.

Unfortunately at this time, we believe that also due to your proximity to the RDTO that talks of entering the Tripartite Agreement will be a slow battle as sharing a border with that organisation would only serve to flare up tensions which would provide ruinous consequences for the good peoples of Etnaea.

We in Ivernia however are a free state, a free High Kingdom. We are not bound to only serve the Tripartite's will.

We in Ivernia shall pledge to protect our free Celtic brethren. We shall not allow another August Catastrophe situation where we allowed Bantyr to be cut up into pieces. We intend, if the Etnaean governance is willing, to pledge a defence force, both navy and infantry, from the High Kingdom of Ivernia to the Kingdom of Etnaea. We believe that this force need not be great, even a token battalion and naval sortie would prove effective in sending the message that Etnaea shall not be cast to the wolves as long as the High Kingdom stands with them. We believe this action will serve as a statement, and in the long run, will allow Etnaea peace and security. We also pledge to assist Etnaea in the build up and upgrading of their own local defence forces, in order to assign itself to the necessary task of Deterrence. A task that Ivernia has known all to well for a long time.

If these proposed actions are found agreeable to you, do not hesitate to call upon the Ivernish Imperial Office immediately and to meet with the Foreign Secretary, as well the High Command of the Ivernish Military.

If our predictions hold true, then it will likely be the case that Tythis at the very least will vote in favor of free association. While I cannot speak to the political implications of such an occurrence, I will at the very least attempt to elucidate the military ones. The deployments and information I provide in this dispatch have been generally approved and subsequently confirmed by both the Scucosaxa and the Catubísaxa in all appropriate capacities. Until informed otherwise either by this office or any other with jurisdictional authority superior to it, please hold all statements made herein in the strictest of confidence; all information contained within this dispatch should be considered secret, and not shared in any capacity.

Thus, following CONSULTATION (record 1022 17/3/54) with the relevant and associated chiefs (specifically Acg. Caixa & Mcg. Scurccos), this office will now outline, in broad strokes, the arrangements provided for the defense of both Littoral and Interior Dumnusiga (as is relevant) by the Armed Forces of this Etnaean Kingdom.

1. As has been made clear by the most recent series of announcements made by the Catubísaxa, there will be no redeployment of troops in the direction north-to-south. Forces stationed in Isarmorga will remain there, as will those currently present in all territories of Etnaean Dumnusiga and the Etnaean mainland. No interchange or reinforcement will occur for the foreseeable future, particularly given the uncertainty of the political situation in Gallia and the homeland. This policy however only concerns ground troops, and the reinforcement of Dumnusiga by naval assets based either in Isarmorga or the Etnaean mainland may be possible dependent upon conditions (both military and political) in the Long Sea. Furthermore, material aid from either Isarmorga or New Engellex to the territories and standing forces of Dumnusiga is expected to continue relatively unimpeded. It is the belief of both this office and the Crown Office for Defense that Etnaean naval forces in the region are sufficient to counter enemy submarine or merchant interdiction activity based from Vangala, Carentania, or even the Eastern Cape.

2. The Catubísaxa is prepared, in the capacity of an indigenous militia prior to referendum and as a territorial defense force thereafter, to allow for the provisional creation of an exclusively Tythean arm of the Etnaean Armed Forces. At the present time, it is the belief of both this office and the Crown Office for Defense that in the event of direct war with the RDTO that the likelihood of Dumnusiga being deliberately targeted is very low. Nevertheless, Tythis occupies a strategic position from whence we may ourselves interdict Red shipping to Vangala and Yujin, and so the possibility of direct attack upon the isle itself remains present. It is thus that, though no direct formations or units will be redirected there, a handful of advisers, officials, and trainers will be dispatched over the course of the coming few weeks, to assist in the task.

It must be noted that the creation of such a local defensive force is mandated by the Catubísaxa at this time. While the Congusaxa has yet to issue a formal proclamation of such (and we expect such a decision will have to wait until after the elections), it is nevertheless viewed as imperative that all preparations are begun immediately; thus orders have already been circulated to the relevant military authorities currently present within Dumnusiga. It is strongly recommended that the relevant political authorities undertake all efforts to cooperate with the relevant military ones on this topic, for the purpose of securing our collective defense, sovereignty, and prosperity. Adequate material will be provided in the usual manner for these aboriginal formations, who will be expected to comply with a standard of quality no less than that set by Etno-Raroua troops.

Be made AWARE that at this time (set: 1912 17/3/54) that redeployment patterns (see attached file) along the axis of the Eastern Cape and Isarmorga have been comprehensively altered. Previous designs to withdraw all forces within the territory of the Republic of the Eastern Cape to Etnaean Isarmorga have been indefinitely suspended, to resume upon direct notice by either this office or any other with jurisdictional authority superior to it.

Since the 7th of this month and the first approval and issuing of the evacuation order (1912 7/3/54), Etnaean peacekeepers have been engaged in the steady removal of their own men and material from the Eastern Cape with the understanding that a return to Isarmorga would be effected. However, with the South Seas Squadron on stand-by both in Isarmorga itself and in Port Victoria, the Armed Forces of this Etnaean Kingdom are now prepared to instead redeploy these ground and naval assets to Erdenshire.

Please note that though this office is prepared to dedicate these forces to the defense of the island and base, this deployment will be conducted in the hope that it will serve as a deterrent to Carentanian aggression entirely. It is the considered opinion of both this office and the Scucosaxa that neither Etnaea nor the Tripartite Agreement as a whole are prepared, whether politically or militarily, for a prolonged, divisive, and grueling war that started over what is essentially a peripheral holding. By presenting an overwhelming and united front, and by situating what are essentially neutral forces in Erdenshire in the form of Etnaean troops, it may be possible to mitigate tensions just before they flare up in the region.

Furthermore, the South Seas Squadron is prepared to remain on station indefinitely despite the Etnaean Kingdom's waning involvement in the Eastern Cape affair. We remain committed to ensuring peace and stability in the region, though direct intervention is no longer the favored policy of both this and the external affairs office.

Asylan warns Etnaea of the potential military incursion by Carentanian forces that may be en route to Erdenshire, based on past secret communiques between Carentania and Asylan. Our intelligence is vague at this point, however we believe that a fleet or multiple fleets may be on their way and could potentially pass Etnaean territory in Himyar.

Asylan grants Etnaea full, continuous access to the Erdenshire Naval Base and its facilities. Furthermore, the remaining forces from the HLF attack earlier in the month and welcomed to extend their stay on the base.

Asylan welcomes the forces of the Etnaean military in defense of the Erdenshire island. We agree with the Etnaean strategy on a united front to stop a war before it begins. We are grateful that despite the desire to withdrawal from the Eastern Cape, Etnaea has given it support, and it is something we will soon not forget.
