As promised the remaining 60,000 native troops inside Umlazu that surrendered have been granted amnesty while no civilians from Umlazu were harmed. Valkanian Emperor Demetrius XV addressed the nation and declaed the crisis to have officially ended. He announced that the Expeditionary Force will leave the Colony in tomorrow and that control of the colony will be given to the Valkanian Eastern Cape Colonial Administration. He also announced that elections are to be held in two days to elect the Colonial Assembly's members who will from now on vote for the colony's laws as the colony has been granted semi autonomy. Since both Black and White Valkanian citizens now have equal rights all of the Easter Cape's residents regardless of race or religion will take part in the elections! At the same time a special committee has been formed to grant arable land to all Black Valkanians. 432 families have already been given land, while all land being given is in the Eastern Cape's best land for agriculture and as such in one of the Colony's most expensive regions.

Peacekeepers in the Eastern Cape! The Eastern Cape's New Colonial Constitution! Valkanian aid to Etnaea!

A force of international peacekeepers will arrive in the Eastern Cape Colony to help relief the Colony after her recent civil conflict. In the meantime land redistribution continues in the Eastern Cape. The old Governor General, Ian Pantersmark was convicted under charges of high treason, and has been replaced by Governor-General Lord Josef Kapodsmark. Valkany has offered to send a battalion from the Peacekeeper & Aid Corps to Etnaea to aid the nation during her severe Winter blizzard. The new Colo nail Government of the Eastern Cape has drafted a constitution for the colony. The 10 first articles of the Colonial Constitution are written below. The Administration will rule over the colony for two more months, until Valkanian forces leave the colony and head back to mainland Valkany, after which event new elections will take place.

We the People of the Valkanian Colony of the Eastern Cape hereby sign, ratify and accept this document as the constitution of our Semi-Autonomous Colonial Nation. This Constitution may have articles of it edited only after elections for a Special Duties National Assembly are held.

Article I: The Head of State of this Great and Glorious Colony is His Imperial Majesty, the Valkanian Emperor Demetrius XV. For His Imperial Majesty is occupied with the matters of both the original valkanian homeland nation and the affairs of the entire Empire a Governor General of His Imperial Majesty's own choice will assume ceremonial duties of the Head of State in His Imperial Majesty's place.

Article II: The executive Head of Government of the Eastern Cape Colony shall be the Colonial Prime Minister, who shall be a member of the Colonial Assembly chosen by his fellow members of the Colonial Assembly through a Majority Vote. He shall hold all executive duties within this Colony's jurisdiction.

Article III: The Colonial Assembly of this colony is to be elected by the people of the Eastern Cape through a general election, every four years. it is to constitute of the Colonial Senate and the General Assembly, with each province being represented by one colonial senator regardless of population and a number of General Assembly members equivalent to its population. The General Assembly is to have 200 seats while the Colonial Senate is to have sixteen seats. The criteria for the distribution of these seats will be defined in Article XIII.

Article IV: The Colonial Assembly, Colonial Government and Governor General have jurisdiction within the Colony's borders but may only propose and pass or reject laws of B Class or lower. The C Lasses of Laws are based on those of the Valkanian Constitution. Any Law of Class B+ or higher is within the Jurisdiction of the Imperial Valkanian Parliament and Government in Zessionsford, mainland Valkany.

Article V: The Judges of all Courts whether Supreme, or Lower shall be elected by the people of the colony. They have jurisdiction of all cases and laws up to A- Class, with the classes of cases defined by the Valkanian constitution. All cases higher than A- Class are within the Jurisdiction of the Supreme Imperial Court of Mainland Valkany.

Article VI: All persons born within the boundaries of the Eastern Cape's borders, regardless of race, ethnicity or religion are Valkanian citizens. As per the Valkanian constitution all Valkanian citizens are equal. The respective clauses of the Imperial Valkanian Constitution apply.

Article VII: This Colony is to have no trade policies, embassies, passports, military or international diplomacy of her own. She is under Valkanian jurisdiction and command in all those sectors.

Article VIII: This colony is to be defended by the Valkanian Eastern Cape defense force. This force is under the jurisdiction of the Eastern cape's Colonial Office of Defense but is under Valkanian command and will obey Valkanian orders in case of a war. The Force is to not exceed 40,000 men ad women, including reserves and to not have more than 30 warships & 70 aircraft. This colony is to have her own police force with no more than 20,000 men and women.

Article IX: In case of a declaration of war to mainland Valkany or the Empire of Valkany, this colony is subject to all wartime measures of the Empire, including but not limited to general conscription, declaration of martial law, security lock-down and other measures.

Article X: This Colony is to always fly the Imperial Valkanian flag as her primary flag and her colonial flag as her secondary flag. [...]

Gustavo Gusmão (Reuters Portusgalian Correspondent) - Marquis of Ávila Arrested! The long standing leader of the "Royalist Army", the Marshal Marquis of Ávila, was today arrested. He arrived in misterious ways to the Pena Palace, in the town of Sintra, where the Queen D. Constança is living. Some sources say that they have talked to each other. Marquis of Ávila is a war veteran from the 1928 Civil War, and he lead the Royalist Army against the Liberator Army in the bloody Integralist vs Neo-Sepetembrist war. Since then he was living in Valkany, exiled. He is accused of being the instigator of many riots and the main supporter and commander of the Integralist partisans. He is now arrested in the Intendencia da Policia of Lisbon, in a high security cell waiting to be called for trial. Cape Rebels vow to continue fight against Valkanian government

Rijeka (Reuters) — Remnants of rebel forces operating in the Valkanian Cape have defied announcements by the Valkanian government proclaiming their insurgency to be over and vowed to continue resistance against colonial authorities, according to a written statement sent to Reuters and other news agencies. In the statement, which claims to have been written by a previously unknown figure styling himself "Liberator Aadan", the author have announces the formation of a new "Cape Resistance Army" as an umbrella organization of the Cape resistance, which would consider as legitimate targets "any and all targets associated with Valkanian Imperialism". The communique strongly accuses the Valkanian government of "perpetrating genocide and seeking the destruction of the cultural identity of the people of the Cape". The letter closes with a demand for the international community to "seek, peacefully or through the authorization of force, the dismantlement of the brutalizing Valkanian regime over the peoples of the Cape."

Remnants of native resistance groups are reported to have withdrawn over the border into Hulst' Himyar in what appears to be a bid to operate across borders and evade capture by Valkanian authorities. Already, armed militiamen have been reported to be patrolling in villages on the Hulst' side of the border, finding support amongst communities of villagers identifying with one of the ethnic groups of the Cape. Fears have been raised that a prolonged cross-border insurgency could potentially destabilize the entirety of Southern Himyar and lead to increased tensions between colonial powers.

After all [MENTION=1664]Hulst[/MENTION] has signed a number of treaties to help bring peace to the Cape and a continued insurgency and a new war, potentially even in their lands, would only serve to demolish all their efforts toward that end.

Carentania modernizes air force

Rijeka (Reuters) - After several vague reports leaked to the public that Carentania was introducing newly developed jet bombers and fighters, first pictures of a previously unseen swept-wing fighter have surfaced. While the Carentanian government has refused to comment on any "modernization or expansion" of its aviation forces, it has been noted that certain design elements of the new fighter plane are identical to recent developements in Havenshire, Kyiv and Tyrrhenia. Analysts believe it reasonable to consider the plane to be a joint developement of RDTO countries.

Thusfar, Carentania, just like its allies, has been operating a straight-wing fighter design developed in the second half of the 1940s. The LL-4 Kavka - or jackdaw - has served in the Carentanian operations in Solaren and Vangala with great success, but technological developements of the past years are threatening to put it out of competition. The sighting of a new fighter plane thus comes as no great surprise. There remains great speculation, though, in regards to the performance of the new plane, with more careful voices warning opponents of the RDTO that this may in fact be a supersonic design which established fighter planes can no longer engage succesfully.

Red Guards confiscate civilian maritime vessels

KASTORIA (Reuters) - The Red Guards have issued confiscation decrees for civilian maritime vessels from the Communes of Kassandra, Dokos, Kastoria, Vlakhia and Dhekelia. The decrees were issued by the Commissar of Armed Forces, Petros Souris. It is not yet known why the Red Guards are confiscating the civilian ships, but Commissar Petros Souris declared that the vessels are part of the plan for the defense of Tyrrhenia against possible invasions. Until now, it seems that not all ships that were issued confiscation decrees were taken by the Red Guards, though the action was received with protests from many of the owners.

Commissar Petros Souris also declared that fishing trawlers are safe from any confiscation. President Despina Katsaros stated that the people who received the decrees must surrender their ships to the Red Guards only when they will be asked, until then the can continue their activities with it. President Katsaros asked the population to stand united in solidarity, especially in this time of crisis and accept that sacrifices must be made so that the interest of the working class are respected.

Collectivist Congress votes to reach out to communist states

AXIFLOS (Reuters): In a congressional session, representatives of the eastern third of Aresura, still calling itself the Republic of Aresura but under the watchful eye of the post-delegationist Constitutional State of Touzen, introduced an unscheduled bill to the floor that would authorize the Collectivist Congress to send diplomats to the communist states of Carentania, Tyrrhenia, Kyiv and Vangala in an effort to improve diplomatic relations. Although the wording of the bill is identical to many other diplomacy-oriented legislative acts, it's the circumstances that make this particular bill unusual and making waves in Aresura.

First and foremost, the diplomatic targets of this bill are all ultimately ideologically united, whereas previous bills were more spread out in the ideological field. Second, and more importantly, this comes in the wake of the Eastern Cape crisis, where Carentania, Tyrrhenia and Kyiv through military maneuvers and aggressive diplomatic efforts forced the Valkanian Empire to grant its colony in the Eastern Cape independence. These aggressive and decisive actions have made Europe take notice, and no nations moreso than the divided Aresuroi island. While the Kingdom of Aresura has reacted with suspicion and condemnation, it seems the Republic of Aresura is cautiously responding to possible opportunity.

Congressman Andreas Argyris, sponsor of the bill, stated after the Collectivist Congress had adjourned that "We have no reason to shun these nations, for they fight for the same ideals, more or less, as we do, or as Touzen does. The methods may differ, but the goal remains the same. We will not join reactionary monarchies or fascists, such as the revolutionaries on our island, in condemning what is right. Instead we shall applaud them, and offer the hand of friendship." Congressman Argyris has emerged as a de facto leader of sorts of the Collectivist Congress in his two years in office, those years spent as an enthusiastic legislator and passionate speaker for the ideals of the Aresuroi Republic.

Anti-Catholic riots in Taketoriite Touzen as Tiburtinan government applies to GODC

Nokanawa (Reuters) — Anti-Catholic violence has left at least 5 dead and 3 churches set ablaze in the parts of Touzen controlled by Taketoriite forces as news about the papal government's application to join the newly created GODC framework became public. Several local Colleague Councils passed resolutions condemning Tiburan Catholicism as a "hostile ideology" and a "delegationist parasite of the imperialist powers inside Touzen", accusing the papacy of willingly aligning Tiburan Catholicism as an anti-revolutionary force by joining what has been termed by radical post-delegationists as a "reactionary, interventionist alliance".

Violence was also reported from other cities under Taketoriite control, where mobs of militiamen vandalized churches and forced Tiburan Catholic believers to parade through the streets with signs around their necks identifying their association with the Tiburan Catholic Church.

The GODC, or Gallo-Occidential Defence Council, had been announced to serve as an expansion of the original Tripartite Agreement into a multilateral geopolitical institution earlier today by Ivernian authorities. Already, several governments have reacted positively to the news of the expansion of the Tripartite Agreement, with experts assuming that behind-the-scenes negotiations about the framework were well underway for weeks if not months before today. With the recent Cape Crisis, the creation of a new global defense agreement encompassing a greater plurality of the international community might be the logical consequence from regional tendencies in Gallia and Germania to seek new methods of organization in the aftermath of the August Catastrophe. Humanitarian Agency Reports Dead in Yujin Surpass Ten Million

SIYANG (Reuters) - The humanitarian agency Blue Cross has estimated that the numbers of people killed by the conflict in Yujin may exceed ten million. The agency has admitted that there may be errors in the estimate due to the inability to reach numerous conflict zones within the nation, but has compiled these figures from refugee testimonies and estimates.

Paul Durdin, spokesman for the Blue Cross reported that "the conflict in Yujin may have claimed more than ten million lives to date. Fighting there has crippled the civilian infrastructure and prevented large amounts of food from reaching population centers. Starvation is among the leading causes of death, but numerous diseases including ebola, cholera and polio are becoming endemic across the country side. A complete lack of antiobiotics and other medicines means that these diseases risk spreading uncontrollably. Concrete evidence of the use of chemical and biological weapons in fighting in Lianggang has not been acquired, but symptoms of widespread chlorine gas exposure are present in numerous rebel units, and it is likely that these weapons are seeing widespread use throughout the conflict."

The Blue Cross additionally estimated that the number of internally displaced persons within Yujin may exceed one hundred million, though lack of access to neighboring countries and the sheer size of Yujin has prevented a wide spread refugee crisis from impacting neighboring countries. Skirmishes continue to be fought throughout the countryside, and many analysts expect fierce fighting to resume throughout the country as spring offensives are mounted by Hongmenghui and Imperial forces.

It is the intention to not let the Danish transport the food there, but the Eiffellandian Army. To coordinate this, emergency talkings will be opened with the government in Christiansborg, as well as the various factions ruling in Eastern Danmark. There is one obstacle to the plan of the government: Because the 3rd Army is completely involved in Solaren, the food aid will have to be distributed by members of the 1st and 2nd Army, but these two armies can only be deployed outside Eiffelland to defend Eiffelland’s allies, and that is not the situation at hand. Therefore, a twothirds majority of the Staatstag and Staatsrat has to approve this. It is doubtful if the government will reach this majority.

Imperial Yujin Launches Offensives

SIYANG (Reuters) - Speaking at a rare press conference, General Tai Dongjian, spokesman for the Imperial security forces, announced that the forces of Imperial Yujin would be launching a number of offensives in the coming days designed to push back the front lines, inhibit rebel warfighting capabilities, and secure Yujin's territorial integrity against foreign threats.

When questioned further about the targets of the offensives, General Tai Dongjian refused to comment, stating only that the "military of the Empire of Yujin would do what was necessary to safeguard the sovereignty of the Empire and its Emperor." Forces of the Empire have been losing ground steadily to Hongmenghui forces in the Northeast, though the formation of the Imperial War Council and delegation of military authority to regional governors has increased the nations ability to resist the rebels at local levels.

The Hongmenghui Political Office in Havenshire was unavailable for comment. Red Alliance forces have received a large amount of support in their conflict against the government from sources such as Tyrrhenia, Havenshire, and Carentania; Imperial forces have likewise received the support of regional reactionaries such as the Mezhist Union and Sikandara. Though support for the Empire was great, internal factionalism - most notably the secession of the Southland - has severely undermined the Imperial war effort and led to further losses. Red Alliance forces are currently making inroads in the province of Xinhai, though infighting between the self-proclaimed rebel government the "National People's Assembly" and fighters affiliated with the Hongmenghui has allowed Imperial forces there to hold on despite limited access to critical supply lines and a general lack of provisions.

The foreigners were arrested in the Revolution Square and will be transported to an undisclosed location under the supervision of the YKA. This may be the first from a long series of such actions, as the Tyrrhenian authorities have become nearly paranoid of foreign intervention in its affairs since the end of the socialist republic and the creation of the Post-Delegationist state.

The Warden made no declaration regarding this subject, but the spokesperson of the YKA declared that the Free Territory will be ready to discuss with the Empire of Sikandara and the Confederation of Ionia regarding the fate of the arrested and if no consensus is reached, the Tyrrhenian justice are to condemn them, most probably to life imprisonment.

Staatstag and Staatsrat surprisingly approve intervention in Danmark

A three weeks thriller came to a surprising end today. Both the Staatstag and the Staatsrat approved the governmental plans for an intervention in Danmark, after endless discussions in both parliaments, in newspapers and on the radio. Yesterday night the chairmen of the Staatstag and the Staatsrat dined together to discuss the matter at hand, and decided that chairman of the Staatstag would order a vote over the matter to finally bring the discussion to an end. When the Staatstag would approve the intervention, the Staatsrat would gather together immediately and vote over the matter as well.
Given the fact that an intervention in Danmark would require the deployment of conscripts abroad while there was no attack against Eiffelland or its allies, both the Staatstag and the Staatsrat had to approve the intervention with a 2/3 majority, so 334 votes in favour in the Staatstag, and 134 votes in favour in the Staatsrat. The sociodemocratic SPE and the pacifist PRP had already announced that they would vote against the intervention. The PRP would vote against for obvious reasons. The stance of the SPE is more difficult to explain. Eiffelland's land army consists of three armies, of which one army consists solely of professional soldiers. Only this army, the third army, can be deployed outside Eiffelland after approval by half plus one in the Staatstag and the Staatsrat. Currently large parts of the third army are deployed in Solaren, which the SPE wants to change. By blocking the use of conscripts abroad, the SPE tried to force the government to reduce the troops strength in Solaren. The communist KPE followed the same strategy.
The radical-Christian party PCL and the socioliberal LDP, both opposition parties, had already indicated that they would support the government in this matter. The ultranationalist-mezhist VU didn't take part in the discussions, until this morning, when the political leader of the VU indicated that his party would vote for the intervention "to help our Germanic brothers in Danmark out". That was enough for the 2/3 majority in the Staatstag. But the real surprise took place in the Staatsrat, where the SPE, PRP and KPE had enough seats to block the intervention in Danmark. After the votes had been counted, it appeared that five delegates of these three parties had voted in favour. Because the voting in the Eiffellandian parliaments is conducted anonymously, it is not known which five.
Chancellor Graf von Seydewitz and Minister for Defence Wolzow already gave the necessary orders to start the needed preparations. One of the first actions to be carried out will be a food dropping above Eastern Danmark. The Chancellor stressed once more that the intervention by the Eiffellandian armed forces would be focused solely on the stabilisation of Danmark, "after that, it will be up to the people of Danmark, whether Danish or Germanic, to decide about their future".
