Rules and Functions

• The ETC is and will remain an economic forum with final judicial power and won't have authority on any social, political, or geopolitical event.
• The access to the ETC is open, and does not require a vote, to every nation of Europe, which will have equal right and power inside the organisation through its representative.
• In addition to the full membership, nations can obtain the observer status, which will grant access to the meetings and documents but not the right to speak.
• Any full member nation is required to respect and enact in its territory the decisions taken by the majority of the council, if a nation having full membership refuses to follow a decision of the council, all members of the ETC are free to impose sanctions or limitations in accordance with the violation; if the same nation refuses for a second time, the nation will be automatically expelled from the ETC and will require a unanimous vote to obtain full membership.
• The ETC, outside the situation explained in the previous point, cannot start votes to impose common sanctions on full member nations, while it can on observers and non-members.
• All decisions in the ETC are taken by simple majority, voting sessions will last for a maximum of 30 days, after 30 days non-voters will not be considered in the final calculation.
• A vote to impose sanctions or trade limitations will require the simple majority of all members, the voting session will last a maximum of 30 days, but non-voters will be considered as negative votes.
• In order to promote status quo and dialogue, in case a vote ends with a stalemate, the resolution will be considered defeated.
• A full member can request the arbitration of the ETC to solve a trade dispute. The nations involved in the dispute will have the possibility of choosing an ETC arbiter from among the representatives of the full member nations. If the nations involved cannot find an agreement, the ETC will hold a vote to decide the arbiter: every full member in the council will be required to vote a name, and the most voted will be chosen as arbiter in the dispute. After an arbiter is chosen, the arbiter will choose a place and a date, and then start a meeting with the involved nations, all sides of the dispute will be heard and the arbiter will have the power to rule a resolution that will have the automatic support of the ETC.

Understanding the need to ease trade with as many nations as possible and to bring down the barriers of tariffs and protectionism as a way to bring world wide prosperity, the Federation of Natal commends the government of the Grand Duchy of Furlanie for creating the European Trade Council. We believe that in the context of the recent scandals regarding Folxmashin and Eiffellander responses to it and the such an organisation would probably be the best avenue to sold such crises before letting them degenerate into conflicts or even worse, open warfare.

For this, the Federation of Natal states it's wishes to become a full member of the European Trade Council and will send Margaret Stone, ex-sub-secretary of state for both the Ministries of Commerce and Finance to represent the Federation in the city in Tergest in the headquarters of the Council.

We hope that if more nations understand the importance of easier trade, a series of world wide standards can be pushed for the betterment of the equal representation of producers and traders, anti-dumping legislation that can be done maliciously to harm nations and people through trade and will thus create an environment through which all nations, prosperous and developing can profit from.

The Pelasgian Empire applauds the initiative of the Grand Duchy of Furlanìe to promote international trade and economic cooperation and dialogue across Europe. Despite our overarching apprehension about supranational projects which limit member states' sovereignty in any domain, we judge this initiative to be of sufficient importance and magnitude to warrant Pelasgia's participation and, in any case, to render our non-participation potentially injurious to the Throne's interests.

The Dual Monarchy, that of which includes the Crowns of Tyskonia and Petits-Pays and their united crowned peoples wish to embark on this great project with the rest of civilized Europe. International regulation of trade in even its most basic form would be something that interests us.

As such, the Crown has seen fit to appoint Herr Günther von Krusenstern to represent Tyskonia, Monsieur Robert Violette to represent the Duchy of Louisiane-Maine, and Monsieur Philippe Dartige du Fournet to represent the Duchy of Montagne. The Crown expects them all to receive the full credentials as Ambassadors of their nations at this great new council.

We wish this group congratulations on their new posting and the best of luck at the European Trade Council. Of course the Dual Monarchy also wishes to express its best wishes on the council and looks forward to hearing news from this endeavor.

I would like to inaugurate the ETC with its first task.
As representative of the Grand Duchy of Furlanìe I ask the Eiffello-Retalian Car Industry to accept an arbitration between them and the Friulian Baviêr Tramais, over the alleged unfair irregularities reported by BT in the termination of their contract.
If my colleague Dr. Norbert Schmelzer manages to obtain the green light from the industry, our first candidate for the arbitration will be Natalian Representative Margaret Stone.
Dr. Schmelzer should agree or select an alternative from within the ETC members, there is no hurry, and if we do not agree on an arbiter, the ETC council will decide in our stead.

We are definitely willing to accept an arbitration in the conflict between Baviêr Tramais and the Eiffelloretalian car industry. It will probably be the only way to solve this matter. We also accept Mrs. Stone as arbiter.
However, if we want to handle this issue correctly, we will have to involve the Eiffelloretalian companies Raimer A.G., Magirus-Deutz A.G., and the machine manufacturing companies Grindelwald GmbH., CCM S.r.l. and Roussillac Sprl., because Baviêr Tramais closed the deal with those five companies.

To whom it may concern,

We wish to note that nothing in the World Permanent Conference's recognition of the self-proclaimed World Zionist Congress (WZC) as a "nation" gives the WZC any legal precedent to claim that it represents Pelasgian citizens of the Jewish faith, or that it has any claim upon any territory outside of that currently administered by it, including the Hieron Prefecture. We also reiterate that the World Permanent Conference has, at no point, recognised the WZC as the sole representative of all of Europe's Jews.

While we consider the idea of granting nations rather than states a voting right in an economic forum unfounded and illogical in terms of international law, this is a decision for the authorities of Furlanìe to make. Moreover, though we persist in our refusal to recognise one "Jewish" nation, we understand that the authorities of the host state of this organisation have their own jurisprudence by which they must abide.

For posterity's sake, let it be known that Pelasgia's membership precedes the WZC's application, and that our participation in this organisation does not constitute any recognition whatsoever of the WZC's status as a representative of the global Jewish "nation".

We shall not engage in this matter further.
