To whom it may concern,

While awaiting the definitive response of the European Trade Council's Authorities, the Pelasgian Empire would like to note a series of objections to the application of the self-proclaimed World Zionist Congress ("the Body") to the ETC. The application of the Body is based on its claimed status as the representative of the "Jewish nation". The ordinary meaning of "nation" in inter-governmental treaties is that of an internationally recognised nation-state.

First, the Body claims that it is "recognized as the legitimate representative of the Jewish people via the World Permanent Conference". The WPC has not recognised the Body as such at any point in time and, in any case, the WPC is a distinct body from the ETC. The Body is merely a self-proclaimed international organisation, administering certain territories under cession from the Anti-State. The Body's membership in the WPC is based on the administration of the said territories, not on any claim to the representation of the global Jewry. The Body functions as an international conference of various Jewish delegates, not as a nation-state. It can therefore not be admitted to an international organisation where it will enter into trade discussions with sovereign states.

Secondly, even if the Body were to be considered a nation-state, we would inquire as to precisely what its nation is. A "nation-state" is a state possessed by a nation and associated therewith, for the administration of that nation's home core territory. The Body, if it were to be construed as a state, claims that the global Jewry are is nation. The Pelasgian Empire disputes this on two counts: (i) the Jewry of Europe consist of various groups whose members belong to various different nations, as they speak different languages, live in different countries, have different ancestries and citizenships, and keep different customs; the Jews of Europe are no more a nation than the Catholics or the Communists - to recognise such a "nation" would be an insult to the Pelasgian Jews, who see themselves as members of the Pelasgian Nation; and (ii) even if the European Jewry were a nation, the Body does not administer the ethnic core of the said nation, and never has, or indeed even the majority of the alleged nation's members - it merely administers a far-flang territory where some followers of the Body's ideology, Zionism, have established a colony. The Body is no more a nation-state than a Pelasgian Nationalist settlement in Toyou claiming to be the true Pelasgian State would be the Pelasgian nation-state.

Thirdly, even if the Body were a nation-state, it lacks sufficient international recognition to match the ordinary definition of the term "nation" in international treaties. Namely, it lacks recognition by the Pelasgian Empire, the Kadikistani Union, and the Polesian People's Republic, three nation-states whose territories and/or nation members it claims for itself. It also appears to lack significant diplomatic recognition from many of the other nation-states of Europe. Evidently, two states laying claiming to the same group of people as their nation, let alone four in this case, cannot exist in the same organisation.

To sum up, the Pelasgian Empire posits that the so-called World Zionist Congress is (i) not a state, but an an international body; (ii) in the alternative to (i), a state without a nation or with a different nation than that which it claims, and therefore not a functional nation-state; and (iii) concurrently with (i) and (ii), a state lacking international recognition and with conflicting claims on national statehood with at least one full member of the ETC and two other nation-states, such that its participation in the ETC would render the concurrent membership of those other nation-states impossible. For these reasons, the Pelasgian Empire submits a formal protest against the membership of the so-called World Zionist Congress in the European Trade Council.

The United Provinces of Eserland believes strongly in the need for an international authority to arbitrate trade disputes between nations and reducing barriers to trade. As one of the largest economies in Gallia and a proponent of fair trade practices, we believe that our participation in the ETC would be beneficial to both Eserland and to its member nations. Thus we officially petition the secretary for Eserland's full membership in the ETC and, upon its confirmation, shall send Lucas Timson as our representative to the council.

I, Aleksander Nikolaew, Minister for Foreign Affairs of the Kingdom of Andreapol, declare that the Kingdom of Andreapol hereby accepts the Rules and Functions of the ETC and is asking for the full membership in the organisation with mr. Waldis Krawale as a delegate.

We strongly believe that ETC will facilitate agreements and fortify trade ties between state-members and therefore we sincerely hope that our accession letter will be taken into consideration shortly.
