The People of the Occidental Republic of Natal, and their elected representatives formally congratulate you, your people and your nation for the 82 years of people oriented administration, a true bastion of democracy and freedom in the Western Hemisphere. We will gladly respond to your invitation and the Natalian people will be represented by a delegation made out of President Olivia Harper Poole, Vice-President Brad Ross and the Minister of External Affairs. We know that while we kept the relations between the Federation and Natal at a quite cordial level for many decades, there has never been a clear bonding between our nations, until last year when we found ourselves on the barricades preaching freedom and democracy to the Pannonian people who were suffering through the worst crises for a century, as they broke into a series of states where totalitarianism, reactionarism and imperialism have become the usual characteristics in describing the way they are administered. ​

While sadly, the democratic nations have suffered setbacks in the Pannonian Crisis and there is currently a tide in Gallo-Germania of authoritarianism and royal absolutism, this has at least managed to wake up the democratic spirit in the peoples of the Western Hemisphere, bringing up the importance of defending our continent against imperialism, as Natal and San Jose have come together with the Herrera-Constanza Doctine, to keep away foreign hostile influences from our continent. At the same time, both nations are now going through a process of political reform, influenced by the Touzeni inspired Post-Delegationism and the direct democracy of the Westernmen of the Federation. ​

For this, the Occidental Republic of Natal sees the Federation of Westernesse as a natural ally and wishes to cooperate closer with it. We hereby invite the Federation to join the Herrera-Constanza Doctrine, as it is a politically neutral doctrine that wishes to see that totalitarianism and monarchic reactionarism is kept as far away from the shores of Westernesse and Occidentia as possible. It is in our opinion a doctrine that is also in the interest of the Federation and its citizens, as the only way to dictatorships away from the land is to not even give them a chance to step on the continent if not even on the hemisphere. ​

As you might know, the Occidental Republic is very open towards building close relationships with nations dedicated to freedom and democracy in the Western Hemisphere. Natal sees in you great potential as a close ally of the Free World and wish to form a closer bond between Camp Hill and Mompracem. ​

For this we propose the following: Mompracem will join us as a signatory of the Herrera-Constanza Doctrine, which means that it will become a member of the greater security architecture of the western hemisphere, where an attack on one its members becomes an attack on any of us. We know that Mompracem is a peace loving country, with no armed forces, but we invite you to join from a political perspective, allowing you to allign yourself with fellow democracies, while also obtaining security guarantees from us. At the same time, we propose a visa free system between our two nations, where Natalian and Mompracem citizens can travel and work in the two nations with no need of obtaining a visa or having a limited right to stay in the nation. To further enhance the bond between our countries, we also propose a research and education agreement, where Mompra students can come to Natal and enroll in some of our universities with no bigger costs than a Natalian citizen and vice versa, while also opening Natalian and Mompra national parks or archaeological sites to research by teams from the other nation. Finally, we wish to offer Mompracem the status of Most Favoured Nation in Natalian trade, meaning that both our nations would enjoy free trade with zero tariffs.​

The Constitutional State of Natal salutes you and hopes that this will become the first step towards a trend of detente between us and your proud kingdoms, especially after the explosive escalation that has come after the Pannonian dispute. We come to you with this communique with the hopes of solving an extreme issue that ills thousands of people living in the islands of the Implarian Ocean, in the western hemisphere, namely the Sankt Katharina Islands.

As you might know and understand, the islands have been a property of the Pannonian Republic and administered by the Kispest government, but since the dissolution of Pannonia, the islands have been disputed between the Kingdom of Csengia and the Confederation of Bourdignie. This disputed status, coinciding with the lack of legal cover for the ex-Pannonian protectorate has been extremely problematic for the people of the islands, as it sets up many bumps in their way to provide the same quality of life they had before the Pannonian Crisis, with imports to the island being complicated by its complex legal status.

We understand that as of yet, through Tarusan aid, the Kingdom of Csengia has proclaimed itself to be the successor of Pannonia and now with the crisis in Bourdignie, it has truly become the prime state in the old Republic, but we wish to propose the following: Understanding that as of yet, the Kingdom of Csengia has no power projection to reach the islands, and should the Tsardom of Tarusa wish to do so, it would trigger both the Herrera-Constanza Doctrine and the continental defense doctrine of the Federation of Westernesse, we wish to take the islands so that they won't remain or be allowed to become a headache for the governments in Kispest and Kremlyov.

Should the Kingdom of Csengia and the Tsardom of Tarusa accept this change in authority in the islands and recognise it, the Constitutional State of Natal will offer back its own recognition towards the Kingdoms of Csengia and Pojazerna, so as to continue the old diplomatic approaches we had with Pannonia, but through Csengia, while also contributing towards the rebuilding and redevelopment fund of Csengia with the sum of 15 billion Natalian Dollars.

We hope that reach an understanding and that none of us would be blinded by ambition. In the past, the Tsardom of Tarusa has been known for its pragmatism, and we hope that this remains a characteristic set in stone for the Empire. We hope that should this be approved, this might become a step towards a detente between the West and the East.​

It is indeed true the affairs of the region that was once called Pannonia has been explosive at times but it has left no doubt that the Kingdom of Csengia is in fact the successor state of Pannonia. It is hard to argue otherwise with our Kingdom retaining the seat of government that housed the Pannonian governments for decades before, the largest concentration of population and industry, the majority of the former Pannonian military now makes up Kingdoms military forces including the naval assets that once flew the Pannonian flag, as well as the most international recognition of any of the states that have came from the boundaries that once were defining of Pannonia.

While military projection with the capability to enforce the Kingdoms will over the Islands may be a struggle at this time as we continue to restructure, our ability is far greater than that of Bourdignie which has no blue water assets nor direct access to the high seas. Its only access is via the canal which is controlled by our own Kingdom, that very reasoning alone only further pushes the ludicrous claim of theirs to the islands when other facts as above are brought up.

The offer, which essentially looks as if its an attempt to buy the Islands from our Kingdom, is generous. It will have to be discussed amongst advisors and our allies. This does not mean we are accepting the offer, nor does it mean we are rejecting it, and are willing to continue dialogue at this moment.

We thank the recognition by the Natalian officials of the Imperial pragmatic approaches it attempts to undertake in worldly affairs that do not always satisfy everyone, after all we first and foremost look after ourselves and the interests of our allies, otherwise what kind of allies would we be?

Had it not been for our efforts to prop up some form of government initially the fate of Csengia and former Pannonia would probably still be in worse shape than it currently is. From Kovacs to the death of Horvath which left no successor for a form of government left a crippling problem for the establishment of a state and something had needed to be done. Now under the Queen there are even former high ranking officials of the government working for her only solidifying the fact that this is now the successor to Pannonia, including the aforementioned reasons that has been made by their own personnel, so much more could be said as to reasons, but that is not the subject of this conversation.

To be blunt and to the point, the Herrera-Constanza Doctrine may be national policies of your nations, but it does not take away the rights of Csengia which is the rightful successor to Pannonia, to carry out its duties over its territories nor decide whom the territory rightfully belongs to. We could argue that the doctrine should be irrelevant since the Josefinos had decided to meddle in the affairs of former Pannonia first by signing an agreement, which it could not ratify, that called it to protect the breakaways of Pannonia from outside actors. We can assume that was primarily ourselves and the Csengians, as nobody anticipated the Frankish invasion of Bourdignie. Then with its continued interference in former Pannonia by its attending at a conference deciding the fate of Bourdignie, and now its involvement in the referendum to decide the fate of said state. One cannot claim your hemisphere off limits and then put its nose across the pond whenever it see's it fit.

While we may have been a bit blunt with our statement, it is unfortunately the truth, and we do commend the effort and offer by your government. We will take some time to discuss with our allies and give them our input on the matter and listen to what they themselves as well as yourselves have to continue to say on the matter.

We do understand the position of the Empire of Tarusa in this situation, and that is why we will press again for the same offer that we gave, that is the 15 billion Natalian Dollars for the islands of Sankt Katharina which will aid in the redevelopment of the Kingdom of Csengia. At the same time, we must stress out the fact that Sankt Katharina is disputed between Csengia and Bourdignie and us coming to you to discuss this will give further legitimacy for Csengia as we see it as the natural successor of Pannonia and thus of its old colonial territories and protectorates.

We know that recently there has been a quite to and fro between the west and the east, with tensions running high, but the Archipelagic interest was mainly in peace, hence why President Jose Constanza was a part of the discussions for the peace conference regarding Bourdignie. But should our negotiation go further, this interference will end, and we can wash our hands of Gallo-Germania and its doings.

At the same time, should Tarusa accept and give Csengia a green light into selling us the islands, we will also recognise Csengia and Pojazerna as sovereign states, not only for Natal, but also the Great Archipelagic Republic of San Jose and the Republic of Gran Occidentia and other nations part of the Herrera-Constanza Doctrine such as the Republic of Mompracem and we will go as far as seeing Csengia to be the full and only successor of Pannonia.

We hope that the Empire is the factor of trustworthiness, pragmatism and understanding it always stated it is and understands what opportunity this is for it and its sphere of influence.

His Excellency, Presidente José Constanza, extends warm greetings to Ministro Pedro Herrera, Presidenta Olivia Harper Poole, and the people of @Natal, and his congratulations for their continued efforts to radically reform their society and bring peace, prosperity, and progress to their great nation that will lead to paradise. San José looks on with pride and admiration, and salutes Natal, as well as strives to do the same with our own reforms.

El Presidente knows it is only through good fortune that the cancerous corruption which plagued San José has been identified and removed so swiftly. Justice will follow for those who have stolen from the people and sabotaged the fight against the Global Exploitation Conspiracy, but for now the focus remains on reforming our own society into a more perfect nation that will embody the ideals and dreams of generations that came before us. Among other things, we intend to reform our political system to remove the potential for political corruption to take root again, and we look to Natal for inspiration and potential assistance in this regard.

Direct democracy, the reorganization of political society into local councils and successively larger councils that promote discussion and debate of the issues as they are presented to San José, the casting of endorsements of representatives that are truly beholden to the will of the people, and the enshrining of the imperative mandate to ensure these representatives are re-callable should they fall short of that will. These are all ideals that San José wishes to achieve in its reformed government, ideals that we grudgingly acknowledge have encountered real logistical problems in the analog world which prevent their proper implementation and maintenance. The E-Citizen Online Government Platform, however, appears to have overcome these logistical hurdles by embracing the digital world, and after being studied by Presidente Constanza and Josefino political experts, it is their sincere conclusion that E-Citizen must be embraced by San José as well.

Therefore, we humbly reach out to Natal for assistance in laying down the infrastructure of the E-Citizen platform within San José, ensuring that our own internet network is capable of providing every Josefino and Josefina a voice in the functioning of a political and economic society on a local, regional, national, and international level. We understand this is a monumental task that will take significant time, effort, and treasure to complete, not just from San José but also Natal, but we are hopeful that our neighbors to the north, who have achieved a level of development we hope to match in the near future, can lend us the helping hand to pull us out of the stagnant muck of corruption and into the light of freedom from exploitation, freedom of thought, and freedom to express their unfiltered will at all times within the collective society.

The Constitutional State is delighted to receive this communique from our close friends and allies in the Great Archipelagic Republic of San Jose. Let this be known that we are here, standing together in unity and solidarity, always ready to aid and defend each other, so that any potential hostile entities can be fended off.

The E-Citizen system has been in development and testing for nearly a decade, so we are very proud to present it as a decent way of offering fast and safe electronic votes, making our direct democratic aspirations a reality. The government of the Constitutional State will be ready to offer the licence of the system to the Great Archipelagic Republic and will be ready to send a team to Palmyra to observe how the system has to be adapted to the realities of San Jose.

Regarding this, the Ministry of Communications here in Natal did observe an issue in the system's development, namely the internet coverage in the nation, at least at the beginning of the E-Citizen System's development in 2010. We solved that issue by investing massively in telecommunication infrastructure, with the level of coverage rising between 2010 to 2021 from 70% to 88%. Even now, we consider that further investments must be done, as there still are 12% of Natal's population not using the internet and with this new system, not being able to enjoy the new ways of participating in the democratic process. While as of yet we don't have data on San Jose, we believe that it is not the system in itself, but rather the first step must be a huge investment in telecom infrastructure.

Natal will stand by its ally and neighbor and aid it through the Western Brotherhood mechanisms.​

The Constitutional State is delighted to receive this communique from our close friends and allies in the Great Archipelagic Republic of San Jose. Let this be known that we are here, standing together in unity and solidarity, always ready to aid and defend each other, so that any potential hostile entities can be fended off.

The E-Citizen system has been in development and testing for nearly a decade, so we are very proud to present it as a decent way of offering fast and safe electronic votes, making our direct democratic aspirations a reality. The government of the Constitutional State will be ready to offer the licence of the system to the Great Archipelagic Republic and will be ready to send a team to Palmyra to observe how the system has to be adapted to the realities of San Jose.

Regarding this, the Ministry of Communications here in Natal did observe an issue in the system's development, namely the internet coverage in the nation, at least at the beginning of the E-Citizen System's development in 2010. We solved that issue by investing massively in telecommunication infrastructure, with the level of coverage rising between 2010 to 2021 from 70% to 88%. Even now, we consider that further investments must be done, as there still are 12% of Natal's population not using the internet and with this new system, not being able to enjoy the new ways of participating in the democratic process. While as of yet we don't have data on San Jose, we believe that it is not the system in itself, but rather the first step must be a huge investment in telecom infrastructure.

Natal will stand by its ally and neighbor and aid it through the Western Brotherhood mechanisms.​

His Excellency, Presidente José Constanza, deeply thanks the generosity of the Constitutional State of Natal for offering a license to install the E-Citizen system, and will warmly welcome a Natalian information technology team to observe and assist in installation. The Constitutional State's contribution to the Revolutionary Reforms that are being enacted in San José to bring true democracy and collectivism to the people shall never be forgotten, and we salute our comrades to the north in their efforts to bring reforms to their lands and peoples.

After consulting our largest telecommunication institution: ArchipelágiCom, we have determined that at this present moment, San José's internet coverage extends to 70% of the total population. The primary reason determined for the lack of coverage for 30% of the population stems from difficulties in setting up infrastructure in the more rural areas of the archipelago, as well as planning for severe weather in the form of expected, frequent hurricanes, especially around this time of year.

We shall, therefore, apply for grants and aid through the organs of the Organización del Tratado del Oesternesia-Occidentia to close the gap and provide a significant investment into telecom infrastructure, which shall secure and reinforce our political reforms in the long-term future. In the meantime, given the necessities of setting up democratic reforms, we intend set up the E-Citizen system as soon as possible for a phased introduction to the political reforms, where areas that lack internet access shall be provided transportation to nearby hotspots of internet coverage or temporary physical records of endorsements of councilors. We trust that this is acceptable to the Constitutional State at this time.

We do understand the position of the Empire of Tarusa in this situation, and that is why we will press again for the same offer that we gave, that is the 15 billion Natalian Dollars for the islands of Sankt Katharina which will aid in the redevelopment of the Kingdom of Csengia. At the same time, we must stress out the fact that Sankt Katharina is disputed between Csengia and Bourdignie and us coming to you to discuss this will give further legitimacy for Csengia as we see it as the natural successor of Pannonia and thus of its old colonial territories and protectorates.

We know that recently there has been a quite to and fro between the west and the east, with tensions running high, but the Archipelagic interest was mainly in peace, hence why President Jose Constanza was a part of the discussions for the peace conference regarding Bourdignie. But should our negotiation go further, this interference will end, and we can wash our hands of Gallo-Germania and its doings.

At the same time, should Tarusa accept and give Csengia a green light into selling us the islands, we will also recognise Csengia and Pojazerna as sovereign states, not only for Natal, but also the Great Archipelagic Republic of San Jose and the Republic of Gran Occidentia and other nations part of the Herrera-Constanza Doctrine such as the Republic of Mompracem and we will go as far as seeing Csengia to be the full and only successor of Pannonia.

We hope that the Empire is the factor of trustworthiness, pragmatism and understanding it always stated it is and understands what opportunity this is for it and its sphere of influence.

The offer of aid and the discussion of recognizing the Kingdom as the sole successor state of Pannonia is curtious, and our ally is asking our own opinion on the matter as the force that has guaranteed its independence, we still see potential issues with the matter. Currently, Sankt Katherina has been a part of Pannonia for over a century and de facto that of the Kingdom upon its taking the mantle as the successor of former Pannonia. That is a tough issue to ask that they turn around and essentially "sell off" the Islands for money, as it is more than just land but also a people, that have a long history and are citizens of Pannonia and now the Kingdom.

One cannot put a price on the value of what Sankt Katherina is to the Kingdom and the people at home and abroad. We can see how the Post-Delegationists are attempting to rapidly expand as a cohesive force, and the future pressure of the doctrine essentially claiming an entire hemisphere as their own playground. It is a smart thought to think that if it is not sold then eventually it will most likely be taken by force, and under the guise of the Constanza doctrine no less.

The decision is not ours to make, however we can tell you that we are advising our ally against the current offers, either a better deal or no deal as it is the right of the Kingdom to decide what it wishes to do with the territories of former Pannonia.

Out of those, Bourdignie and Zara have done their best to fight for independence in a Gallo-Germania that is slowly falling back into the days of dark imperialism which has brought us the Great War 90 years ago, while Csengia and Pojazerna, totalitarian reactionary monarchic regimes propped up by the Empire of Tarusa are doing their best to stomp on the people and the nations, leaving nothing but darkness behind in a campaign fuelled by wrath and hatred.

We contact today your excellencies and his holiness in a bit to shed some light in the fact that the secret police that was employed by the government of Queen Erzsébet Eleonóra Szabina, the monarch of both Csengia and Pojazerna, to exterminate any form of dissidence, destroying human lives, and literally purging everyone who had the courage to rise up in the confusing days of the collapse of Pannonia in hope to see a more equitable and freer tomorrow, uses the name of the Csengian Inquisition.

A name to typically associated to the institutions of the Church, is being clearly used by the Csengians to destroy every bit of human dignity and true faith, seen in the people, for in the end, what is true faith and love of God, if it is not a deep respect and love for the Lord's creation? What we ask is for the church to look into the so called Csengian Inquisition and to observe if any of the members of the Church are a part of this inhumane societal purge. Camp Hill has been apalled and shocked that in the 21st century we still see such brazen acts of imperialism and colonialism and fully condemns such monstrosities. We are now working to create a network of refugee camps within our allied states, the Republic of Central Himyar, the United Republic of Loago and the Kingdom of Mutamba. We thus want to further the aid to the Abrahamic State, so that it doesn't have to carry the burden of resistance all by itself.

The government of Natal is ready to offer 500 million Natalian Dollars to the Abrahamic State to aid it in creating a network of refugee camps, so that its budget wouldn't be overwhelmed by it, and our governmental charity organisation, Natalian Sun, will work tireless to offer supplies,, drugs, foodstuffs and clothing to the refugees arriving in the Abrahamic State or to the camps already formed in Hajr and Al-Magrab, which we can reach and which are outside of the zones of conflict.

We hope that this will be just the beginning of the cooperation between Jugol and Camp Hill and that the solidarity, cooperation and friendship we sow today will continue to grow further and further, and we can harvest it through a Himyari continent which is free from imperialism and colonialism.

Our proposal is for Natal and Pelasgia as founding members to join first in signing a memorandum to ease import and export between the two nations, and going as far as to create a Development Fund which will be used to aid in propping up the economies of Associated States, such as the Republic of Central Himyar, The United Republic of Loago and the Kingdom of Mutamba. We also hope that the Pelasgian Empire will be open to further expansion of the organisation with the acceptance of Azraq as a full senior member in time and that we will work together to end exploitation and violations against human dignity in Himyar.
