Radilo was in crisis, one that was a long time coming. The government of Prime Minister Michelle D'Anise been desolved with a no-confidence vote but a new government has yet to take its place as the Parliament is hopelessly fractured and the parties are unable to even form a coalition. Speaker of the Assembly Henri Urhim has illegally proclaimed himself Prime Minister and has called for the arrest of the former Prime Minister and her cabinet and worse yet, there are some in the provinces that are calling for the recognition of Urhim as PM or else they will seceed from the Republic. One would think this would galvanize the other factions to act, but instead they too have declared their own Prime Ministers and causing many other provinces to make similar threats. This left Pres. Auguste with few if any options.
President Jean Jacques Auguste sat at his desk with pen in hand reading one last time the document before him. At 90 years of age, Jean had been in public life for 70 years and was the last of the founders of the Third Republic. As President he had seen Radilo rejoin the EDF and reasserted itself on the international scene, putting itself in the center of both regional and international events, showing the world as well as its allies that the Republic could do far more than just pull its own weight. Now it now collapsing uder that very same weight and it was now up to him to decide the future of his beloved country.
All those years ago, his signature helped usher in the Third Republic. He had served the Republic faithfully and with pride. Though he has no doubt that he was made President as a reward his long service, as Radilo's president, it just might be his signature that is the one that ushers out the Third Republic. Jean knows that by signing the document it may mean the death of the Republic, but it may be the only way to save Radilo.
Straightening up, Pres. Auguste looks at the people waiting, both trusted members of governemt and the military as well as the press. He has just one card left to play and hopes it will be the one to save the country from complete collapse, anarchy and even civil war, and though it has the chance causing exactly what he is trying to avoid, he knows if he didn't, the present course will assurably tear the country apart.
"I am ready", Auguste says. "This will be live?"
"Yes Monsieur President. We will go live in three...two...one...your on."
President Auguste hesitates for just a second, and then begins to speak.
"My fellow Radilians, I come to you today to ask for your support in the actions I must undertake, actions that some may describe is counter productive, but I know they are ones that are in the best interests of you, the citizens of Radilo. Our government, one in which so many fought and died to bring into existance is threaten, not form some outside force, but from forces within our own nation, within the very government that is suppose to serve you. Ambition, not patriotism, is now the driving force of those who wish to usurp power, to betray the very constitution they swore to uphold and protect."
"I too must take responsibility for the crisis we now face, for I have failed to recognize the threat until it was too late, and then failed to prevent it. Constitutionally, I have no options left except to take a page from history, and as Lunette DeGighns, the mother of our nation did in 1884, I must place the future of Radilo in the hands of a King. As she place the protection of her people in the hands of King Henri XI, I must place your protection in the hands of King Armand I, and may his wisdom match that of his great-great grandfather."
President Auguste then signs the document.
"With my signature, I, Jean Jacques Auguste, President of Radilo, hereby activate the Dominion Clause of the Constitution, and call on His Majesty's intervention and restore the rule of law in Radilo."

Henri Urhim leans back in the chair that just resently belonged to Michelle D'Anise. Everything was going according to plan, he had set into motion the crisis that brought down his hated rival, a hatred that he din not have to hide any longer. Though he was not able to get enough of his own allies into position to make him Prime Minister outright, he did have enough to prevent anyone else being made PM instead. Even that old fool Auguste was powerless to do anything. Years of study had allowed him to find the flaws in the Radilo's constitution, flaws that allowed him to create the very crisis that now he could save the nation from. He, Henri Urhim, will now be the Father of a New Radilo, a Nethian Radilo, and there is no one that could stop him.
Just then an Urhim's chief of staff, Marcel Matu, enters.
"Monsieur Speak....Monsieur Prime Minister. I think you better see this."
Taking the remote, Matu turns on the television and moment later the they see Pres. Auguste in his office speaking to the camera.
Urhim stand growls.
"What is this?"
Turning off the television, Matu turns to his boss.
"It went out live and just about every station is now broadcasting it. They are probably watching Valmy by now."
Barely able to control his anger.
"You said the old fool would not have the guts to do it. Now, look what he has done, he not only did it, he did it on national television. It can't be legal, I am Prime Minister, I will have him arrested....for treason."
Matu shakes his head.
"I am afraid it is quite legal, unlike your claim to the Prime Ministership, what we must do is not panic. The Montelimarians are busy with Solaren, I doubt they will try the reassert dominion in Radilo, at least not immediately, which will give us...I mean, give you time to solidify your hold on the government and persuade people it is you that is doing what is right for Radilo."
Urhim mulls it over.
"That is what you said about Auguste and his damn Dominion Clause, I will not chance it this time. I want him arrested, arrested for treason...and put him the same place D'Anise is. Oh, and Matu, one more thing, make sure it is done or you will find yourself in the same place too."
