OFFICIAL DECREE BY THE EMPIRE OF VALKANY​

Friday, January the 17th, 1954

The Empire of Valkany wishes to formally apologize to both Portusgalia and the rest of the European community for her unjustifiable actions, aggressive behavior and blatant involvement with another sovereign nation's internal affairs. Our Emperor himself and other Valkanian officials are ashamed of their stance and actions and beg the international community to understand that during a period of prolonged internal crisis our government needed to look strong and attempted to focus Valkanian public opinion elsewhere. However under no circumstances do we think this was justifiable and ethical and for that reason we will not repeat such behavior again. We hereby denounce any militant forces attempting to put D. Duero back to the throne against the people's will and offer to assist in combating and locating them.
