As we previously informed you through our Official Communiqué dated 11/09/2019, the Imperial Pelasgian Coast Guard and other security and emergency forces of the Empire of Pelasgia rescued the crew members of the Clarenthian-flagged freighter "Gloriana III", which sunk off the coast of Chelonis Island during its voyage to Engellex. The crew members totaled 30 persons, including 12 Engellexian citizens and 18 Clarenthian citizens. As you must already know, the Government of Pelasgia is doing everything in its power to safely return these individuals to their home countries as quickly as possible; in the meantime, they are being housed on Chelonis, at the Empire's expense, as per customary international admiralty law.

However, during processing and background checks on the passengers, we encountered several indicators of possible criminal status of a certain individual. This was later confirmed by claims from some other crew members that the individual in question is part of the Human Commodity System of your Commonwealth, as a punishment for one or more criminal offences. The individual had no papers on him upon recovery, though we are in the process of collecting biometric data, which we will send to you for verification. In the meantime, the ship's Captain provided us with these details for the person in question, which the person confirmed.

Dear Minister Damaskinos,

First and foremost, the work of the Empire in the wake of the tragedy that came of the Gloriana III is commendable. Those three individuals are alive today because of the quick and efficient actions of the Empire. Should that have not occurred, the families of these individuals would never have been able to see their loved ones again. Undoubtedly, the Commonwealth is indebted to the Empire. In addition, it would be the pleasure of the Commonwealth - no the mandate of the Commonwealth to reimburse the funds used to keep these individuals safe before they could be returned home. My office will coordinate those payments.

Secondly, the Commonwealth is thankful that you have informed the Embassy in Propontis of the case concerning William George. The Embassy, with haste, contacted Commonwealth Tower in Palmerton which immediately conferred with the Bureau for Socioeconomic and Behavioral Analysis or the BuSBA. The BuSBA, by law, is responsible for the administration of justice over individuals who are deemed to have been adversely harmed by their socioeconomic and/or mental conditions which has lead to criminal behavior.

The BuSBA has completed its report on William George and indicated that he was employed by the Helton Corporation in San Isidria. There, he worked on transportation of equipment via vehicle across the country. He was approved for that job back in 2018 as it was determined his rehabilitation was going exceptionally well. Unfortunately, on August 11, 2019 he was reported missing by Helton Corporation and the only thing recovered was the truck. In order to assist with the investigation into the matter, attached to this correspondence is the BuSBA's complete medical report on Mr. George for comparison with the tests completed in Pelasgia.

Mr. George's sentence is set to expire on December 11, 2020 after five years of service to the Commonwealth. As you will find in the report, his crimes began in 2009 as petty theft - nothing of significance and no criminal penalties were issued beyond the common fine. However, an incident in 2014 ended with grand theft auto and the destruction of the vehicle after Mr. George and several other juveniles drunkenly drove the stolen vehicle into a telephone cable outside of Summer Hill, Montandon.

Our analysis then, and the BuSBA remains sure of this, is that Mr. George himself presents no significant threat to anyone in his proximity. Instead, it is the belief that the outside influences on his life - including a harmful home life - propelled him to engage with individuals who are of a more serious criminal element. It was the belief of the BuSBA that removing him from Thunder's Bay, Harcourtia, and giving him a new life in San Isidria would help mitigate his tendencies.

Escape mandates an additional twenty years be added to a sentence - in every state except San Isidria. Laws there generally do not penalize escape as it is considered to be a natural human inclination. Therefore, we request that the Empire of Pelasgia deport Mr. George back to San Isidria where he can complete the remainder of his sentence and be rehabilitated properly.
