Esteemed colleagues and dignitaries,

we extend our hand of friendship to you despite ideological differences that may separate us, as we believe that there are common interests we can only pursue in cooperation with each other. Ongoing policies by several nations in the Long Sea are, most notable the Southern Tiburan Empire and the country of Nichtstein, are jeopardizing the freedom of the seas in this important international waterway, but also beyond by merit of setting a bad example and encouraging the disregard for established international standards.

We believe the nations addressed in this letter to be those most affected by the Pelasgian and Nichtsteiner insistence to claim territorial waters beyond the scope of established international norms and the effective abolishment of international waters in the Long Sea area. We also believe that the ideological diversity of our nations may serve as strength, rather than weakness in addressing this particular matter, as it will lend credence to joint action on this issue.

It is the wish of Deliverance to coordinate a joint statement calling upon Altburg and Propontis to abandon their preposterous claims and act with respect to established international norms when it comes to the issue of freedom of the seas. Failing compliance, we hope that joint sanctions can furthermore be coordinated by our nations.

The République Populaire is in agreement with the statement issued by President Winters. The freedom of the seas is an important principle in our modern times. The call for a non-ideological, multilateral response to the matter at hand - that being the unreasonable claims issued by the Nichsteiner and South Tiburian states over the Retalian and Long Seas, respectively - is a matter which we, by virtue of being a responsible and committed member of the international community are wholeheartedly willing to support.

The People's Republic of Xinhai is willing to cooperate with the Socialist World Republic on this crucial matter. Where the Long Sea Monarchist powers may see our concerns as those of outsiders, they ignorantly dismiss the fact that the Long Sea, to which they claim, is therefore the key to our connection to the region, both diplomatically and economically, and it's security and openness is therefore a critical and integral part of our foreign policy. Only by ensuring freedom of navigation and trade through the world, and especially through crucial straits, can we facilitate a more peaceful and stable situation on the high seas. It is thus that we accept the hand of friendship offered by your government; may our nations help to forge a more rational, legalistic and international approach to maritime law.

The Anti-State is receptive to Deliverance's overture of coordinating a global statement regarding the open usage of waterways. In particular, the current diplomatic crisis emerging out from Germania necessitates a guarantee of open access for vessels of all kinds to international waters. The TRK-KRR and the non-state entities in which it organizes society take a vital interest particularly in the affairs of the Long Sea and have enacted proactive measures to ensure freedom of navigation in the area - a multilateral framework guaranteeing access to international bodies of waters could potentially begin with sharing this burden, should agreement with offending entities not be immediately reached, although the Anti-State hopes for an agreeable settlement for all involved parties that will allow the reduction of military efforts currently in place in affected areas to enforce natural freedoms.

The Empire is of the belief that an international agreement concerning how the world's oceans are governed and the guarantee of a nation's vessels to freely carry goods is paramount to the continued peace and serenity of the planet.

On behalf of the Sovereignty, Regency Council and Rada - and foremost, the People of Chernovy, allow me to extend our both deepest gratitude and warmest regards to our colleagues and partners in the great and ceaseless work of Civilization in Deliverance for the propriety and timeliness of this diplomatic initiative. Given the broader context of events unfolding around the world at present, it is the official stance of the Sovereignty that it would be inexcusably irresponsible to fail to add the weight of our voice to this statement, in pursuance of the stated goals of ensuring "the freedom of the seas in this important international waterway" as it indeed does continue an alarming and apparently escalating trend on the part of ideologically diverse nations around the world to flagrantly disregard generally accepted conventions and ratified treaties establishing legal conduct, or acceptably meritorious conduct under good faith at the very least, in the event that ratification of legislation should prove unfeasible across so broad a spectrum of the modern political landscape.

Though it is, and shall remain the policy of the Sovereignty of Chernovy to minimize the impact of whatever actions that would under other circumstances, or framed against a less volatile regional and global context not have an immediately deleterious impact on the national economy or Sanity - these are increasingly extraordinary times, and increasingly extraordinary measures will be required to manage the circumstances we do find ourselves in. To that end, the President of the 15th Regency Council of the Sovereignty of Chernovy, Radomer Krutop has obligated me to inform you that it would be within the interests of the Chernovic People, at present, to pursue joint sanctions. The Ostrovakian League is prepared to publicly condemn the Pelasgian and Nichsteiner chavunists for their maritime missteps against our shared norms.

However it would be an equal misstep not to lodge our continued criticism of the People's Republic of Xinhai and their Kadiki allies for conducting what we viewed as an equally offensive display of naval supremacy that has negatively impacted the freedoms at sea, and worse, the environment.

The Socialist World Republic is thankful for the widespread support and the general willingness of so many nations of differing color and creed to come together to adress this crucial issue. We suggest the following to be put forward to the international community as joint statement:

"Having observed the tendency of certain nations in the Long Sea, particularily those of Nichtstein-Retalia and the Southern Tiburan Empire, to claim maritime territory well in excess of internationally respected standards, the signatory states wish to express the following:

We consider the claims to be illicit and a direct threat to the internationally respected freedom of the seas that has ensured peace between the nations. Documents brought forward, in particular by the government in Christoupolis, dating back several hundred years and referring to agreements concerning the dissolution of the Tiburan Empire, are of little concern to the present age and disregard the rights of other nations to the internationally important waterways in the Long Sea. We also consider the precedent set by those nations who disregard international conventions on the extent of territorial waters to be a potential threat to global peace and stability with possibly devastating repercussions if left unopposed.

We thus call upon the nations of Nichtstein-Retalia and the Southern Tiburan Empire to withdraw their claims and sign an internationally binding treaty that will limit the extent of maritime claims of signatory nations to 12 nautical miles of territorial waters and 500 nautical miles of an exclusive economic zone unless conflicting with claims of neighbouring nations in which case bilateral treaties will delineate the exact borders of these areas."
