The ODS delegation was welcomed at the naval base of Linian, in the south-western coast of Furlanìe, where it was welcomed by the new Foreign Minister, Umbert de Roncalt, with a group of civil servants and diplomats.
After a brief exchange of words the delegation was showed to their rooms in a popular tourist hotel of the city, since the talks had no specified timeline the Friulian government preferred showing the best hospitality possible.

After having acclimatised by spending some time in the hotel and visiting the city, the delegation was transported with a Navy helicopter, to save time, to the Cjiscjel of Spesse; the castle where the Count of Langhere resided, and offered the southern wing to the government for the occasion.

The two delegations took their seats in the large room chosen by the Foreign Ministry.

"we will now start to work, I expect this meeting to product answers to the many questions that my part has, and yours aswell; I will gather here a structural idea of what are the steps needed for both sides to forget the turbulent events of the past months, and define a realistic goal for the future diplomatic missions needed to achieve the change my Government has ordered me to obtain.
First of all I am aware of the fear of consequences of such an endeavour, and I underline that my Government is not interested in triggering any violent reaction, therefore we are moving extremely cautiously and keeping an open channel with both parts involved. what this meeting will do will be starting a deep process of geopolitical, economic and political adjustment that will define the future of Furlanìe, and, if we manage to work harmoniously, bring peace and security to Gallo-Germania.

now, I will gladly give room to the ODS delegation to express their thoughts and objectives for today"

Demetria Unathi Vavi had a hard quest in front of her. It was no secret that the both the Furlan diplomatic corps and the previous ODS General-Secretary, Alfia Vepunia were a bit hotheaded and too many words were exchanged at the news of the signing of the Ivar-Grau Understanding and the relationship between Grau and Lars especially have frozen over since then. While at first the current status quo wouldn't have been problematic, now the Aurarian Republic did join the ODS, and that would make it the 3rd isolated nation of the alliance, with the Grand Duchy of Furlanie being in between Solis and Lars-Trier.

The arrival of the delegation in Grau and their move to the naval base at Linian was uneventful, even though it did make Demetria Unathi Vavi think that the Furlans go for the meeting inside the naval base rather than the city as a way to show off their militarism and assets.

"Honorable gentlemen, foreign minister, I am here to thaw the relationship between the ODS and Grau and to build a rapprochement between the two sides, to be sure that in the end, it is peace, not strife that prevails. I do must state that I feel that the Ivar-Grau Understanding does limit the oportunities of Furlanie quite a lot, especially article IV, hence while I am a firm believer in Gallo-Germanian peace, cooperation, and prosperity, I must state that at most, what we can achieve here is the rapprochement between us, and building the foundations upon which better relationships are further developed, but a fully fledged integration into the ODS will be disastrous for both the Furlans and the ODS nations, as it violates the Ivar-Grau Understanding, an SQT, which are the cornerstone of Kadikistani foreign policy. That means war.

The Seven Day War, two years ago, has started right when the Trivodnians were only vaguely talking of joining the Trier Concordat, and Kadikistan responded by attacking to protect what it saw as encroachment of its sphere of influence. Trivodnia turned in less than a week into the current Polesia. The violation of the Ivar-Grau Understanding will be exactly the same and will bring only problems, not only to you, but to us too," she said, wanting to make it clear from the beginning that what the Furlans wanted with their integration in the ODS was extremely problematic after they just signed an SQT that cemented their full neutrality from any sorts of organisations with military components.

"this ODS tactic of repeating the same jingle over and over again has proven to be ineffective against Furlanìe, I will be clear, I share my predecessor's worries about your organisation, which has alienated a good portion of our population with its aggressive stances and chaotic responses; and my Government also has very little hope to achieve anything positive with ODS, but the stance of the Confenonîr still remains hopeful on its plan of a rapprochement with Germania and our state focus remains strongly set on multilateralism.
The Ivar-Grau Understanding was a necessary move to secure our borders in front of an icy and belligerent ODS, unable to conduct a serious negotiation, and with the drums of war resounding closer and closer to Gallo-Germania. the choice between that, and Ivar: a more accommodating, diplomatic, as well as economically and culturally interesting, was simple.
But now, with the new nations joining in, and your nation in particular, with whom we share a significant economic interest, we see more potential for cooperation and peace.
Our friendly stance on Ivar won't change in the course of this negotiation, and in front of a choice, we would again take the road to Ivar.
What we offer is a chance to redact the Understanding in a way that would allow us to remain loyal to our obligations and join in some way the family of nations that have grown around us.
Of course the first step to take would be changing the ART. IV of the Understanding, which alone could be difficult to achieve, but I will do what I can with the tools I have on hand, other steps could be required by you, and that is the objective set for this meeting, we won't leave this place as allies, but, at best, we will just wave at each other saying 'see you later'; so take it easy, drink something, get comfortable, and speak your mind"

"You excellency, I have come here with an open heart, hell bent on keeping the peace, and building a rapprochement between Grau and rather the ODS, itself, Trier and Lars. This quest for peace and rapprochement should not be been as a weakness, neither from my position as the ODS General-Secretary, it's member states, or even my very own nation, the Federation of Natal. I am sorry if you feel that us stating our positions is to you only a repeat of the same jingle, as you say, this meeting already starts with a negative outlook," said Demetria Unathi Vavi, irritated by the starting comments of the Furland diplomat.

"As part of my rapprochement, my colleague from the European Trade Council, Margaret Stone, has come up with a plan to create a Patent Protection Commission, that would check that Eiffellander patents are not stolen like it happened with Folxmashin in Polesia. It is a storm in a cup of tea, in my opinion, but if Trier finds it so important, I must defend their interests as part of my own position. This Commission will work within the ETC, so that companies that do steal patents, not only from Eiffelland but all over the world, could be blacklisted. This, in my opinion would make Trier happy and we will push them to restart joint production with the Furlan companies that they have stopped once the Ivar-Grau Understanding has been signed. I hope that this is enough for Grau to see that we are looking to see peace and prosperity prevail... and are not... icy and belligerent... as your government seems to feel about us..." she continued, knowing that what comes next will the make it or break it element of the whole negotiation.

"I need you to understand why the ODS is weary when it deals with Ivar and why sometimes, such Status Quo Treaties can tie your hands and legs, sometimes to a block of cement that is thrown into the sea, the same way it can protect you. You did feel that the treaty at that time protected your interests. I want to make you see, why the ODS then reacted the way it did and why everyone in Gallo-Germania but the Burgundian People's Republic were outraged. The Grau Understanding legitimises the foothold Ivar has in Gallia plain and simple. And while it does say that it will stop the Rurikgrad Pact from gaining new members, it doesn't stop the BPR from claiming the Ducal Bourgogne in the east, Frankish speaking territories in Furlanie and maybe even the whole Frankish speaking part of the continent going as far as the Petits Pays. Now, you feel that the ODS has been icy and belligerent, yet, the ODS is currently the only one that still wants a rapprochement with Furlanie, as much as the whole rest of the continent and even the DDI sees the Ivar-Grau Understanding as something that turned Furlanie into the rogue state that stabbed the whole continental status quo in the back, yet I do feel that we are continuously insulted by the condescending attitude of the Furlan diplomatic corps, which doesn't understand the fact that now, it is the Grand Duchy which is as isolated as ever.

Kadikistan is a nation that respects might, power, strength. Grau would have enjoyed so much more respect from Ivar if it would have fought against the BPR, rather than simply surrender to it and legitimise it. Ivar is pragmatic. It doesn't believe in the self-determination of the peoples nor in friendship between nations. The only friendly nations to it are the satellite states that depend on it, like Milesia, Polesia and Calidia, and even Calidia is weird one as it has a history of being rejectionist towards the New Order. Ostmark is seen as friendly because it is too small to pose an ideological threat to Ivar, while Bourgogne under Murat is just a tool for Ivar to come into Gallia. The moment they won't need him, they will organise a coup to replace him with a Marxist-Leninovist and turn Bourgogne into another full on satellite state that follows Ivar's ideological, political and militarist line. In this environment, Furlanie can exist as a friend of Ivar too, as a Grand Duchy, only for a while, until Ivar sees that it is firmly under its sphere of influence, and then as a People's Republic.

You have signed, a status quo treaty. You are now a pillar that supports the Kadikistani foreign policy in Gallia. If you would have been more open to compromise with the ODS, you would have been part of a family of equal nations that would have protected you from any aggression from the BPR, but instead of this, you signed the treaty and legitimised the BPR. In the world's opinion, you have just tied your hands to that, preferring to alienate countries that could have been supportive of the Grand Duchy and its current constitutional status quo, to flirt with what would be your rivals and enemies.

Two years ago, Trivodnia talked to approach the Trier Concordat. It wasn't even that much of a sustained political move. Much less than even what Grau did with its current observer status in the ODS and now with this meeting. But the Trier Concordat was characterised by Eiffellandian idealism in international relations, with the policy of 'every nation that wants to join, can join'. That policy came to a clash with Ivar's view of Trivodnia as a buffer state and only the rumours that Trivodnia would want to join the Concordat were enough to have Ivar declare war. I have been educated in a much more cynical and realistic view of the world, modelled upon Himyar's own political issues. It is there too, a survival of the fittest, where realism and might gains you the respect of others. The same as when dealing with Ivar. Hence, as much as I do feel that you do have a condescending and insulting attitude, feeling that you make us the greatest favour, I will still be very open to the idea of Furlanie joining the ODS as a full member," she said, then stopped taking a sip of water, as she was a teetotalist, not drinking alcohol and then continued.

"If Furlanie wants to join the ODS, it needs to see article IV amended. If Furlanie denounces it unilaterally, Ivar will black list Grau. It won't bring war today or tomorrow, but war will come. What Furlanie must do will be to meet with the representatives of Ivar and have them accept the amendment. I do not want the ODS to go to war under my tenure as General Secretary and repeat the same mistakes of the Trier Concordat and the Seven Day War. If Ivar does not accept the amendment, then Grau must live with its mistakes. I will still strive for a rapprochement, but anything more than the current observer membership that Pelasgia too has, nation bound by a status quo treaty too, will be impossible," she said, finishing her statements and waiting for the Furlan response.

"the Friulian Government is well ready to accept a solution to the Friulian-Effellander trade issue, although we won't be able to change the peoples' minds I am sure a reasonable rapprochement could be reached, and, with time and example, we could leave this bad story behind.

In regards to the article IV, yes, we will discuss the possibility of changing it with Ivar, as I already said.

If we could stop insulting each other and move on with a pragmatic discussion that would be great, we don't see this meeting as any concession to you, and we don't consider you being in any way tied to participate; we are here because we both agree that Furlanìe belongs to Gallo-Germania, that it could enrich itself by joining the common market, which is one important goal of ours, more so than any alliance, and that ODS could, combined with us, be strong enough to protect the region from either DDI aggressive 'soft' expansionism in the seas and politics of the region, and the Rurikgrad Pact, of which the BPR is a component now, and fighting against it, as you suggest, would just mean bringing death and poverty to our lands.

We signed that SQT, for that is the status quo of the region, and dreaming of proudly invading and liberating Bourgugne while the drums and pipes of old resound and our flags fly free in a gentle breeze, is just dreaming; all we can do is stop the haemorrhage, freeze the region, save what we can, and then find a more peaceful, or proxy, way of expanding our interests.

The neutrality we tried to implement to avoid a conflict is not an option, the people don't support it, and since we lost Natal as a neutral partner, yes, we would be alone, but if you think Furlanìe will bow in fear I'm afraid you forgot to read our history books, the pragmatism of Ivar is clearly shared by us, and if we fail to strengthen our bonds with you, we will simply have to look at the opposite direction.

You seem so fearful of the Pact that you fail to see the growing hegemony of the DDI, owning our seas, watching from the sky, forcing our politics to bend and twist at their command. we are a Grand Duchy, I am loyal to Duche Majôr Fiorbèrt de Salustri, God, and the Patriarch, and if the choice is between a dark, god-less horde of anarchic monsters and an hierarchical and reasonable communist alliance, I'd prefer to cooperate with a communist."

He said, pausing to drink some grappa

"Now, if the change in article IV is agreed upon by our partners in Ivar, what would be needed, from your point of view, to get, if not fully into the alliance, at least in the market, and possibly obtaining a non-aggression pact? maybe a trilateral agreement to assure no aggressive action will be taken, and that the process is recognised and accepted? what could loosen the ODS muscles? and what do you hope to gain from us?"

"I would say that a non-aggression pact can be signed right here as I see no issue with the ODS being against it. We could sign a bilateral treaty between the ODS on one side and Furlanie on the other. That way, if we don't use any term of membership, we can be sure that Article IV isn't violated. Hence, an entry into the market can be discussed even now and will be sent to be voted by the member states.

What I would like to see, and if we are to talk frankly, what I would like to gain, as you say, from Furlanie, it would be an open corridor through Furlanie, that would link Auraria with Eiffelland-Retalia-Etruria. That is quite an important connection that I for one would love to see being created and thus transportation being eased.

My initial offer, for what I called an associated membership, would be access to the common market, access to the common travel area and a non-aggression pact between the ODS and Grau. To that, add Ms Margaret Stone's plan to bring back the Eiffellandian and Furlan companies work together. What I want though is that you won't risk your own country and ours by playing around with the SQT, especially with that article IV. Hence why, we could just sign a bilateral treaty between the ODS and Grau, rather than name it a membership", she said, as she took another sip of water.

"something else I want to explore is the possibility of joining the alliance in a partial way, now let's not lose any more time talking about evil Ivar invading us all as this will only be possibile if I will reach an agreement with the Kadikistani, so: starting from the prerequisite that Furlanìe obtains support for this from Ivar, and is agreed upon, can Furlanìe sign a defensive alliance with the ODS that will function only if the aggressor is not part of the Rurikgrad Pact? this would be a great achievement for us because, as I explained, we see the DDI as a much more threatening block than any other, and having an alliance that covers our backs from it would make our position safer and stronger. Of course this hypothetical pact would work both ways, and if any ODS nation was attacked by any nation not part of the Rurikgrad Pact, we would join in.
What do you need for this to happen? take your time, consult your delegation, do some calls, drink some more.... water?" he said, disgusted "I ask you not to rise a wall immediately, let me know yours and your partners' concerns first"

As for the DDI issues, I think that first you will need to sort the Article IV issue with Kadikistan before we can go forward. But I must say, that there won't be any war between the DDI and the ODS, as Natal's political system is in line with the Sylvanian and the Ambrosian ones and goes even further than that, with the Inkundla system, we do have partial direct democracy. Auraria is on friendly terms with Sylvania and the Confederacy of the Johnstone Isles is allied with the DDI and a part of their operations against Justosia. There are no hurdles between the relationship of the ODS and the DDI one that I can see which would really necessitate the activation of the said defensive treaty," she said.

"Of course, I will propose this to the member nations of the ODS, and it will go on a vote. The same way, I would want Grau to be green lit by Ivar to go for this. About it all I feel that the DDI is 'threatening the seas' as a way to put pressure on Pelasgia, an authoritarian semi-absolute monarchy that is currently leading an active colonisation effort in Himyar, in this day and age, not believing in the self determination of the peoples and leading a multi cultural empire in which only the Pelasgian nobility has a say, yet acts in the most imperialistic of manners. This is why the DDI is leading their policy to liberate the seas. While I may speak out of turn, as I am not a member of their internal circles, I would say that they have no plan to threaten Furlanie," she said.

"you do good to underline our differences, especially over the Pelasgian Empire, which we consider a brotherly nation with whom we share an history going back to the crusades, although we can understand your concerns as a Natalian, the Pelasgian dominance in the Long Sea is, from our point view, a necessity for stability and peace.

Furlanìe too has decent relations with the Continental Republic of Sylvania, which is our main supplier of weapons; although different, we see them as a reasonable link to the DDI. since war is not our goal, although we are ready and willing to defend ourselves and fight for a cause we consider righteous, we have opened channels with Sylvania both with arms sales, and with the recent establishment of Sylvanian car dealerships in a number of locations around Furlanìe, building economic links and diplomatic trust.

We don't consider democracy a problem, if that's the impression I'm giving you, our problems lie with the anarchic anti-states of east and north, which are growing stronger and balder as time passes, finding no obstacle in their way. if the ODS is willing to embrace the post-delegationism nonsense, then certainly this alliance wouldn't make sense, and we would need to find other partners, if otherwise you share our concerns we can keep the proposition alive.
Certainly listening to you telling me what the DDI tactical endeavours are in regards to Furlanìe, makes me think it is already too late for the ODS nations to be saved, but I would be happier to be wrong on this assumption."

"I must sadly stress that the brotherly nation, as you call it functions with an extreme disregard towards human rights, as they were enshrined by the Aurarian Revolution by the signing of the Charter of Human Rights, sadly, the same thing can be said by the regime in Ivar. You and me, as you can see, can have moments of opposition, as we have of convergence. In the ODS, and in the DDI, and in Furlanie too, nobody will give us problems for holding on to our beliefs. Whereas, in Propontis or Ivar, things aren't so easy. Try to live as a non white Orthodox Pelasgian man with ties to a noble family in Pelasgia; try to live as a non Kadiki man with connections to the military which is a firm believer in Marxism-Leninovism... life probably gets harder than as a minority, be it religious, ethnic, racial or even sexual in Natal, Auraria, Eiffelland, Sylvania or even the Anti-State. I for one, see Furlanie as being in the second category and I hope it would see where it's friends are," she said.

"I would say, that as for Toyou, yes, they do have all those pompous and ideological names like Anti-State, Revolutionary Committee and so on. But the radicalism and ambition of world revolution as long died a generation or two ago, when the dust settles on the creation of the Constitutional State of Touzen at first, and then its reformation into the Anti-State of Touzen. The same with the northern ones. Pohjanmaa has been born in anti-communist revolution during an anti-fascist war, when corporatist Virumaa was invading the Socialist Republic of Pohjanmaa. But that happened four decades ago. The Post-Delegationist ambition for world revolution is currently as dead as the Marxist-Leninovist one and they are as pragmatic as Ivar," she continued.

"I would say that this, as a preliminary discussion and a meeting, was quite decent and prolific, unexpected even, considering the tension we started with. I will go now to Lars and write a report on our meeting, and will be discussing with the state leaders of the ODS about (i)a non-aggression pact between Furlanie and ODS (ii) Furlan integration into the ODS common market (iii) Future possibilities of full integration. What I would hope that you would do, would be to meet with Ivar and have them allow Furlanie to go around article IV somehow, or maybe even nullify it. When that happens, the discussion for integration will move further, in the open," she concluded.

"while the third point is certainly further away after this meeting, no information is ever useless, so do inquire. for the rest, I'm very satisfied with the results, if any of your team wants to remain here for further investigations and questions they can use our hospitality in Linian without a problem, and we should meet again another day, farewell Siore Vavi"

Umbert de Roncalt shook her hand and left the castle, heading towards a military vehicle, while the rest of his delegation waited for the arrival of the helicopter that brought them back to Linian.
