Comrade,

Now that the war is over and normalcy slowly returns, it is time to address unfinished business. There have been rumors floating around for months that General Radek somehow escaped Crotobaltislavonia and found refuge in Trivodnia. The Free State would like to ascertain what General Radek's status is: alive, dead, missing. We are hoping that Kadikistan is now in a position to answer this question directly or force those who can in Amstov to do so. Further action regarding General Radek depends on it.

Three months into Trivodnia we have yet to unravel the complex answer to your question. Rest assured that we are using all means at our disposal to uncover the location of the treasonous coward Former-General Alexander Radek. At this time we have proof that Radek was in fact harboured by the defeated Free State of Trivodnia as opposed to what the now defunct Amstov elites has claimed for long. We are happy to report that despite not knowing Radek's exact location at this time, we are closing in on him fast. As always we shall share our intelligence with the proper authorities of our allies in Crotobaltilavonia.

We have evidence that the renegade Radek and a band of loyalists numbering up to 600 terrorists are one of the groups currently operating in what was formerly Northwestern Trivodnia. This area is of significant size and currently divided in a Kadikistani and Slavonian respective occupational zones. We believe Radek's group was responsible for no less than 32 attacks against Kadikistani security personnel since the end of the 7-days-war on the 7th of July. These attacks mainly targetted both Rurikgrad Pact security forces and Slavonian forces, but Radek has also turned against the local Yiddish population.

The latter brings us to another matter we seek to discuss with you. Realizing the significance for a proper demography in order to ensure stability better than anybody else. We warn you against allowing an ethnic political party to secure influence in the state apparatus. In the Union such inherently reactionary forces have been scorched out and purged with the highest precision many decades ago, but to prevent another from rising is a constant effort that requires an enormous security commitment. Besides banning such ethnic-based or otherwise reactionary organized movements and liquidating their leadership we also want to propose an option that would relieve you from increased ethnic tensions without civilian bloodshed. The Yiddish people could be 'inspired' to join their brothers and sisters in the Yiddish Occupied Zone, an exodus as they themselves would call it. We would appreciate your opinion on this matter.

Last but certainly not least we must protest in the strongest manner the prospect of what Slavonian media describes as the 'Economic Revitalization Treaty' between the government in Banja Luka and that of Windhaven. This is a transparent attempt to integrate the fragile Slavonian economy into that of Gunnland and the Council of the North. We do not see the benefits that this treaty will have to both the legitimate regime and the people of Crotobaltislavonia. The Kadikistani Union has invested greatly into your country, lost thousands of our young to protect stability and the legitimate government of our friends and allies in Banja Luka. Do not let their sacrifice be in vain by selling all that they died for to the Gunnish without even a clear advantage to the nation.

Dear Comrade,

Your answer is answer enough. Traitor Radek is alive and continuing to undermine the State in Crotobaltislavonia. He must be eliminated to send a message to the Free Canton's enemies, the State never forgives and it never forgets.

I will order a surge of security forces and regular troops into Orlitz-Slavonia for two purposes. One, if they are on our side of the border, Radek and his faction will be hunted down and destroyed like the rabid dogs they are. Two, to organize and execute the mass evacuation of the Yiddish population in the district to the Yiddish Occupied Zone, for their own safety in the face of an escalating civil conflict against the anti-Yid Radek. His reputation as an anti-Yid is well known and this cover story will not be questioned.

As for the Yids back home in Crotobaltislavonia proper, I take your words of warning to heart. But I will let the matter rest for a time. Our Yids have always been loyal unless stirred up. I suspect when their brethen in the east are removed, they will calm down and get back to running their littles mafias. And if they don't, a crackdown will be ready and they can join their kind in your Yid slum.

Your concern for our welfare vis-a-vis the Gunns is heartening. As you have reminded me, so many of your soldiers died of the cause of Crotobaltislavonian freedom. Their sacrifice must not be and will not be forgotten.

However, it a harsh reality that even now after the war's conclusion, Crotobaltislavonia is only beginning its recovery. And we are struggling mightily. We need economic assistance, especially in the west. And if the Gunns wish to provide that assistance, so be it. I believe our treaty with Gunnland will be to Crotobaltislavonia's advantage in the long term. In the near term, I am unconcerned if the Gunns profit too much so long as the Free Canton maintains control and preserves its sovereignty, which I believe the treaty achieves.

We understand this harsh reality, our lands too have been scared by war time and time again. But unlike the Union, which had to rise on its own feel without assistance and benefiting from its size and abundance of resources, Crotobaltislavonia will never stand alone as long as they have friends in the East. Our government is currently in the process of establishing and determining the resources necessary to successfully rebuild Crotobaltislavonia and in fact make it stronger than ever before. With our nations now sharing a border strong investments are unavoidable, but we will also donate large sums of finances, materials, infrastructure and manpower to aid in the reconstruction of the Free Cantons. The sole condition of this massive reconstruction and economic recovery program is that Crotobaltislavonia remains free from Western influence.

The Union promises to make available all necessary resources and services to rebuild, improve and fortify the Free Canton of Crotobaltislavonia and help ensure that the regime stays firmly in the saddle for generations to come. But after all the resources we have already poured into Crotobaltislavonia, the thousands of Kadiko-Slavonian lives lost in defence of its independence, we can not afford to spend more on a nation willing to sell its land to rival powers. We want to help you return your resources to the people, not foreign entities.

As an independent state the choice is yours, but know that this economic pact with Gunnland will severely threaten the relations between the Kadikistani Union and the Free Canton. We advice and even urge against pursuing a treaty that will see your nation exploited by those who did not lift a finger as the legitimate regime was threatened over and over again. The latter standing in sharp contrast to your friends in the East whom have stood by you at every turn.
