To the attention of His Eminence, the Cardinal Secretary of State of the Tiburan See (@Radilo).
Your Eminence,
I have been instructed by my government to extend to the Tiburan See an offer to settle potential disputes and to avoid friction between your Church and the Carian Federal State.
In recent months, internal political realignments in Caria have led to a state of affairs whereby certain elements of the social, political, and spiritual leadership of Catholic Carians have placed themselves in direct opposition to the official authorities of the Carian State. Nonetheless, and in spite of the broad opposition that these forces have managed to amass, it is evident that the Carian State is both determined and able to effect its will—which is the will of the democratic Carian majority—on the western regions of the country by any means necessary.
The Carian State wishes to avoid the need for radical measures; we would much rather that the normal and lawful avenues of legal reform, which are currently being observed, suffice to ensure a more perfect union between all Carians, Catholic and Orthodox alike. It is my belief that the Tiburan See would share our preference in this regard, if nothing else, because the use of radical measures would greatly damage the Tiburan See’s holdings, personnel, presence, and influence in Caria. Indeed, a failure on the part of the Tiburan See to encourage respect for the rule of law among organised masses of its followers might move the Carian Federation to actively seek to curb the Tiburan See’s influence in Caria through such measures as might correspond to the threat posed to Carian national interest by these masses.
Evidently, and as stated previously, it would be in our mutual interest to avoid such an eventuality. Therefore, the Carian Federation is preferred to offer the following compromise to the Tiburan See: in exchange for the Tiburan See’s open support for the new Carian Constitution and its condemnation of any Catholic Carian leaders who continue to oppose it through illegal means (or to encourage, support, or promote such illegal opposition), the Carian Federation would leave unharmed the Tiburan See’s status and holdings in Caria and protect them from any further degradation.
We hope that you will see the wisdom of such an arrangement, as well as its mutual utility for us both.
