To the attention of the Rt. Hon. Ministers of Foreign Affairs or Equivalent of the Republic of @Tianlong, the Empire of @Tarusa, the @Holy Frankish Empire and the @Skånskelag.

Your Excellencies,

The Government of Pelasgia has observed escalating tensions between the Gothic Sea Pact and Tianlong, as well as the increasingly deleterious effects thereof on the global economy and stability, with growing concern. Pelasgia itself has become entangled in the economic aspect of this dispute, in spite of its neutrality, by reason of its participation in the international fossil fuel market.

Therefore, the Government of Pelasgia has decided to invite all interested parties to Propontis, to serve as a neutral negotiating forum with a view to resolving all disputes between the Pact and Tianlong, as well as any secondary issues emanating from these disputes that concern Pelasgia. We hope that all sides will heed our call for dialogue and a return to normal global relations.

To Whom it May Concern,

The Republic of Tianlong agrees on the need to intervene through constructive dialogue and good deeds in order to lessen the climate of terror that affects international politics. For this reason, the Tianlong Presidency has ceased all sanctions in force with the countries of the Gothic pact as a gesture of goodwill. Unfortunately, this gesture was not accepted as a demonstration of good will and not reciprocated as a result.

However, we note that the actions of the Gothic Sea Pact have not limited themselves to exclusively targeting Tianlong with their foreign policy, we believe that the members of the Central European Treaty Organization and the future elected secretary of the CETO itself should also be invited to the table of the debate. Only in this way will we be able to create a debate on a neutral ground capable of producing results that go beyond the relationship of a single state, Tianlong, and an alliance, Gotic Sea Pact.

A meeting between our nations and that of the Republic of Tianlong would be tentatively agreed upon to carry discussions regarding the growing tensions in the world by the unilaterally undertaken actions of the Republic. Whether any agreements would be attainable seem unlikely, but none the less the Empire is willing to have a face to face meeting with representatives from the Republic in the Pelasgian Empire.

We do however feel that the inclusion of the other members of the Central European Treaty Organization is unwarranted given that the actions that were unilaterally undertaken, namely the attempt to change the political landscape by the undisputed leader of said organization by actions of military and economic means, as the other parties to CETO have not acted in a unified manner alongside the Republic and as such no such disputes exist with the other members of the alliance.

The Republic rejects any argument that puts it as the undisputed leader of the Central European Treaty Organization. CETO has an internal organization with its own statute. Members within the organization have expressed their will and elected Secretary General Emanuel Holmes-Cornaro as a representative of the CETO.

Uicheon points out that the use of military force was exclusively on the side of the Gotic Sea Pact and not of the CETO which is a defensive alliance born following the continuous violations by the GSP of the resolutions of the European Forum.

Therefore, all nations within the CETO share the same goals and concerns regarding the Gothic Sea Pact. The forced absence of CETO members from this meating would violate the very heart of the CETO statute. Therefore, having observed that the organizer does not place any restrictions, the Republic extends the invitation to its allies. @Radilo @San Jose @Rheinbund

To whom it may concern,

The Government of Pelasgia did not extend any invitation to the other CETO members. Uicheon does not have the authority to invite to our own capital parties which we ourselves have not invited. As stated, our openness to the invitation of the other CETO members was only conditional on acceptance by all other original invitees—a condition which was obviously not met, given Tarusa's stated objection. As such, we must apologise to the authorities of the Rheinbund by clarifying to them that they are not invited to the summit, nor was it ever our intent for the invitation (clearly marked "Secret") to reach their eyes.

We would also note that Tarusa and Tianlong are not in disagreement as both parties clearly state that Tianlong is not the sole leader of CETO; however, Tarusa's point is that disagreements between Tianlong and the Pact do not extend to other CETO members, as no other CETO member has imposed sanctions on the Pact. If Tianlong is in agreement with this assessment, we once again urge them to meet with the Tarusans to iron out the differences behind their current sanctions.

Once again, Pelasgia hopes to mediate between all parties; however, we kindly request that the parties in question first consult with us before making rush decisions, such as compromising the secrecy of these preliminary discussions to third parties, something which could derail the talks entirely. If the parties consider that another location would be preferable for the meeting to be held, we would be open to that.

Uichend regrets to learn about the opposition of the Tarusan Empire to negotiate with the CETO and limit the meeting to a billateral between the GSP and Tianlong. If participation in the meeting is motivated by the presence of sanctions, then it is questionable whether the presence of Skånskelag and Holy Frankish Empire is also not superfluous for the purposes of this meeting, as both countries have never responded to the Tianlong sanctions with a series of its own sanctions, indeed, with the unilateral lifting of the sanctions on our part, there are no more bonds of any kind between the aforementioned nations and Uicheon itself.

This is why we ask ourselves if their presence is not only political and in support of the representative of Tarusa, to be used as a weapon and to put political pressure on our delegation. If the issue is really about sanctions, then this meeting should be between Tarusa and Tianlong. If instead there are other reasons that affect the entire GSP alliance, we see no reason why this meeting should not be between CETO and GSP.

Having observed this, we are ready to accept the unjust conditions requested by the Tarusan Empire and to meet them.

On the agreement by the Republic to the terms of the meeting being between the Gothic Pact and The Republic we shall agree to attend a summit to discuss the worlds recent events. While we do not believe any recourse will be reached during this meeting we will none the less send a small delegation to Propontis at an agreed upon date and time.

The Tianese request for CETO members to join the summit and the rejection by the Empire is simple. CETO members were never involved in any of the unilateral actions undertaken by the Republic against all Gothic Pact members. As such, the inaction of the members of the Tianese led alliance also negates the need for their presence at this summit, as well since they were never targeted directly by any actions of the Gothic Pact the purpose of their presence is not needed. The Tianese chose to act on their own, they must now sit across the table alone as well.

Please accept my apologies for presuming too early that a delegation from the Rheinbund would be welcome to this meeting.

Regarding the secrecy of this communication regarding a meeting to clear the issues regarding the economic sanctions, let it be known that the governments of CETO-countries have very clear and concise procedures regarding handling the secrecy levels of documents, and that these procedures are strictly followed. The secrecy of the communication chain regarding this meeting has never been compromised.

I also want to emphasise that the government of Tianlong has the right to discuss such meetings with its allies, and that the government of Tianlong has the right to ask for support from other countries w.r.t this kind of communications.
