The Two Kingdoms of Jyskerige and Østveg wish to invite the members of the Council of the North and the Rurikgrad Pact to come together for a diplomatic conference on the establishment of a Gothic Sea Trade Agreement. This agreement would lay out a peaceful plan for commerce and general security between the Council of the North and Rurikgrad Pact members facilitated within Gøthehavn (Gothenhagen). In Gøthehavn, we would aim to host permanent delegations from each nation with the goal of having member states of the Gothic Sea Trade Agreement always able to communicate between each other to escape misunderstanding in the Gothic Sea Region. Gøthehavn, serving as the major southern gateway to the Gothic Sea figures a prime location to host such a body in our opinion as it is where the Gothic Sea typically begins to interact with the rest of the globe.

Such a body does not commit memberstates to free trade with one another. This is something the Two Kingdoms wishes to make clear.

Instead, Gøthehavn shall serve as a port for all Council of the North and Rurikgrad Pact members to conduct business freely between themselves should they wish. The agreement is that the Gothic Sea be an open area for commerce and that dialogue between our region occur first when misunderstandings occur. This body may also serve as a means to coordinate security in the Gothic Sea. Our hope would be that the Gothic Sea would be free of any non-GTSA memberstates attempting to impose their will on the region.

To facilitate this, the Two Kingdoms would offer free and open access to the GTSA members of the Skånesund, and in return all GTSA members would recognize the neutrality of the Two Kingdoms. The Two Kingdoms would also be forever open to serve as an independent mediator should any potential conflict of interest occur between GTSA members with usage of the permanent diplomatic delegations in Gøthehavn. Gøthehavn would be the primary port for trade between GTSA members as no tolls or tariffs will be registered by Two Kingdoms, and we can be assured that trade will occur on terms that are equitable to all GTSA members. Of course, trade may occur in or via other ports; however, the tariff free structure that is available in Gøthehavn presents unique advantages in maintaining equality between the memberstates.

The Two Kingdoms invite you to Gøthehavn to embark on this plan. We are of course also open to other ideas that deviate from this plan drawn up by the Government of the Two Kingdoms. Nations are welcome to sign up independently of their Council or Pact as well. The Two Kingdoms are eager to get a deal between the nations applicable and the ultimate purpose of hosting a conference in Gøthehavn is to come to an agreement that may have as little as one point raised by this communication, or even more points than this communication proposes should other nations find more points they wish to raise.

The Northern Cooperatives are willing to entertain this discussion without much hesitance, as this isn't necessarily against our principles. The Rigustad Port is already a special economic zone open to foreign competitors. Our only concern is the enforcement of this treaty, as it may be possible for outside parties to harass our shipping. Would our vessels travel through the waters of the Two Kingdoms unmolested?

The North is also willing to offer such passage through the Straits, but this may be troublesome at the present time due to the conflict in Virumaa. Our military is at the present time engaging rebel forces alongside the legitimate forces of the Virumaan government.

Any agreement, however, is predicated upon the agreement of the Kadikistan peoples, as we would not wish to jeopardize our relations with our close friend. Our government personally has no qualms with recognizing the neutrality of the Two Kingdoms so long as the Two Kingdoms do not disturb the integrity or affairs of the Northern Realms. We will do no such thing to the Two Kingdoms if this is met. We have no qualms with this treaty either, as we have recently opened Rigustad to outside competition. Our general attitude in this regard has not been to search for such competition, but have it seek us out. In this case, we are willing.

While we applaud your initiative for a greater multilateral cooperation in the Gothic Sea we have no choice but to decline the offer in the current setting. After long and careful deliberation the All-Union Central Committee, in close co-operation with the People's Commissariat for Economic Growth has decided that while it is definitely interested in closer economic cooperation with other nations in the region, it can not sign a treaty as long as the Kingdom of Elben is a signatory member.


It is a known fact to the educated world that less than a year ago, during the Second Crotobaltislavonian Crisis, the Kingdom of Elben knowingly broke a bilateral treaty between them and the People's Federal Socialist Republic of Kadikistan. A dishonourable shame that we can never forget nor forgive. In our view any treaty with Elbener signatures on them looses its credibility and the content fades into irrelevancy as at least one of the nations that chooses to uphold it is know to violently break such deep and honourable commitments.

The Two Kingdoms of Jyskerige and Østveg has yet to recieve a positive response from the Council of the North members. As a result, such circumstances would prove of benefit to the People’s Federal Socialist Republic of Kadikistan as the Kingdom of Elben would not seem to be party to such an Agreement. Should we come to an agreement quickly, their relative lack of haste in the matter at hand would require them to individually apply, and in which case an Elbener application could be either rejected, or accepted on a second class status.

On an issue of bi-lateral relations, also of note, should the GTSA be approved, it would be in the interest of Gøthehavn to conduct an arms purchase from the People’s Federal Socialist Republics of Kadikistan to help confirm the friendship between our nations. The Two Kingdom’s finds itself in a position in which it requires an upgrade of its MBT units and would be interested in possibly using Kadikistani systems.

Therefore, we refuse to cooperate until the Two Kingdoms formally bars the Justosian Royals from receiving any economic deals. The Justosian State's sole concern is destabilizing the peace of the continent and conquering weaker states.

The Two Kingdoms of Jyskerige and Østveg find the position of the Northern Cooperative Unions regrettable; however, we must correct the statements assumed by the NCU. The Two Kingdoms has not met with Justosian Royalty, although correspondence has been made. There are Justosian diplomats in Gøthehavn, much like we maintain relations with all nations in Europe. Additional Justosian diplomatic work is involved with the ECONAMS agreement. If the Council of Cooperatives find the ECONAMS agreement distasteful, we must assure Rigustad that the ECONAMS agreement is nothing more than agreed upon terms to work towards free trade and agree upon non-aggression. Working towards free trade with all nations in Europe has been a central theme for Jysk-Austwegian relations for decades. We find it puzzling that the Council of Cooperatives would decline a superior deal to the benefit of Jysk-Austwegian and NCU relations which has been prioritized over other nations in Europe as the GSTA has been on the table for nearly a month. It is in the interests of the Two Kingdoms to purchase arms from the NCU as well, and the closeness of our agreements are of greater importance.

From the vantage point of Gothenhagen, Rigustad does not respect the sovereignty of the Two Kingdoms to make our own decisions as NCU would prefer to burn bridges and stronger trade deals in their region. The NCU is threatening to isolate Gøthehavn over the policies of a non-threatening southeasterly nation. Rest assured, with the economic status of the Justosian nation, our economic work with Avalon only serves to the betterment of the Gothic Sea region as the Justosian economy is unlikely to be able to work out of its current instabilities.

Instead, we urge Rigustad back to the table and we urge them to agree to the GSTA and work towards the interests of new arms sales to the Jysk-Austwegian military.

The Two Kingdoms of Jyskerige and Østveg finds it obvious that no agreement will come between Rigustad and Gøthehavn at this point in time. Our vantage point also finds it distasteful that the Northern Cooperatives would so admently insist on having our Two Kingdoms abandon our policy of neutrality. Clearly there are nations that find the Northern Cooperatives abhorrent, an example has been highlighted in Justosia already. How would the Northern Cooperatives feel if the Two Kingdoms caved to Justosian pressure to eliminate ties between our nations? The point of our policy is clear, we do not cave to foreign pressure and forget what our policy of neutrality means for our partners all over the world. Our proud Nordic peoples will not abandon their values. The friendship of the Northern Cooperatives is valued, and the GSTA was an agreement that we felt would highlight such mutual value. Especially with respect to the Two Kingdoms allowing unfettered usage of the strait waters that lead into the Gothic Sea.

We respect the decision making process of the Northern Cooperatives even if we disagree with it. The Two Kingdoms will look for the required military hardware elsewhere, perhaps with Kadikistan.


The Northern Cooperatives are welcome to rejoin the GSTA process at anytime, even after its conclusion.

The Northern Cooperatives are very reassured by the Two Kingdoms response and refusal to engage in our request. We take no offense to the refusal, as it is noted that it simply solidifies our assumptions that the Two Kingdoms have no illicit intentions.

Still, we are unable to engage in arms deals on the basis that our weapons are mainly licensed from Kadikistan and any agreement would be predicated upon their approval.
