General,

Recent events have made it clear that Leopoldo Duhalde is guilty of a serious of heinous crimes against the Gran-Occidentian state. Duhalde is to be arrested and sent to Puerto Angeles for trial, he is also but order of the Caudillo stripped of his position with Don Aureliano Camacho to succeed him. All known and suspected Duhalde are also to be detained and liquidate should the need arise, however Duhalde is to be taken alive.

Sir we have begun work on a number of projects and per your request on constant updates I have provided a summary of some of our most promising endevours.

Project ORCHID: By subjecting participants to certain mind altering substances and electro-shock treatment we hope to stimulate portions of the human brain we believe that while currently dormant may if given the nessceary stimulation encourage the development of certain preternatural abilities. So far ORCHID has yet to produce much in the way of quantifiable results but I am assured that it is still in its early stages and everyday we continue to build upon our understanding of the human brain and its abilities.

Project EMERALD: Some of our technicians in the bio-chemical division are making astounding progress on synthesizing a range of new pathogen including a new variant of hemorrhagic smallpox we have codenamed EMERALD which could prove particularly useful in a military capacity, we anticipate that provided the nessceary materials and facilities we could begin manufacturing EMERALD in large quantities.

Project PLEASANT GREEN: Our team has recently began research into the feasibility of directed light weapons, so far we have made little progress but I am assured a breakthrough will no doubt occur soon.

I wish to report that it has come to my attention that across the Southern Military District a considerable number of men and material have disappeared. Further investigations by my staff have failed to yield results. My staff estimate that at least 500 men mainly junior officers have gone AWOL although it is possible the number is higher. likewise we have discovered that several tonnes of material including vehicles and other technical equipment have also disappeared. I wish to request additional men and resources ideally from units recently raised as I do not believe that all those under my command are completely local to the new government.

This report is deeply concerning, under your watch you and your staff have allowed incidents of mass desertion and theft to go unpunished. The Provisional Council for the Ministry of Defense has as such declined your request for more men and resources until we see evidence that you are taking a more proactive role in bringing these criminals to justice.

To: The Tapenagán Reconstruction Authority, Central Committee

An agreement has been reached between El Movimiento para el Rejuvenecimiento Nacional and the Correntine goverment where the Province of Tapenagá is to be incorporated into a united Monterrey. For the sake of the Republic's security and stability of the wider Gran-Occidentian nation we have agreed to this rather than risk the renewal of conflict.

While the MRN has agreed to the incorporation of Tapenagá we do not feel that it would be a threat to national security for any government documentation or archives to be transferred to another nation. As such prior to the annexation all government data bases and archives detailing information pertaining to the Gran-Occidentian state or its citizens is to be destroyed utterly and completely.
