It is good to hear Chancellor von Seydewitz distance himself from the saber-rattling politicians in Hallein. Some sanity distinguishes itself in the South at last. It is vital to protect a cordon sanitaire around Gallogermania, alas the withered husk of Christendom, where the Holy Tiburan Church invented human rights and dedicated our Christian civilization to human freedom.

As for the Eiffellandian chancellor's admonition that tens of thousands of Kadikistani troops, plus materiel like armor and artillery pieces, might have marched through Gunnland without the knowledge of our government, he is of course, joking. We presume that any country could use satellite imagery to know whether that happened, instead of believing strange rumors that originated at the Affiliated Press desk in Amstov. But this is not necessary for the chancellor's deduction: the opening and closing of the Elben air-bridge was a public and controversial event, in both Kadikistan and Elben.

It is our view, of course, that Elben should have never entered into that agreement with Kadikistan. We expect our allies in Eschenbach, not to mention the régime in Ivar, would agree.

Leader Robert Blackthorn uses Trivodnian domestic issues as a distraction for the deep troubles his own country faces, as clannish politics threatens to plunge Gunnland into internal conflict - something Blackthorn seems to be encouraging with his targeting of Clan MacLeish.

While the Free State considers itself a patient actor on the world stage, there are only so many provocations we will take before we are forced to act. The constant insults and insinuations from Windhaven, combined with the fact Gunnland continues to pursue a foreign policy hostile to the interests of Trivodnia, means we will be expelling the Gunnish ambassador and associated diplomatic staff from Amstov, and withdrawing our own presence from Windhaven.

"Roads Not Taken: Windhaven and Hallein"

In Ulrike Freudenberger's generation, many scholars argued that culture determined the Sonderweg or "special path" of modernization and Caledonia and Gunnland, and the persistence of autocratic government, conservative culture, and large agrarian economic sectors. But the "Snowdrop Revolution" is yet another strike against this theory: suddenly, Gunnland resembles Elben so much more than Caledonia. The thesis is almost even reversed. As the pure Celts embrace modernization, the mongrel Gunnishmen seem to have absorbed not only the language, but also the conservative ways of the north Germanic peoples they conquered one thousand years ago.

To those of us who think ideas are important in the study of peoples and their governments, the explanation seems simple: this is about the power and the role of the Tiburan Catholic Church, how strong it has remained in Windhaven and Eschenbach. But strict idealists have another problem. Why do strong Tiburan Catholic monarchies, like Carinthia-Harkány, take such a radically different foreign policy line than Wash Bridge House?

Carinthia-Harkány has arguably become the leading anticommunist voice in Gallo-Germania, strongly signaling its support for the Free State of Trivodnia against the Kadikistani Union, for example. I am a Gunnicist by training, so I shall not venture an explanation, though I suppose it is not hard to see why a staunchly conservative Catholic monarchy in the Gallo-Germanian heartland, removed from Kadikistan by two buffer nations, might rattle its sabers. Arguably Elben has followed suit, abandoning a conciliatory policy towards Kadikistan in the wake of the "Christmas Coup," and suffering from economic sanctions as a result.

Economics may hold the key to unlock the secret of Gunnland's conciliation towards Kadikistan. In the 1990s, Amittai MacLeod Duff and the Bank of Gunnland sought to lift capital controls in order to facilitate the growth of Ayr's banking sector. At that time, the talent was pegged to a basket of currencies, including the Eiffelland Mark, in order to keep export prices stable. But this presented the central bankers with a dilemma, or more precisely the "trilemma" of the unholy trinity: Gunnland could not keep a fixed exchange rate, free capital flows, and independent monetary policy. Rather than give up monetary autonomy, Duff increased the flexibility of the Gunnish talent's managed float.

The Foreign Office has long made it a priority to find markets for Gunnland's primary goods: wool, lumber, ore, oil and gas. Accepting greater exchange rate instability made Gunnish exporters particularly anxious to find new markets for their goods. In the past twenty years, Gunnland's pattern of trade has shifted dramatically, with Geotri, Elben, and -- yes -- Kadikistan becoming increasingly important trade partners. Duff, who famously about declining terms of trade between Gunnish primary-good exports and imports of advanced electronics and other consumer goods from the South, has welcomed these changing patterns of trade.

This is not to say that ideas don't matter. They do. In Gunnland's trade position, the liberalization of Kadikistan has been a "way out" from what seems like disadvantageous and even exploitative patterns of trade within Gallo-Germania. Increasingly, many important Gunnish policymakers in the Integrity Party, from the hard-right Smith-Gallagher Circle to marxisants like Elizabeth MacAllister Stoke, are using strongly anti-capitalist language.

Will Gunnland become a global leader in a Third Way movement, like Said Madec of Caledonia briefly aspired to be? As of now, Windhaven has been cagey. James Buchanan Blackthorn has kept his distance from the nationalist politicians of the refugee-fueled "March on Trier" movement, but strongly supported Harkaner politicians critical of Trivodnia. He has bristled at Eiffellandian accusations of being soft on Kadikistan, but also publicly lambastes Trivodnian "warmongers."

Queen Julian's relatively liberal attitudes certainly add an interesting element to the mix. She is educated in Eiffelland, and according to her Gunnish critics, more at home in the society of advanced South than her backwards Northern kingdom. Many believe that Schloss Klippenstein will be her permanent home, even after she finishes at the Robert Koch University in Weissenfels.

Queen Julian has been influential upon policymakers, to an extent. Her efforts against anti-Semitism in the Gunnish press, as well as her admittance of Jewish immigrants from Crotobaltislavonia, initially seemed to signal a détente with Trivodnia. But just recently, cracks have appeared within the heterogenous coalition of liberal Gunnishmen: the Trivodnians have very vocally attacked her for "persecuting" her clan rival Duncan MacLeish. Perhaps more seriously, King Albrecht has responded tepidly to Queen Julian's strong claims on behalf of her brother, Joachas, to the throne of Jydermark-Østveg. These events may bring Her Majesty closer to her own government, and the Integrity Party's long-running suspicions of the Eiffellandians and the Trivodnians.

The coming months will be an interesting test of whether Gunnland and her regional allies, Geotri and Elben, continue to develop an independent sphere between Trier and Rurikgrad.

Dear Gunnishman,

The censors are working overtime in Gunnland. The Eiffellandian tabloid Schau! published pictures of Prince Ludwig, the long-rumored love interest of Queen Julian, at a bacchanal with one of his apparent catamites. The strong suggestion of male venery is unmistakable.

Of course, the Eiffellandian Royal Family is suing, but the truth is, they long ago decided to acquiesce to a world where smut is all over the newsstands, not to mention buggery in their palaces. Our beloved northern kingdom has not. It is easy enough to confiscate and pulp the newspapers and magazines from Arundel and abroad that are smuggled into Gunnland. It is the internet which is more difficult to control. Our censor, Fr. Coemgein Gallagher, has developed a sophisticated online censorship program alongside Inter-Services Office 15AR. But sometimes there is nothing to do but block internet access entirely. "In the countryside, your average Gunnishman has never heard of Prince Ludwig," Fr. Gallagher told me, "but in Windhaven rumors spread. We must make examples of scandal-mongers."

It is not only the tasteless and lewd quality of the pictures. Schau! suggests that Prince Ludwig was willing to infect the queen with a peculiar immunodeficiency virus that can only be contracted by buggery.

Queen Julian and the Blackthorn government are eager to ignore the scandal. But if the news becomes 'common knowledge' in Gunnland, it might be used by the right-wing Integrists who are eager to sunder ties with Eiffelland and have Her Majesty return to Gunnland.

Dear Gunnishman,

The recent plenary legislative session of the Thing of All Gunnishmen was quiet according to The Advocate, and hardly covered by the international press but it featured a major victory for women's rights in Gunnland. The Birmingham-Stoke bill is the first bill sponsored by a woman to pass in the Thing; this is more remarkable because of the fact that it is sponsored by two women.

The "woman question" boiled over last summer. In July, Gunnland made international headlines when woolens merchant George C. Fogerty was found guilty of battering his maid, Adelaide Elmert, and was summarily executed. In September, Professor John K. Skylaw made the issue of the abuse of women who work as domestic servants the centerpiece of his special by-election campaign. Although Leader James B. Blackthorn eventually won a tightly contested three-way race, Skylaw's radical "Tarinian rhetoric" in decrying "slavery" in Gunnland certainly drew a groundswell of support. In fact, the Working Ladies' Association (WLA) has tightly regulated this market for a long time.

Woman-stealing was widely practiced in the clanlands for many years, sometimes in conjunction with the "thrae," a custom of left-handed marriage or concubinage, and thralldom. Eighteenth- and nineteenth-century laws against thralldom were largely ineffectual, and these practices only gradually disappeared as industrialization picked up apace. Critics allege that the "thrae" persists in new forms, from clan customs of adoption or "wardship" to the domestic service sector. Since the 1950s, tight regulations have been in place: individuals and families can only negotiate domestic service contracts (annual labor bonds, or ALBs) and via a clearinghouse, the WLA; contracts are on a fixed one-year basis; they must provide basic services for bonded debtors; bonded debtors must be unmarried and between the ages of fifteen and thirty-four. In recent years, ALBs have been traded as a financial instrument, with the WLA becoming like a financial market that speculates upon labor value. This led to a 1978 'Law of Half,' that no more than 50% of bond sales in an annual public offering can go to former bondholders: customarily 25% goes into trust for the debtor, and 25% goes to the debtor's next of kin, though these numbers vary. Critics say that this impersonal and vast market, originally intended to stem abuse of domestic workers, has created new abuses of its own, as wealthy individuals the opportunity to establish patron-client relations with young unmarried athletes, scholars, and other skilled workers in their sectors. Almost all student loans in Gunnland, for example, are secured by ALBs.

According to the WLA 2017, the percentage of Gunnish subjects serving an ALB rose from about 9% to 11.4%, an increase attributed to the number of Lower Marpesians that flooded into the labor market. This is roughly half of the Gunnish population between ages 15-34, but two thirds of the women in this age range. The vast majority restrict consent to work only for members of their clan, though as one would imagine, some inter-clan labor exchanges are more common than others.

About 1 in 9 Gunnish households hold an ALB, though this number is much higher in the cities, especially Windhaven, where 1 in 3 households hold an ALB. Many of these are young people receiving secondary education or tertiary education at the Marian University. WLA analysts expect that this number is artificially depressed by informal arrangements in the countryside and clanlands.

Birmingham-Stoke is a first step, but a major one, towards ALB market reform. It brings the government in as an ALB cosignatory on both the creditor and debtor sides, allowing the enquêteur to initiate lawsuits against both parties for violating the contract. This gives the government more oversight, and more tools besides criminal prosecution to crack down on ALB market abuses. It also brings insurance, as the Home Office becomes a guarantor of the loans. Critics argue that the Thing may have taken on a large expense, if ALB holders default, leaving the government to pick up unprofitable bonds, when workers are injured, for example, or when the coupon is not issued, because debtors decide to get married and leave the market. But others argue that government intervention will bring stability to this special labor market, since the Home Office can simply adjust tax assessments for monies owed.

The Liberals have made it an official goal to eradicate debt peonage in Gunnland within the next 20 years. Thingwoman Catherine Birmingham denies that her intention is to prop up the market, telling Ayr newspapers, "Birmingham-Stoke is about smashing debt bondage and forced labor of any kind in Gunnland. Workers need the freedom to exit labor contracts at any time, with no penalty. This is going to require the government extending credit for student loans and health insurance, in the same way that it guarantees retirement insurance. Only the County of Ayr does this right now. Until we fix this, we are going to be centuries behind the modern economies."

I don't know what to make of Birmingham's desire to make Gunnland like other countries. What other countries boast full employment without government control of industries? Are young women really less vulnerable in Ayr, or in Trier, than they are in Windhaven or Dalmyre-Seaguard? It may be better to keep our harmonious society, where the virtues of service and duty are revered, and where the authority of the paterfamilias is harmonized with the authority of the law. Paternalism has become a dirty word in southern Gallogermania. But the alternative is a society without fatherliness, where people are left behind, disposable and unemployed, or only cared for by an impersonal state bureaucracy. So I say reform, not revolution, on the ALB question.

EDITORIAL: Why the Liberals Are Wrong About "Debt Peonage"

Catherine Birmingham and the Liberals call the Annual Labor Bond (ALB) an example of “debt peonage.” This is out of ignorance. I ran for the Thing myself on an antislavery platform (I am proud to say a Tarinian platform!) last summer, so I do not shirk from calling abuses of workers in this country slavery. But I am also a philosophy professor, and words matter.


The misunderstanding is that the bondholder of an ALB has no legal title to the debtor’s labor, as if the debtor were bonded to pay a debt with his labor. The bondholder has no legal remit to force the debtor’s labor, to detain the debtor, to punish the debtor, etc. If he could, this would be debt peonage, debt bondage, and indeed, slavery. Besides, the “bondholder” of an ALB is no more than a 50% co-owner of the labor bond with the debtor. And the “debtor” is even more of a misnomer: debtors in fact owe the bondholder no debt; they only owe any yield of income they earn that year.

The ALB, then, includes a guaranteed salary paid in advance and managed in a trust. After Birmingham-Stoke, happily, it will be securely managed in a blind trust by the Home Office. The yield for the bondholder is any income earned by the debtor that calendar year. Another way bondholders earn money is by the appreciation of the ALB.


Here is a simple example. It is public information that at last year's annual public offering (APO), I bought my friend Catherine MacLeod Faolain's ALB for t10,000. Happily, this is a convenient figure to explain how the ALB works. My friend Miss Faolain receives a guaranteed salary of t2500 -- 25%. The MacLeod-Faolains receive a sum of t2500 -- 25%. Robert Gunn, the previous year's bondholder who was required to list the ALB at the APO, received t5000 -- 50%. This is the standard arrangement.

As the bondholder I have title to Miss Faolain’s earnings. For example, she won a t5000 prize for second place at last year’s Fell Race. If she were to win second place again, I would recuperate half the value of the ALB I purchased. What are Miss Faolain’s incentives, having already received a salary in advance? This where the bond market comes in: performing her “labor” well should appreciate the value of her ALB, which she and I jointly own, at next year's APO.


This is not the place to discuss the relative merits of the welfare state versus our system. I only say this: in a society like ours, the ALB is a necessary engine of social advancement for young people. Whenever Miss Faolain choses to get married, or simply not to sell an ALB, she will gain control of a managed fund worth many thousands of talents. In the meantime, she has not only secured patronage for her many talents, but supported a family in the process.


The Liberals are right to call out abuses in the system, but not when they abuse Thingwoman Stoke and other reformers by saying that the system itself is the problem. And they are simply in error to use words like "slavery" and "peonage" to describe the system. There is abuse in every labor market: this is one that neither burdens young people with debt, nor incurs general social debt, when we extend credit for them to develop their talents and abilities.

Warm weather at last in Windhaven, and the pleasant excitement that always comes with the end of the university term. And I have only good news to report from the homeland, though ominous clouds are gathering on the foreign-policy horizon.

The Ayr Bourse has rallied to 6200 points, with investors optimistic that a moderate constitutional monarchy will come to power in Caledonia, which will be friendly both to business and regional powers like Gunnland. Another major factor was news that billionaire clan chief Duncan MacLeish was retiring from the board of Lloyd & MacLeish General Maritime Group, passing his voting shares to longtime vice president Mark B. Smith. This has put to an end rumors that the company would relocate its headquarters from Dalmyre-Seaguard.

Queen Julian will summer at Liponia, the summer residence of Countess Mary of Lower Marpesia, in the province of Ruritania, about 120 kilometers east of Île-des-Pins. Her semester at Robert Koch University in Weissenfels was disturbed by scandalmongering tabloids. The Kingdom of Eiffelland's refusal to extradite the perpetrators has strained relations between the countries. The spokeswoman for the Stone Chair, Madeline mD. MacNicholls, denied this was the reason that Queen Julian would quit her main residence at Schloß Klippenstein in Radeberg.

Amidst reports of protests in Crotobaltislavonia, Trier once again repeated accusations that Gunnland allowed Kadikistani troops through its territory earlier this year. Fed up with harassment with false allegations, the Foreign Office has recalled the ambassador to Trier to Windhaven for consultations, pending an apology.

At the same time the Foreign Office has made a strong statement of support for Elben's upcoming summit with Trivodnia. "Elben is our closest ally. We trust them completely," said Foreign Minister Stephen G. Larkin, "If they can help repair relations between Gunnland and Trivodnia, we would welcome that development." Diplomatic contacts between Gunnland and Trivodnia were cut in March.

Army Council: Joint Exercises Near Crotobaltislavonia "Routine," Planned Months Ago

Only 24 hours after the death of President Raoul Farrago, some 30,000 Gunnish and Geotrian troops are headed to southeastern Gunnland for joint military exercises near the Crotobaltislavonian border.

"This joint military exercise between Geotri and Gunnland has been scheduled since December," said Colonel Stephen mA. MacGarry, president of the Army Council, "It has nothing to do with the developing situation in Crotobaltislavonia, which we are monitoring closely." The Foreign Office issued a statement to Gunnland's regional partners, reiterating the Kingdom's commitment to peace and stability in the region.


Churchbells rang from St. Andrew's Cathedral in Windhaven to mark the death of President Farrago. "We had our differences of vision," foreign secretary Stephen G. Larkin told The Advocate, "but President Farrago will go down as a man of peace and a stabilizing presence in central Gallogermania."

Queen Julian is moving into Liponia Castle for the summer, in the nearby Lower Marpesian province of Ruritania, which borders Crotobaltislavonia. She is expected to review a small parade corps of the III Division infantry in the town.

The Free State is concerned by the build-up of Geotrian and Gunnish forces in territories neighbouring Crotobaltislavonia, a nation currently undergoing yet more political turmoil that poses a potential threat to regional stability.

Given Windhaven's previous duplicity in foreign policy, claiming to promote Christian values while siding with the aggressively atheist Kadikistan, we have serious reason to doubt the true nature of the planned military exercises. Trivodnia will continue to monitor the situation with keen interest.

WINDHAVEN. There will be a second Blackthorn Administration after all. Shortly after midnight, Leader James B. Blackthorn negotiated a deal with five of the eight holdout thingpersons from the "independent center." According to the deal, independents and Liberals will take control of the judiciary, while the Blackthorn cabinet will remain the same. Fr. Coemgein Gallagher has also been asked to step down as censor. Queen Julian had asked the parties to come to an agreement after a chaotic period where six thingpersons resigned. The compromise required three additional resignations.

It Has Now Been Months Since Clan Chief Disappeared In Trivodnia.

WINDHAVEN. The incoming enquêteur, Quint Muir, says investigating a government coverup of the disappearance of Duncan MacLeish is his first priority. "This is what an independent judiciary means," he told reporters. The chief of Clan MacLeish was last seen in his Trivodnian villa two months ago, but the news only spread through Gunnland two weeks later. The ensuing panic led to a deadly succession crisis within Clan MacLeish, which Queen Julian is only now assembling the Council of Thegns to resolve. Since MacLeish was a major stakeholder in Lloyd-MacLeish General Maritime, a huge shipping company, there has also been commercial reputations. Rumors of murder have swirled, with fingers pointing at the chief's many enemies in Gunnland, Trivodnia, Pelasgia, and Eiffelland, including the governments of these countries.

But there is a lingering sense that MacLeish did not manage the massive, ongoing monthlong scandal over his uncle's disappearance as well as he might: after all, there is still an Integrity leader, an Integrity prime minister, an Integrity foreign office, and an Integrity home office.

The suggestion the Trivodnian government could have been involved in the disappearance of Duncan MacLeish is so ridiculous to border on the absurd, and could only be the product of a feverish mind warped by paranoid anti-Semitism.

Foreign Secretary Larkin: [When asked about the Trivodnian press release.] "Despite what has been said in the Gunnish press, this administration is one-hundred percent committed to solving the mystery of the MacLeish's disappearance in Trivodnia. WINDHAVEN. Port Stanley is like Gunnland the day before yesterday: there is no free press. Without media presence, is difficult to know what is happening in the small country in Far Himyar. While Paavo Laht has become infamous for his iron-fisted rule in Loago, Ian B. Smith is not quite a household name. But it is clear that his white-minority Commonwealth List (CL) government deserves the censure of the world for violating human rights and workers' rights in the course of maintaining a brutal regime.

Queen Julian has taken a brave stand, asking for the resignation of Prime Minister Smith and expanding the franchise to women and uneducated blacks. So have the students at the Marian that have protested Mr. Smith's apparent refusal to step down.

Bringing Michabarach Foucoža to the Marian was a mistake. Even someone as liberal as Jack Skylaw knew it. Now the troublemaker has stirred up student protests. We cannot convey the shock: Student protestors, at the Marian! It is time to stamp out the dragon-seed of liberalism there.

Most troubling of all are the "ALL" banners and rainbow flags. This is the Angelli-Lexen League, a group of students that claims "the Gunns" (a.k.a. Celts and Scanians in the year 800 A.D.) have "invaded" the Angelli-Lexen heartland, "shackled" the people under the Iron Crown, and "brainwashed" them with the Church. But really, deep down, they claim, Gunnishmen are Angelli-Lexens yearning for Thaumantic freedoms.

Yesterday's protests were not about Ian Smith and tiny Port Stanley, but about Engellex and its revolutionary ambitions in Himyar. If you really listen to these radical ALL students, the so-called "Rainbow Resistance," it is about letting the military-sex-industrial complex of the Isles of Sodom and Gomorrah-in-Far-Himyar invade Al-Kez, Loago, Port Stanley, and ultimately Gunnland. Beware.

Queen Julian Explains the Northern Alliance's Peacekeeping Mission on KGB-1.

VISISLAVA. Large yellow bulldozers pushed cars from the highway, clearing the room for Gunnish tanks to roll towards Banja Luka. Early this morning the Third Division of the Gunnish Army crossed the Crotobaltislavonian border, southbound armor columns and troop transports colliding with northbound refugees. Gunnish troops in full battle gear disarmed border guards and tried to impose some order on the chaotic scene.

"On my orders, the Gunnish Army is deploying into northern Crotobaltislavonia at the invitation of President Valerian Fyodorov," Queen Julian said in a live broadcast on KGB-1 from the Freehold. She continued, "My heart grieves for the people of Trivodnia, but contrary to appearances, this military operation will not assist the invading forces of my royal cousin, Grand Duke Charles, or the stated war aims of the Grand Duchy of Bourgogne. The Kingdom of Gunnland remains a strictly neutral party in this terrible burgeoning conflict. We are the lead participants in an international humanitarian mission under the auspices of the Council of the North."

The queen explained that she has authorized a humanitarian mission to respond to the "urgent national security threat" and "moral catastrophe" of a refugee crisis that already dwarfs the crisis one year ago. The purpose of the mission is to demilitarize the region triangulated by Gunnland, Lake Elbe, and Banja Luka, to enforce a no-fly zone there, and to build facilities for internally displaced Crotobaltislavonians in this area.

"I have the utmost confidence in Leader Blackthorn, Colonel James Gunn Wilson, and the Army Council to carry out this mission," Queen Julian concluded. "I am grateful for the assistance of our allies, for the military men and women of the Kingdom of Geotri that will contribute to this mission, and for the non-military assistance of the Kingdom of Elben. I have every reason to expect that the coming weeks and months will show the world that our northern alliance is a powerful force for the peace and stability that Gallo-Germania needs."

The Free State of Trivodnia wishes it could believe the words of the young Gunnish queen, but given Windhaven has shown time and time again it prefers Communists to Jews, we cannot help but suspect this intervention is designed to aid its puppet masters in Ivar secure control of the Three Seas region.

The one who typed that message was either shtting himself for fear of the Kadikis because of which he made mistakes in that statement, or decided to take the remaining blud or weed stocks at once before the Kadikis come and then typed that message in. Or the man got drunk of the smell of alcohol because the Kadikis are bombing Amstov with filled vodka bottles."
Remark by the person sitting next to him: "Well, with having 500,000 Kadiki soldiers in Trivodnia, you can count on it that the Kadikis have enough empty vodka bottles to use that as ammunition."
