The Union building was imposing and it stood on Mitzesskop surveying the city of Pretoria. uniformed attendents stood waiting by the great collonaded entrance awaiting the arival of the Delegates from SEEDTO

Sauer had prepared for this meeting, and he hoped to quickly discuss an Agenda for the following talks which would give solid foundations for the future of SEEDTO

The Ascaloni Foreign Minister was currently busy preparing for Umbazi diplomats, and instead sent his second to come to Pretoria. Asiya Abdallah was a woman in her late thirties. She was not affiliated with the Catholic Church, and was in fact a Uroduah. She was one of the few people fighting for a greater representation of Islamics inside the Ascaloni government. She had flown to Pretoria in one of the Foreign Ministries jets, she was ready to begin the discussion as soon as possible. And was equally as willing to prove herself.

President al-Otari was out of the country, so they sent Foreign affairs Minister Roger van Wyk to handle the newest summit. As more representatives from the member states poured into the room, Roger quickly scarfed down a cheeseburger he got on the plane to Havershaw. He took a drink from his soda and sat back up in his chair to begin the discussion.

"I hope we can accomplish more today than we did in Paris." said Roger.

Roger looked around the room and noticed that most of the representatives were lower ranking in the political chain. Despite that he hoped they would accomplish much at the meeting.

Vases of Gerberes in multitudes of colours stood in recesses in the walls of the great ante chamber of the conference suite.
A Clerk handed out a neatly folded document on thick quality paper.

The title of the document read: "Proposed Agenda"

1. Conflict resolution
The recent trouble regarding Umbazi/Ascalon has given us cuase to suggest an official Concilliatory body to promote SEEDTO and manage our united and individual responce to events as they unfold.

2. Economic Considerations
What is the state of our Economies, what we want from each other and how we can progress. What aid can we offer to Jurzan.

3. Millitary resources
As we are a defensive alliance, we should make clear what our liability is to one another and what our responce would be under certain circumstances

4. Communication
How Often should our nations meet? What proceadure should we adopt for contacting one another?

His Excellency Minister of External Affairs Orhan Abd Nasir, HoE walked into the ante chamber and nodded at the other diplomats. The room was tastefully decorated, if a bit over done for his more simple tastes. Taking an agenda from a minor functionary he scanned the page. It was a good agenda and promised, he thought, to be productive.

Nadarejshvili, who had just arrived, was briefed on what has been discussed and approved of the agenda. He was happy to be among like minded people.

De Kalk the Prime Minister of the Kugelan free state appeared in the room, he was accompanied by the Foreign Secretary Jacobus Sauer, whom had been at the conference in Paris.
As De kalk began meeting and greeting his guests Sauer made a bee line for Orhan Abd Nasir the delegate from Cakistan. The Foreign secretary wanted to make amends for not leaving with Nasir at Paris.

The Doors to the main chamber were opened, delegates were allowed to enter in their own time, not to be herded like cattle.

De Kalk himself went through straight away and took his seat at the table, in the interests of fairness the great rectangular table had been replaced by an equally large circular one. There was no "Head of the table". delicate but ornate crystal decanters sat on the table top by every seat, next to it a brightly polished solid crystal tumbler.

As the attendee's began to file through and take the seats alloted to them De Kalk greeted each one in turn and welcomed them to the Kugelan Free State and the City of Pretoria.

"Ladies and Gentlemen"​

De Kalk began, paying special attention to the fact their was a female present.

I have spoken to each of you only briefly, but I hope to achieve a greater level of understanding of your foreign priorities as this meeting continues.
If we are able to make some agreements today I would be honoured if you would take a short internal flight with me to the Capital city of Havershaw for any signings.

If you have no objections to the content of the Agenda, perhaps you would allow be to begin with the first item, conflict resolution.​

De Kalk allowed for any objections to be voiced before he continued

"I have no objections, however Ascalon would love to talk about how far the economic 'unity' of the alliance will go, and of course the Umbazi situation. We just want to make it clear to everyone here that we are working for a peaceful solution to the Umbazi situation. If all goes well the military's of both sides will begin to back down and we can all move on." Ms. Abdallah stated. She had been given instructions to make the cool down of the Umbazi situation very clear. After speaking she took a drink of her water.

I Do not wish to argue with you ms Abdallah. But we need to have some sort of assurance in place that this will never happen again. We have all had a diplomatic crisis to deal with including the loss of alot of foreign business which will in this country cost good, honest men their jobs.
It can't happen again​

De kalk addressed his next point to the rest of the room

To what extent do we wish to act to defend one another? If Indeed we can.​

"I have a statement here from the the Ministry of Defense. You can each have your own copy." Ms. Abdallah said before passing around manila folders containing the following document.

The Ministry of Defense views regarding the SEDN and the SEDF.

1) We believe that the armies of the SEEDTO members should participate in either partial or complete merging. This will make any response to attacks or threats much quicker and much stronger.

2) A General should be chosen by popular vote to lead the SEDF. The electors of this General will be the Ministers of Defense from each country involved in the SEDN. This General will in no way have absolute command over the SEDF, and will take orders from the electors.

Minister Nasir raised his eyebrows at this point. "I believe it was our clear intention in signing onto this alliance that it is a complete defensive alliance. If any one of us is attacked we are obliged both as a matter of law under the treaty and as a matter of national honor to devote full efforts on behalf of those who have been attacked."

"That said, before we go into what if any military integration we should embark upon, I believe we should discuss how the alliance will be led politically. The United Emirates propose the creation of a Southern European Council that would be the primary decision making body for the organization. Each nation would assign a permanent representative to said council and that council would be empowered to make official decisions for the alliance. We also believe that such a council should meet at the Head of Government and or the ministry level at least once a year. The Head of Government level meeting would set the agenda and goals for the organization for the year, which would then be implemented by the permanent representative. Permanent Representatives would of course have the rank and status of Ambassadors."

(OOC: We would only RP Head of Gov meeting regularly and use Permanent Representative meetings during crisis situations or other ad hoc meetings.)

"I completely agree with Mr. Nasir. I also believe that the meeting place of the representatives should either be in this building, or some other building within Pretoria. Since the Kugelan State has already made great steps in bringing the alliance together as an acting body." Ms. Abdallah said, already imagining the proud look on her mothers face when she heard that her daughter had been given the role of the SEEDT representative for Ascalon.

"The Republic of Jurzan is unwilling to partially or completely merging the armies of the SEEDTO member states. While we believe in the cooperation and information sharing of our armies, it is unconstitutional for our Government to approve giving anyone other than the Shura Congress control over the Jurzani Defense Forces. However, we do agree that a council should be formed.

Another thing, because we lack key countries, we cannot do many things. SEEDTO should be largely isolated, defending Himyari interests when Himyari Nations are clearly in favor.

What key countries do we lack? Other than Harj of course.

"While I understand were the Republic of Jurzan is coming from, I must disagree. The whole idea behind this alliance is unity, and giving at least 1 full division of soldiers should be mandatory to all members. This will make the Southern European Defense Force an actual defensive force! Otherwise, the SEDN will be utterly useless."

"If we must get into the military situation now, I think it is clear there is no realistic way for Jurzan to contribute anything near a division of troops. Indeed, as far as I can understand the entire JDF, understandably I might add, consists of less than 2 regular divisions at this time. However, I cannot see how we can have a military alliance without some shared command. At least on joint maneuvers or during joint task forces. It seems to me that if the military command is subordinate to the Southern European Council, which includes a representative from the Shura Congress that might suffice for the purpose of the Shura Congress maintaining civilian control over the JDF?"

"Yes let me make something clear as do avoid confusion. The proposed General of the SEDF would still answer to all of the governments of the SEEDT. He could not conduct offensive maneuvers without the consent of all of us. However he would have the power to conduct defensive maneuvers."

"I am merely a diplomat here, I am just stating what is written in the Jurzani Constitution. To what extent can he conduct defensive maneuvers, you must understand I am concerned about the creation of an actual army under SEDF control."

We do not have a large standing army, only certain parts of our millitary are available at a moments notice, this is obviously why we are concerned.
We would however be able to provide a good number of soldiers if we were given time, explaining the calling up process might take some time. and it is very costly, we also have no real way of transporting our soldiers abroad, we have no navy. We do have some air transport but again getting the right number of soldiers abroad quickly might prove difficult.​

"The Ascaloni Ministry of Defense is willing to help it's allies in transporting the soldiers. However getting them from Kugelan would prove difficult. Perhaps a Ascaloni merchant fleet could pick them up? While we are landlocked we do have many merchant vessels shipping oil abroad, thanks to the Cenetian pipe-line."
