The Hellenic Union will be made up of three bodies:
The Hellenic Council, an assembly with delegates from every province of all signatory nations. The Hellenic Council will not have legislative or executive powers but will be able to express the opinion of the delegates of the Hellenes via public announcements and will be in direct control of the two other bodies of the Hellenic Union. To approve a decision 51% of the delegates of all signatory nation and 2/3 of the Assembly will have to agree to it.
The Hellenic Cultural Preservation Agency, an agency made up of volunteers from signatory states and funded, stuffed and equipped entirely by signatory states as well as public and private donations. This agency will help record and protect the cultural wealth, history and traditions of the Hellenes as well as preserve the Monuments and historical sites of the Hellenes across the ages. It will also take part in archaeological surveys and museums. It will be under direct command of the Hellenic Council.
The Hellenic Blue Cross, a humanitarian organization made up of volunteers form signatory states and funded stuffed and equipped entirely by signatory states as well as public and private donations. Though we would like to see the Tyrrhenians unite with the Ionians once against in one single family, as we are already brothers, the recent events in the Confederation of Ionia is what makes us skeptical in acknowledging our membership in the Hellenic Union. The arrest of the SOKI members of the parliament seems to be more likely a political persecution, when they were arrested even before any commission would say that they are accused. Also, the fact that they immediately confessed of coordinating an organized crime syndicate, after they were less than a day before arrested, makes us to believe that the whole investigation and arrest is a plot to try to destroy a popular left-wing party. We will not sign Tyrrhenia's membership into the Hellenic Union, when the Ionians are persecuting left-wing politicians.

Our signature will be granted only if the Ionians will accept a Tyrrhenian commission to investigate the matter and another commission that will make sure that the trial is fair and transparent. We will not allow political persecution to take place in a country that is our brother and which calls itself the father of democracy.

Signed,
Thanasis Laskaris,
Warden of the Tyrrhenians

While we are deeply saddened by the fact that you the events in such a way and are not interested in joining the Hellenic family it would seem hat your statements are a hypocritical attempt at intervening with the business of Ionian justice. Almost a day ago you arrested ex-Premier Alexandros Raptis for "right wing deviationism" effectively arresting him for his very political beliefs, breaching basic human rights! We will most certainly not surrender our justice system to a nation that arrests people for following certain political beliefs. And on your accusation of politically motivated arrests we would like to remind you that about half a month ago members of the governing party were also arrested for tax-evasion, showing that we only care for justice and not for political beliefs a statement reinforced by the fact that not a single communist MP has been arrested. Finally these persons confessed to their crimes on their own to ensure lighter sentences as there was a large amount of evidence directly linking them to terrorist attacks on a refinery and two freighters. We will not grant you control over our legal system over a petty signature and we remind you that political prosecution just took place in your nation yesterday.

There are clear differences between the arrest of Raptis, who framed the last elections of the Socialist Republic and organized a cell that was preparing a coup d'etat and your actions. The accusation of "right-wing deviationism" is used when someones prefers to betray the interests of the people and his community as a whole for his own good, being ready to even harm the said community. In Tyrrhenia, even before the Post-Delegationist Sacred Revolution, someone could have supported and striven for liberal or even conservative politics and they weren't even frowned upon.

The arrest of the SOKI parliamentarians is another completely different thing, because until now, SOKI was a rising left-wing party that was a menace to the corrupt, capitalist status quo. They have confessed to the accusations under the pressure of their future butchers. We will not accept such actions and the transformation of the Diadokhoi homelands into a distopian society in which free ideas can exist only when they are small enough to be insignificant. We hereby offer asylum to any member of the SOKI or the KKI that suffers from the Ionian persecution.

SOKI was organizing a coup and a civil war which was narrowly avoided. We will not in turn allow the Hellenic world to turn into a communist dystopia where one cannot hold any beliefs they want to. KKI has never been prosecuted and will not be as long as its members do not breach the laws of the Ionian Confederacy. As such no KKI or SOKI members require your "protection" and no SOKI members that have been arrested could possibly flee to your nation. However they are free to do so if the trials find them innocent.

After negotiating with SOKI, KKI and the legal officials we have come to a compromise which we think might be of your interest and approval. A special court made up of a jury of 2 MPs form each party in parliament and 10 randomly selected civilians, with the whole procedure overseen by a Tyrrhenian committee to ensure the neutrality and transparency of all sides. Additionally we will allow a Tyrrhenian committee to look into the event but it will access to no documents of classification b- or higher. The committee will not decide the fate of the accused but this will be done by 3 supreme court judges, whom are considered neutral and have the approval of the accused SOKI MPs and members. Additionally all persons who have confessed to their crimes will be relieved of that confession and be put back into the trial to ensure its fairness. Once again all this has been decided with the approval of the SOKI members and MPs themselves. if you are in agreement with this compromise we kindly request that you join the Hellenic Union. if you have any problems with this compromise please let us know and we will do what we can to improve it.

We accept the current proposal of the Ionian Confederation, with the condition that no B classified documents are to be used as evidence against the arrested persons. The Citizen's Councils will decide on the formation of the commission and will sent it in time for the beginning of the trial. When everything will end - cordially, we hope - we will sign our entrance into the Hellenic Union.
