To the government of the Democratic Republic of Kadikistan

Being aware of the fact that the World Republic and the leaders of Kadikistan do not see eye-to-eye on many issues and have differing long-term goals and being furthermore cautioned by the public protest of Col. Dimitri Leninov against my public stance on the Ivernian civil war, I regardless do believe that there is common ground to be found in short-term cooperation and that mutual interests align in a selected number of avenues. More precisely, I do believe that our strategies in regards to the Milesian rebellion against the state of Ivernia are not mutually exclusive and may, in fact, warrant a combined effort.

The duress and the hardships of the civil war have weighed heavily upon the Milesians and political and strategic disagreements within the Republican movement may soon erupt into an internal power struggle. It is the World Republics intention to prevent such a devastating and harmful conflict by giving those who wish not to throw their lot in with the growing Leninovist influence in Milesia an option to leave the conflict without turning traitor to the cause of Republicanism. We request that Kadikistan does not interfere with this operation, advises its operatives on the ground to allow those who wish to leave to do so and utilize its influence over Leninovist element in Milesia so they part with other Republican factions in good faith.

We realize that this will initially be a setback to the cause of Republicanism in Ivernia, but it will stratify leadership and prevent internal power struggles. Furthermore, the World Republic is willing to begin the shipment of supplies to the remaining Republican elements, regardless of their Leninovist affiliation. This will include ammunitions and military hardware. We, however, intend to maintain secrecy in this operation and thus request that the supplies are coordinated via Kadikistani contacts and that ships ferrying the supplies to Milesia be flying Kadikistani flags.

Dear Comrade President,

The people's government of Kadikistan can not agree to your proposal as it will severely weaken the Milesian Republican Movement. Dividing the Milesian forces in such a critical moment will have disastrous consequences for its ability to resist the renewed offensives mounted by the Ivernian Imperial Army and their Burgundian allies. We are sure that you and your government realize this, which leaves us to question your nation's commitment to the Milesian revolutionary struggle. If the Republic of Milesia is to survive we will need every single soldier available. Therefore we have decided that we will not allow you to 'evacuate' potential traitors to the republican cause. We acknowledge that Marxist-Leninovist influence is growing among republican ranks, but this is mere a part of a natural process that according to our socio-political analysis will eventually occur in every leftist movement struggling for a better future.

Unlike the defeatist standpoint that your office has proclaimed we will stand by the Milesian republican cause until the final victory. Any attempts from your government to further divide the republican movement will be considered a sign of aggression toward the Democratic Republic of Kadikistan and will be answered accordingly. It is, however, our most strongest hope that you and your administration will reconsider your stance on the republican cause. Together both our nations can turn the tides of war and cooperate on creating a truly worthy Milesian leadership that can form a strong fist against the imperialist aggression. Such a leadership would naturally be divided equally between our two visions on socialism should the Socialist World Republic be prepared to direct as much resources towards the republican cause as Kadikistan has.

Marshall Leninov,

I must very strongly urge you to reconsider your stance. Please forgive me, for such an undiplomatic and candid tone, but the rejection of my offer by the government of Kadikistan is bordering foolishness and at the very least, fundamentally mistaken in its reasoning.

The Milesian forces are divided as it stands right now. Kadikistans leadership is gravely mistaken if it believes that the Republican movement at large will bow to a Leninovist leadership and trying to force those opposed to its policies into the fold will only serve to ignite an internal powerstruggle, that will hasten a fascist victory in Ivernia. Your government can not possibly believe itself capable of maintaining a two-front war, while dozens of countries across Europe flock to Ivernias support against a Republican movement that has been thoroughly discredited by Leninovist involvement.

And the Kadikistani government surely is gravely mistaken if it believes it can bully the Socialist World Republic into supporting its policies. I advise you, Marshall Leninov, to take a long, good look at the strategic assets at your disposal in this conflict and then rethink, whether you could really afford yet another enemy.

What the Socialist World Republic has offered you is a very reasonable deal: the SWR will proceed with the extraction of those amongst the Republicans who wish to take that offer to the SWR. In return for Kadikistani non-interference with that endeavour, it will gain an army in Milesia that, albeit smaller, is reliable and in line with its own policies. The loss of personnel will be compensated for with materiel and supplies by the SWR, ensuring that the Leninovists can continue their struggle.

The SWR intends to proceed with its operations, regardless of Kadikistani approval. We are offering you a deal that we feel will benefit both of us. Rejecting this deal will not lead to an abortion of our plans, but only to us considering Kadikistan an obstacle rather than a partner.
