Diplomatic Communique

The Republic of Asylan wishes to request a stronger connection between our two countries regarding the region of Himyar and its stability. This would consist of a number of economic and military agreements regarding the protection and continued safety of Asylan and Etnaean interests in Himyar.

1. The mutual protection of commercial vessels passing through Himyar waters.
2. A trade agreement to be outlined later in discussions.
3. The full use of Erdenshire as a port of call for Etnaean military and commercial vessels within the region.

Further provisions can be added upon future negotiations. We hope that this can bring our two countries together in better relations.

Though under slightly altered circumstances, such an agreement would be palatable to myself, this office, and the Crown government, recent events have dictated a revision of the Etnaean Kingdom's geopolitical priorities and overall foreign policy. It is with that statement in mind that we hope the following sentiments and declarations are understood, as expressed henceforth:

First, that the Etnaean Kingdom's interest in Himyar in general and the Eastern Cape in particular is diminishing. With referendums on Dumnusiga's status tentatively set to occur some three months from now, the Etnaean Kingdom would refrain from making any concrete agreements as concerns Himyar until the conclusion of that plebiscite.

Second, that the Etnaean Kingdom will always consider economic pacts, treaties, and the like when proposed, but will never do so in the context of a broader military-related agreement.

Thirdly, that Erdenshire does not represent a significant boon to either Etnaean military or commercial endeavors in the region. Furthermore, with both spheres of activity gradually shrinking, the facility's utility to Etnaean forces is or would be marginal and questionable at best.

Fourthly, it has and will continue to be the policy of this and all subsequent governments to respect, protect, and secure the inviolability of the trade lanes and transit of commercial vessels. Neither this office, nor the Crown government, nor the Sovereign feel the need to reaffirm the Etnaean Kingdom's commitment to that course.

It must also be said that the Etnaean Kingdom cannot, in good conscience (and in the spirit of pragmatic sensibility) support the actions of Asylan in the Eastern Cape. While we had expressed perhaps only cordial indifference to Asylan's participation therein, the support for unilateral declarations of independence in the country's southern end will be sure to cause some repercussions among the Communist powers. At the present time, the Etnaean Kingdom is neither able nor willing to engage itself actively against the Red Bloc, especially not over a country as--frankly--troublesome and worthless as the Eastern Cape. It is on the basis of that concern, in addition to those listed above, that the agreement proposed by the Republic of Asylan is now refused.
