Himyar Square was at the centre of Propontis' Pan-Himyari district, an art-deco segment between the Old City of Christoupolis and the newer suburbs of the port districts. Reminiscent of a time when Pan-Himyarism still seemed like a viable ideology to the Pelasgian intellectual elite and populace, during the Attalid Reform, the district housed the headquarters of most important Himyari organisations and companies in Propontis, both Pelasgian and foreign, as well as the consulates and embassies of the Himyari states and a sizeable population of expatriates from the rest of Himyar, both temporary and permanent.

Given its character as an international district for all Himyaris of sorts, the district was notorious throughout Himyar for being a meeting point of all sorts of clandestine organisations, crime syndicates and intelligence agencies. The police mostly avoided dealing with the first two, as long as they did not harm any locals, mostly so as to avoid accidentally interfering with the third group, which more often than not involved the Krypteia.

Sitting at the balcony of a second-storey ouzerie, two men, dressed in tropical clothes typical for late-spring Propontis calmly discussed over a cup of ouzo, surveying Himyar Square with through their sunglasses.

"Did you hear about this Himyari People's Union business? I'll fancy we'll be hearing and seeing a lot more of them around here."

"These Nethians are fools. They'll never overthrow the Pelasgian Throne with a communist revolt, no matter how many regional rebels they get on their side. Pelasgia hasn't even gone through liberal nationalism yet; if anyone's abolishing the Throne, it'll be the bourgeoisie."

"That's what they used to say about Kadikistan. And look where the Kadikistani Czars are now."

"And the Laskarids learned from their cousins' failure: they keep the Pelasgians fed, they let the Church run the schools, and they field a professional army. If it's anyone who'll be un-crowning the eagle, it'll be some republican officers funded by some shipping magnate or another."

"Well, it was some Melingian teenagers who blew up the last Regent."

"Yes. And now we have another Laskaris in his place. How convenient of the Krypteia to slack on that day."

"2000 AKs to Antiperama. Payment in Engellexian Pounds."

"HPU?"

"PSHC."

"Damn..."

"Deal or no deal?"

"Deal, deal."

"Don't worry, I've also got an HPU one. Nzadiland, 500 AKs, another 200 for Port Stanley."

"Engellexian Pounds?"

"As always."

"Deal."

Agents managed to get a hold of contacts of Max Henry's wife through past links of his to the Propontine and international udnerworld in Himyar Square from his money laundering days. A meeting has been scheduled, and Mr. Henry's wife has expressed initial interest in cooperation with the Throne in pursuit of our interests in Nzadiland. Rewards indicated include (i) a complete pardon to Mr. Henry for his past money laundering activities; (ii) significant monetary and other support; and (iii) a direct role in a new Nzadi regime. For the complete details of the scheduled meeting, see Annex 1.

Jean-Paul Cornet was harder to contact, though agents of his were reportedly making expensive purchases from high-end stores usually reserved for the European nobility and elite in Propontis, and our agents were able to get a hold of them. Our payment for certain goods pleased them considerably, and we were able to secure a permanent direct contact with Mr. Cornet. Though Mr. Cornet has not yet been converted to our cause the promise of (i) recognition by HIM as a Monarch; and (ii) the promise of significant funding to fund a luxurious lifestyle with Pelasgian elite goods has induced his to consider our offer. As a sign of good will Mr. Cornet has informed us of raider movements through his territory to the Antiperama Colony (see Annex 2).

Jean XIII's agent were the least illustrious of all, and the easiest to find, not in the least because two of them were in the custory of HIM General Directorate of Police for engaging in illegal drug trade, as well as suspected participation in human trafficking out of Nzadiland. In exchange for quiet deportation back to Nzadiland of the two detained individuals and promise of significant monetary inducements and arms support, Jean XIII has been convinced to establish a permanent liaison with HIM Secret Service. He has vowed not to resist any of our movements through the Antiperama Colony-Nzadi Frontier, which we have presented as efforts to end colonial rule by the Nzadis in Himyar. He seems to have little interest in ideological matters and cares about pure power (for a psychological profile, see Annex 3/A). As long as we can convince him that we are the strongest power in the region and the most likely to win, he will most likely take our side. Our liaison has made overtures to this effect citing our success in the Far South, and the success of the Kéké who aligned with us over the previously stronger Kintu, while avoiding any mention of our designs from the north, for now. For a complete report on inducements, see Annex 3/B.

Our permanent contacts with Jean-Baptiste Katambi and the exiled Nzadi elite have convinced the aforementioned assets to assemble in Propontis to form a Transitional Council to proclaim itself as the legitimate successor to the Nzadi colonial authorities. Our contacts have tacitly promised eventual recognition of the regime, once our forces have established a safe foothold in Nzadiland. VII Directorate General has established further links with educated Nzadis in Propontis who could align with our cause and serve as the basis of a civil service for the new regime, and has contracted the PSHC to organise them accordingly. V Directorate General has recommended a public announcement of the Transitional Council via PAHINA to lend it to more legitimacy and lay the groundwork for its proclamation as the formal government recognised by Pelasgia. We echo their recommendations, as outlined in the plan in Annex 4.

Signed,
Lt. Panteleimon Konstantinides
Propontis Operations Director
I Directorate General, Himyar Division
