We have taken note of the offer by the Franks to assume the debt owed by the Ostmarkians to turn the heat back on. We have for many years had cordial relations with yourselves, our counter-part in the west. We are not as inhumane as many of the Democracies try to label us as, in their own, self righteous orating to the world.

Do we wish to see Ostmarkians die in the frigid temperatures? We do not, however events unfolding in our neighbor, and the complete lack of consideration to affairs on-going within the halls of the interim government are disturbing. It is quite apparent that this is a slogan of forcing democratization at all costs, proving once more that these democracies are nothing more than terror by many versus terror of a few.

If the democratic world truly supports the calls for democracy and wants to support democratic initiatives within Ostmark it is appropriate for them to join in the calls demanding the immediate cessation on the destruction of state files. The continued destruction of these records will undoubtedly let hundreds of guilty conspirators remain free from indictment for atrocities committed against the population of Ostmark. Considering the high level position held by Ludwig Bohmer under Grasser, and that it is he himself who ordered the destruction of these files, it is very likely he is not only protecting others but himself from potential prosecution and death at the hands of the Ostmarkian citizens.

But I guess letting those who carried out the rape of Ostmark be absolved and disappear into the darkness is perfectly acceptable, so long as democracy is restored......for it is "democracy at any cost", obviously the cost is the countless lives that were lost under Grasser. If Bohmer did not have ulterior motives, would he not concede and end the destruction of these files in a sign of goodwill gesture?

We know that your nation is more rational than that of the appeasing Eiffellanders, so we know these as well are questions you must be asking yourselves as well. We would accept the offer you have given, however our standing demand to the cessation of the destruction of these records stands as unmovable, everything else we are negotiable on within reason. It is quite ironic that we rule in absolute in Kremlyov, yet it appears we care more for the justice of the citizenry than the democratic world. Join our calls for Bohmer to cease his hiding and destruction of evidence of criminal actions of the former regime he served as a high ranking official in, and we will accept your offer in principal and as a sign of good faith we would resume some supplies of natural gas to the Ostmarkians until a final agreement can be reached.

Minister Ignatyev,

Let me begin by saying that we share many of your concerns. The Imperial Government has many questions for the new government of Ostmark and has similar objections to the destruction of files. While many would agree that it would be inevitable that some files might be destroyed in such a transition; we have noted that this is a particularly vigorous campaign. We, of course, will be submitting our own inquiries to the new government. The Imperial Government has no love for democracy "at any cost". There is no telling what such a philosophy can result in. We are extremely concerned about those who take this stance.

The Imperial Government is deeply thankful for your decision to allow gas to flow until such a time that a final agreement can be made. We, like you, value justice. The decision to keep the gas from flowing punishes not the wicked, but the people of Ostmark who have already suffered. There is little room for the decisions that Ostmark has taken. The Emperor is deeply concerned that if the gas were not flowing, the winter would be devastating to an already downtrodden population. By assuming Ostmark's debt, we ensure you that the Imperial Government will stand by our word and that the debt will be settled.

His Imperial Majesty wishes to offer his personal gratitude for considering this arrangement and remains in your debt. We will not pursue justice, though justice we want. We will not punish, though punishment may be just. That is for Ostmark to answer for and to decide. The Imperial Government will pursue the truth- for it is the truth that may bring justice. For a true justice, reconciliation within Ostmark must be achieved.
