In recognition of the grace and value Elbener's bring to the greater Westernesse region with the Augustine Islands protectorate: we wish to include the Augustine Islands in a developing regional trade agreement between influential Westernesse nations such as Ambrosia, Johnston, and Sylvania. In these dynamic and potentially dangerous times of instability in Gallo-Germania and a growing problem from the Implarian periphery: we seek a closer relationship with the Augustine Islands in the spheres of maritime commerce and security.

Closer to Elben: our genuine prayers are with the Holy Tiburan Empire in waiting. The providence offered by Gallo-Germania's conservative institutions could broker stability in that region that is uncertain in the absence of a consolidated north-central order. We would offer our full economic partnership to that order alongside the Augustine Islands and Port Stanley holdings. And while the past is possessed by Elben and Gunnland's heroic presence, we pray forward into the future for protection and prosperity under a renewed global order from the Empire and her Westernesse ally.

At this time, His Imperial Majesty is open to furthering relations with the Augustine Islands' near neighbors, including measures to increase fair, balanced trade and the safe, orderly passage of visitors to the Islands' many tropical destinations. In times past Sylvania has been an important partner in the training and equipping of Elben's submarine force. These experiences give His Imperial Majesty great confidence that the proposed trade agreement.

The rough constructive terms that the Augustine Islands are invited to have been laid out as follows:

1. TARIFFS: Hitherto the contracting parties shall reduce tariffs at a level of ten percent every year until they are rendered down to zero mutually and productively.
2. DUTIES: Let it be known that only goods produced in Westernesse and its signatory periphery shall be considered duty free. A minimum threshold of SIXTY-FIVE-PERCENT of the good must have been produced OR put together in a signatory state.
3. STANDARDS: Participatory powers shall endeavor to align health, safety, and industrial standards to a common base level so that interstate trade is legally possible. Committed states therefore pledge to inform and enforce these customs and standards proactively with well trained and inter-agreement accountable law enforcement officers.
4. PROPERTY: Signatories hereby agree to respect and enforce the integrity of financial, industrial, and intellectual properties of signatory states, the corporations that comprise them, and individuals that innovate with possession of their passports.
5. COMPETITION: Intercontinental corporations that can prove homogeneity to Westernesse and signatory peripheries shall be afforded full rights to bid on projects and offer other competitive services within signatories as if they were domestic businesses.

The language and terms contained are still under development between Ambrosian, Johnston, and Sylvanian authorities - though we have insisted that the Augustine Islands and by extension Elben are offer a valued voice to these agreements as they develop for the benefit of Westernesse and its periphery.

We will continue to study these provisions and their possible impact on the Augustine Islands. It should be noted though that as a general principle, large supranational economic bodies are avoided by Elben. It is preferred that economic activity remain at home as much as possible. Is it required that a body must accede to all the provisions to take part?

This weekend the Westernesse States of Ambrosia will deploy an offensive fleet arcing south or supportively through the Augustine Islands with an ultimate destination of Imperial Justosia. The Westernesse States are prepared to offer competitive fishing contracts and regulation negotiations to the Augustine Islands, as well as an investment of fresh surveys for petroleum that entice so many foreign investors to the region.

Let it be known most certainly that the Ambrosian does not cast a critical judgement upon the nature of inheritance as the Sylvanian and her allies do. In the case of the Justosian we duly theorize that political opportunists have hijacked the vacant value of Aurarian inheritance into fool's gold for discovering opportunists.

Pledge us port and commit a constructive continuation of Implarian government towards that which has existed for some decades now. We suspect that an Oikawan, Touzenese, and Post-Delegationist eye does peer down at the colony states of the Augustine and Justosian islands. In this we continue to appeal for a common trade and security agreement for Ambrosia and the Augustine Islands.

With elements arriving and forces of the Democratic Defense Initiative shifting in the immediate periphery of the Augustine Islands: the Westernesse States of Ambrosia remind our Imperial Allies that we are deploying a fleet to and through the Augustine's in the coming days. We request a pledge of safe port in return of continued support for the Empire's claim to the island chain.

Re: Passage of naval fleet units

The Empire sees no problem with the peaceful passage of friendly naval units through the waters of the Augustine Islands and port of all visits to the capital Hedwig Harbor.
