The Continental Republic has watched the growth of other alliances, namely the ODS and Rurikgard, with concern. With the increasing fracturing of global society into military alliances and trade blocs, it would behoove the DDI to take in new member nations that are dedicated to the defense of freedom and democracy. We have identified a few nations through our observations that could be good candidates for membership. Firstly and most naturally in our view, with the understanding between Pohjanmaa and Nedernesia, we believe that the Nedernesia, while not militarily powerful by any means, should be targeted for entering the DDI fold as an alliance member. Their economic connections and pro free trade attitudes would be a powerful addition to the alliance.

Secondly we have identified the Westernesse States of Ambrosia to be a nation willing to put their lives on the line in the defense of democracy and freedom. Their military and economy would, once again, be a powerful addition to our alliance and would help us meet any of the other large military or trade blocs with our own equal if not more powerful forces.

Lastly we made overtures to the Aurarine Republic to seek out talks with the DDI alliance. While they are currently being courted by the ODS, if we were able to convince them to come to our side or at least have a military understanding with the Aurarians, we will gain a foothold into the tumultuous region of Gallia. Conflict in Gallia is seen by many to be inevitable, whether it be between the Serazinist snakes and Rurikgard, the ODS and Rurikgard, or some combination of all three. Staying free and clear of the Gallian quagmire suits Sylvania just fine, however there are elements within our government and within local politics that believe that Sylvania and by extension the DDI should be defending democracy everywhere, even if that means getting involved in Gallia.

The jury is still out on the third option, however we believe and hope that little debate would be needed in bringing Nedernesia and Ambrosia into the fold. We await the opinion and comments of our esteemed partners.

The opinion of the Commonwealth is that the expansion of the DDI is not something to be handled lightly. Even still, we welcome the discussion.

We understand first and foremost in the interest of bridging the gap between the pre-existing arrangements between Nedernesia and Pohjanmaa. We sponsor any movement forward on this issue. That said, there is an impasse. Nedernesia maintains a monarchy, the old monarchy that once ruled modern Pohjanmaa. This is something that may put difficulty in our talks; however, they do have an out clause. The monarchy will end once an heir is no longer provided for. Upon prior treaties Nedernesia is expected to return to Pohjanmaa. It is not our expectation that this is politically feasible after so much time and conditions have passed since 1960. Thus, DDI membership may prove valuable.
For the case of Ambrosia, it is our understanding that their work with the Sylvanian people has proven helpful to both Sylvania and the DDI already. We defer to Sylvania’s opinion lacking experience of our own.

For the question of Auraria, it is our understanding that they court many alliances. They have spoken with the ODS, then they tried a new pan-Galla movement. They search for a place to belong. They cannot place one foot in each pool. If they wish to join the DDI then they must commit to it. They must want to be part of DDI and only DDI, not because we are of convenience. If that is truly the case, we welcome their republic with open arms.

Recent events have shown that democracy in Nedernesia has been threatened and can, under the current circumstances, be considered perpetually threatened unless robust security guarantees back it up. As Director Faraday emphasized, there are certain benefits to expanding upon the existing security agreement between Pohjanmaa and Nedernesia in the spheres of economics and geopolitics, particularly due to the strategic pivot from Gallo-Germania that the Central Opera has initiated.

Where it used to be traditional Shinkyô policy to encourage the maintenance of delegationist democracy on a continent threatened by radical communist forces, events in recent years such as the inability to transform feelers to the government in Trier into a more robust bilateral partnership, the creation of the ODS as well as successful enemy propaganda campaigns against democracy itself have made it unfeasible to broker a broad democratic front that transcends regional boundaries for the time being. The defense of Gallo-Germanian democracies, while something we hope for, is not something we can facility for the time being, nor is there political capital domestically to pursue such policies.

Subsequently, we echo the sentiments of Minister Säkkinen in that we cannot endorse a partnership that is built one one-sided convenience without commitment. While we do not hope for or indeed anticipate to ever engage into conflict with ODS states, dual loyalties are incompatible with the value-based shared strategic commitment that it at the core of the Defense Initiative, and which indeed differentiates it from the, with exceptions, Gallo-Germanian socioeconomic integration project represented in ODS. We are willing to entertain Aurarian membership under the condition that it is a full commitment to DDI, not a way to draw us into the conflicts of Gallo-Germania. We recognize the value Auraria would bring to DDI on matters essential to our shared strategic objectives and matters of non-negotiable Anti-State interest, primarily the defense of the Long Sea and safety of shipping there, but this value is meaningless if not committed to DDI sincerely. Should the Aurarian state decide that it cannot make a full commitment, we could potentially see them entering into a Regional Stability Agreement similar to the one the Anti-State maintains with the Aresuran Republic, however even this will require significant long-term diplomatic efforts.

As concerns Ambrosia, their inclusion would fortify Westernesse and indeed the greater Silk region as the bastion of true democracy. We understand that certain military cooperation is already happening between Charleroi and Saint Theosburg. Needless to say, we would seek to first intensify dialogue with them to ensure that they share the same strategic outlook and principles as concerns our global mission for tomorrow. After all, this is what defines the Democratic Defense Initiative at its core - its shared, unshakable values, and a true spirit of brotherhood.

On May fourteenth our carrier strike group centered around the carrier C.R.S.S. Wasp was approached by two Justosian fighters on what we believe to be an attack vector. We were able to destroy one fighter and scare away the other. That brings me to why I write today. We believe that the Justosians will only continue to become more belligerent as our grip tightens over the area. Our opposition in government believes that we should attempt to find a diplomatic solution to this, however the Breckenridge administration does not feel that such overtures will be successful. We wish to warn that this operation in the silk sea may become a full fledged war and that your nations should be prepared for that eventuality.

We thank our friends in Touzen for the use of bases and ports in the region, we thank our friends in Pohjanmaa for their commitment of forces in the area. The Justosians cannot be allowed to claim dominance over the southern silk sea, we cannot allow for the further build up of naval forces by the Justosians and we must not allow for the Justosians to continue to milk their people for everything they are worth for pet prestige projects that threaten world peace.

Friends,

The Commonwealth wishes to know what is expected for the near future. If it is war then the inhabitants of Pohjanmaa are prepared. However there has been little communication between our forces and Ambrosia. It is our belief that there is reason to further alliance ties and create a broader task force mechanism in this build up before our communications infrastructure is overwhelmed by potential major conflict.

We acknowledge that communication has been weak on our part, we are establishing a central allied command in Charleroi to better facilitate communications between our nations. We must use the lull created by the peace conference to bolster our communication abilities and overall combined strategy. The Department of Defense is already creating secured multi use space for DDI and Ambrosian commanders to meet and coordinate. Details for sending DDI commanders will be transmitted over secure channel following this message.
