In light of the earthquake and tsunami that has struck the Commonwealth of Nedernesia, His Serene Highness's Government wishes to firstly thank all for their warm words and wishes. Many have already offered aid and assistance during this trying time. We would like to organise and coordinate these efforts as quickly as possible. We ask all governments and international aid organisations to list their specific offers through this communication channel. Overseas Relations and Cooperation Nedernesia will respond with what we will accept.

The following is particularly needed:

  • search and rescue helicopters for remote towns and villages on outlying islands
  • Search and rescue dogs and their trained handlers
  • Trauma doctors and nurses who can work in our hospitals
  • Donations of thermal blankets and tents for those is rural areas who have lost shelter

Please indicate specific quantities and earliest possible arrival to Vrijpoort Transcontinental Skyport. For military ships and helicopters that can assist with rural and maritime search and rescue the Royal Nedernesian Expeditionary Force will provide coordinates and locations for deployment under supervision of their local commanders.

In the shocking aftermath of the Vrijpoort Earthquake, we can only but understand the need to come to aid as quickly as possible. For this, we will not waste time sulking on the losses, especially when it is imperative to act as quickly as possible to save as many lives as one can. Together with the Ministry of Health, we have compiled the following list of aid that the Apostolic Kingdom of Virumaa can offer to the authorities and people of the Commonwealth of Nedernesia.

The Ministry of the Interior, has found about 1,500 volunteers from the Green Guard, the gendarmerie, that would be ready to fly over to Nedernesia to aid in the search and rescue operations, in finding the missing persons from amid the rabble of the destroyed building. To that we add 50 firemen and equipment for them to aid in the extinguishing of the fires caused by the earthquake and tsunami and the necessary expertise to check that the electrical infrastructure is in working order and the risk of fires is reduced to zero.

The Ministry of Health, through it's special emergency service, the MPPH (Mobiilne pääste-ja päästeteenistuse hädaabiteenistus | Mobile Emergency Service for Resuscitation and Extrication) is ready to send three helicopters together with 15 ambulances all equipped for such emergencies, necessitating extrication and resuscitation.

The Ministry of Defence will be offering from it's stock about 120 tents that can be set up and internally sterilised to function as part of a field hospital. As of yet, we are gathering supplies and a number of charities are building up a fund to aid in the development of temporary housing for those affected.

To our friends in nearby Virumaa we wish to say thank you.

The Green Guard volunteers will greatly help relieve the long shifts being worked now by our Civil Defence Force workers. Upon their arrival in Vrijpoort they will be assigned to various local command units to begin work. Fear not, their stay in Nedernesia will be paid for. Different hotels (naturally all inspected for safety prior to use) will be used to house and feed your volunteers. We intend for 500 to remain in Vrijpoort and the remaining 1,000 to be dispersed across the archipelago.

The firemen will be greatly useful as well. We intend for 20 to remain in Vrijpoort and the other 30 will be transported to the islands of Grootland, Puntland and Kleinberg where they will be indispensable in rural search and rescue as well as fire suppression.

Please have the three helicopters fly to Puntland, our easternmost and most rural island. We understand that normally because of the distance helicopters would be transported via ship. Every life matters and we do not have such time. The Royal Nedernesian Sky Force will send an aerial tanker to meet the helicopters in the Gothic Sea to refuel them in flight and allow them to fly directly to Puntland. The ambulances should be sent via air to our largest island of Grootland. If your forces lack air cargo capacity please inform us as the Sky Force can send Globetrotter transport planes to Virumaa to pick them up. The tents can also be sent to Grootland directly to Prince Lamberti Skypoint, a Royal Nedernesian Sky Force where clearance shall be given.

Your volunteers and servicemen and women will be taken care of. Your generosity will not be forgotten.

The gracious offer to aid us in our hour of need from one of our closest neighbours is met warmly by all Nedernesians.

We ask that you send all offered sources of aid, including the hospital ship, to the island of Kleinberg in the west. This is a very rural island made up of farmers and fishing communities. Our teams on the ground there are reporting widespread damage from the tsunami and one of the island's only hospitals is partially damaged. The FF Balsunn will be of great importance. We hope it can set sail at once.

To our friends in Great Emilia, we as a country thank you for your extremely generous offer of aid. The Civil Defence Force and military of Nedernesia involved in search and rescue, building inspection, fire suppression and road clearing are working long and arduous shifts. The addition of your volunteers and medical crew will help relieve them as we organise more shifts.

Please have one third of your volunteers fly to Vrijpoort while the remainder can be flown directly to Prince Lamberti Skypoint on Grootland. The helicopters, ambulances and tents can also be sent to Grootland. Should you require assistance in aerial transport, we have ample capabilities in this regard. Due to the large number of volunteers we have already alerted KLM Royal Nedernesian Airways to begin organising charter flights with their 747 Gans aircraft to pick up your volunteers and non-vehicular cargo.

Nedernesia has the prayers of the people of Sylvania, but we do not write to only send prayers and kind words. The Continental Republic is prepared to send 700 medical personnel (doctors, nurses, medics) of the 32nd Medical Brigade stationed at Maxwell Air Force Base located in Bridgeport, Strathclyde. We are also reassigning two frigates that are equipped with two helicopter's each that can be re-tasked as search and rescue helicopters. We are also able to send ten helicopters of the 3rd Heliborne Infantry Squadron to assist in search and rescue on military transports from Maxwell AFB. Last but not least we are willing to life-flight critically injured Nedernesians to our medical hospitals intensive care units at our military bases in Strathclyde, these hospitals are staffed by both military and civilian surgeons both equally capable of providing life saving care.

This is the assistance we can offer immediately due to the proximity of our bases in Strathclyde. In addition, over the next 24-48 hours we will are capable of sending several civilian search and rescue police units from cities across Sylvania totaling up to 400 men and women, along with their equipment on transports flown out of their respective cities. We are authorizing the release of 100,000 emergency MRE's (meals ready to eat), 10,000 thermal blankets, 2000 emergency tents from the national stockpile for people thrust from their homes or left without food because of the earthquake.

In recognition of the extensive and heartwarming response of so many nations much closer to the Commonwealth of Nedernesia we are recommending that our naval disaster response group, consisting of a helicopter and hospital ship, remain at a regional distance to assess whether support is needed elsewhere in such territories as Strathclyde or Pohjanmaa.

Although it has not been asked for, we have determined to instead offer rapid deployment of engineers and their equipment to respond to known structural breaks and future risks in Nedernesia. The Ambrosian Corps of Engineers will offer the 13th Engineer Battalion, which includes 500 personnel and 125 construction and construction support vehicles are being rallied to respond in support of our partners to the north.

The Commissioner for Economic Progress & Commerce, Jordan Davies, has compiled a detailed list of aid and its origin, to assist local authorities in allocating where it sees fit.

  • Up to 1,500 doctors, all volunteer based, depending on how many from each nation decide to volunteer. Ideal proportionality would be 33% Eiffellandians, 25% Etrurians, 22% Johnstonian, 20% Natalian;
  • Up to 3,000 aid workers, all volunteer based again, with the same proportions.
  • The creation of a telemedicine system in case that Nedernesia will be facing a lack of doctors and medics, connected to the hospitals in Trier, Lars, Camp Hill and Seneca.
  • Up to 20,000 thermal blankets and 5,000 military grade tents to be sure that the refugees are housed.
  • An aid plan that would go up to 15 billion EM, from which the cost of the mission will be paid and the rest sent as a no-interest redevelopment loan to the Nedernesian government to aid in the reconstruction phase. The costs of those funds would be again divided by the member nations.
I would also like to express condolences on behalf of all the ODS countries, and to offer our human closeness to people who have lost their relatives, loved ones or children because of this natural disaster.

Esteemed friends in the West,

We thank you kindly for your generous offer of aid. The close location of your base in Strathclyde will be very helpful for severe trauma cases on the island of Kleinberg. We accept your offer except for the police units as at this time we are well equipped in terms of police. Your frigates CRSS Hazard and Kilgore may sail towards the Kleurland Peninsula, which is the only part of our country not mountainous and was therefore largely inundated by the tsunami. Although a rural area, many towns and farming villages will need rescuing. The destroyer of the Royal Nedernesian Admiralty, the HMS Dauntless, is already conducting helicopter search and rescue. Your ships may join her and the captain of the HMS Dauntless will coordinate the mission together with your frigates.

Your generosity in our time of need will not be forgotten.

Friends of the ODS,

This coordinated and thorough effort is humbling and much appreciated. We ask that you send your transports with equipment and staff/volunteers to Prince Lamberti Skypoint on the island of Grootland. From there commanding officers of the Royal Nedernesian Expeditionary Forces will divide your mission up into various teams for dispersal to the different islands.

The offer of a redevelopment loan is heartwarming. However, thanks to our strong fiscal reserves and our Zeedorp sovereign wealth fund, we will respectfully decline the offer. Should the ODS desire that the cost of organising and implementing this aid mission be reimbursed by the Nedernesian purse, just say the word and we will gladly pay for some or all of it. Our priority now is saving lives and ensuring the rescue and inspection teams are fit and healthy and not overstretched. Thus the inpouring of volunteers from abroad is of great help.

If any assistance before, during or after this aid mission should be required, please contact my office directly and I will personally take care of the matter.

Mompracem Foreign Office We heard the news of the earthquake and the subsequent tsunami that hit your nation, destroying houses and industries, generating death and fear in the hearts of the inhabitants. Even if distant, and with men already present in the city, like as the delegation sent shortly before the tragic event, we inform you that we intend to send 50 additional engineers and architects, to help the local government to classify buildings that are accessible and inaccessible following the earthquake and tsunami.

This Government would like to iterate the fact that earthquakes of this type of size are not common and not expected for our region. The blame surely must rest at the feet of the Nedernesian pursuit of natural gases and fossil fuels that continue to create geological distress. We urge the Nedernesian government and economy to further to the advancement of more environmental energy production and sales.

We wish to thank our steadfast friends to the north for their generous offer of aid. The assistance of the Free Navy and the use of your hospitals for trauma cases in our outlying islands will no doubt save lives. As Nedernesia has ample financial reserves and a robust sovereign wealth fund, we kindly decline the offer for 200 million Markka.

As for the assertion that earthquakes are not common in the region, I refer your office to the Nedernesian Geological Survey, which records thousands of small earthquakes every year in the Nedernesian archipelago due to the fact that it sits atop a fault line separating the Engelsea and Gothic Sea. In fact, this is why most of the Nedernesian islands are so mountainous. Indeed, large earthquakes are not terribly common but the last deadly earthquake occurred in 1967 and resulted in strict building codes for Vrijpoort and elsewhere across the archipelago.

Drilling for natural gas (which is an incredibly clean source of cheap energy that humanity has greatly benefited from, including Pohjanmaans) is conducted via conventional means with offshore platforms. It has not contributed to this earthquake and ensuing tsunami.

I kindly ask for your office to retract your statement regarding this.
