To the attention of the Foreign Ministers, or equivalent, of the Republic of @Ostmark, the Most Serene Republic of @Radilo, the @Holy Frankish Empire, the Republic of @Metsamaa, the Republic of @Tianlong and the Empire of @Tarusa.
Your Excellencies,
The Pelasgian State has observed the escalating chaos in the Gothic Sea since the demise of the Scanlaw with growing concern, particularly in light of recent reports of state-sanctioned piracy by vessels from Gutarike against international shipping. The pirates appear to be completely ruthless, taking no prisoners and severely disrupting local shipping lanes, while the nascent authorities of @Jydsken-Østveg appear to be incapable of arresting the degeneration of law and order in their nearby waters.
Given that all of our nations have had ships of theirs attacked by these pirates in recent weeks, as stated by sources from Jydsken-Østveg itself, the Government of Pelasgia wishes to call upon all of Your Excellencies' governments to join us in an international anti-piracy operation in the Gothic Sea region, close to the former Scanlaw. As we understand that the countries of the region might be apprehensive about large foreign naval deployments, we propose that this deployment should be constrained by the following conditions:

As we understand that the countries of the region might be apprehensive about large foreign naval deployments, we propose that this deployment should be constrained by the following conditions:
- Overall operational leadership over the operation would fall to a council of naval commanders from the nations watered by the Gothic Sea, who would be contributing the majority of the force;
- The operation would have a passive character aimed at protecting international shipping lanes and escorting ships in international waters, rather than an active one, aimed at conducting aggressive operations against pirate vessels or bases in Gutarike; and
- The participation of nations foreign to the region in the operation would cease as soon as the major threat to their shipping would be eliminated, with only local fleets remaining to prevent the reapperance of large-scale piracy.
With these conditions, we hope that our diverse and not always aligned grouping of nations could be united in pursuit of protecting international shipping and global markets from the distabilising effects of piracy. Nevertheless, we must note that, should our efforts to mediate an international effort against piracy in the Gothic Sea fail to produce a timely agreement, while the piratic activities motivating us should persist, Pelasgia might be obligated to take unilateral action.
