Sian House was abuzz with people, a level not seen for this particular house since the 19th Century. Following the finalisation of agreement from the Ivernish House of Representatives, and a personal endorsement form the High King of Ivernia, Sian house was to become the International House. Nations from all over the world submitted their men and women, their Diplomats to this project, and now Europe was in one House. One building where nations may speak to one another, directly and transparently in the face of the world. The Ivernish diplomats arrived before, as well as the new stand ins who prepared the dusty old government owned building and remade it into it's original splendor when once owned by the Duke of Sian. On Monday they said, the doors would open and the delegates and Chiefs of Missions would arrive for the forum.

With no lingua franca of any sort many translators were to be brought in for this day, and it was expected that the work would be slow, as meeting for the first time nothing is set in stone. No laws, no concordats, no agreements. The House was a clean state with no history. All members could speak to Europe within, all nations could attempt to generate universal rules and any nation can, veto themselves from it. The House was not a society, or an alliance, or any kind of supranational entity. It was a forum, and the nations of Europe would make use out of this forum as they can. It will be a mirror to the world, a sign of the co-operative nature of Europe's People, or a symbol of discontent and distrust, of opposition between the many nations.

But today was the first day. A day of infinite possibilities and potential.

The doors had opened, and the diplomats filed in. In assigned spots in the chamber. The Chairman allowed them ample minutes to assort themselves and quieten down, before he called for their attention. The translators piqued themselves and readied for the mark.

''Ladies and Gentlemen, welcome to the International House. The High Kingdom of Ivernia would like to thank you, for allowing it to enact this project, this great experiment. This forum is for all our nations, of equal representation, of equal precedence. We are all of equal voice in this hall.''

The Chairman spoke of the International House, it's cause, and it's potential. He spoke of how, so many eyes may be watching this building, some with hope, with distrust, or maybe not watching at all. The Chairman spoke of many things, he could have spoke of many more, but in a House with over a dozen languages the Chairman knew when to be brief.

''May God Bless this Hall, and may God Bless mankind's constant attempt, ambition and yearning for a world of Peace and Unity. May he hold this attempt doubly close, as we need the light of faith and unity more now then ever before.''


With his closing statements there was no reason to relent the forum anymore. The Chairman officially opened the International House to the world.

Sir Ion Dragoumis clapped firmly at the man's speech. He stood at the Ionian section instructing people on Ionia's banking offers, new shipbuilding designs, agricultural products, natural resources and other offers to invest their money in his nation. He noticed the various other nations' stunts around him.

"Periander," he said "take over for a while please, will you? I'm going to go check out how our counterparts our doing. First stop: Eiffelland. Then Nichtstein, Portusgalia and maybe our Arentine neighbors."

After Periander nodded he moved to check out the various stands of the other diplomatic teams.

Without further ado, Kita Kiyoshi stood up from his seat and took a curt bow to his immediate neighbours. A moment passed before he slowly turned once more, presenting himself with a final bow to the Chairman. He speaks curtly, at first.
"Arigatō gozaimasu, Zachō-san."
From his desk thereafter he scoops up a collection of brief notes and begins to declare out loud, to no-one in particular. It seems as if the man doesn't care who is listening, instead orating to the assembly as a whole.
"Peace and unity indeed is what has brought us here. If I may, I would like to speak about a topic most dear to me, and I hope all of the illustrious nations gathered here will listen with as much intensity as the situation deserves. Post-delegationism is a counter-intuitive governing system, created by the malicious Taketoriites, a group of which I am sure you are all aware of as being responsible for the terror bombing of the Touzen All Citizens' Congress, resulting in the death of many innocents, and the incapacitation of an important official, Lord Protector Kanako."
The man clears his throat here, swapping one page for another. He briefly looks up over the gathered crowd, his greying moustache twitching as he regards the envoys and diplomats with a careful eye. His gaze soon comes to rest upon the representative of Dietsland, and then Saaremaa.
"Some may state post-delegationism is a development of the socialist ideas stemmed from Karl Marx, and such things are indeed dangerous. I fear with the recent developments to our east, what with the revolutions across multiple nations, and the increasing empathy for this radical cause, there may be a need to address the ideological problems spread by these malicious men, should these ideas spread across the whole world to threaten and disestablish all that we have worked for, not only this international house we have convened within, but the very idea of the capitalist structure itself! I beg a question to those representing a higher power in this assembly today. Do you wish to sit idle whilst the menace in the east plots to have those you serve thrown out of power, in favour of a forced 'freedom'?"
The envoy from Tôgoku places his papers back down onto his table, giving a curt bow to the crowd as he seats himself back down.

The Ivernish man, while very well traveled had never even seen a man of Tôgoku before, none the less - he echoed his approval of his fellow delegate's words in the hall.

''The Post-Delegationists are probably reeling right now at the idea of this House, if I have my notes on their system correct. They are certainly a major destabilizing force in the east. The terror attacks in Touzen has been most condemnable, but actionable? The High Kingdom of Ivernia does not know. What of the Eternal Empire? A great seething mass of Dark to us. Behind the wall of Cidonia what plots? What machinations? What is the Anti-State? This is certainly a situation for all our nations, something we must enlighten our Governments upon.

As the good Tôgoku delegate has said, they are a threat, in the east sure, but for how long? I call myself aligned with Mr. Kiyoshi's sentiments!''

Arateller Ó Síoghraidh, the Diets representative to the International House -- a Celt -- joined in the chorus of "hear hear!" and gave a round of applause to the Togokan delegate. He rose to his feet, sending the Togokan a nod and a polite smile.

"The honourable gentleman has spoken the truth. Post-delegationism is nothing but another aspect of Marxism and the disintegrating principles of socialism. Even now the nations of Europe are infected, or even controlled in some instances, by the writhing red beast that is the socialist ideology. Its tentacles aim to envelop all of Europe and bring the orders of civilization crashing down, leaving nothing but anarchy to reign."

"We must put aside our petty national conflicts when the threat of socialism and post-delegationism is nigh. If we do not pay heed, the writhing black masses to the east and the red ones within our borders will tear down the walls around us as the Mongoloid hordes did a thousand years ago. This is the new terror."


The minister slid back into his chair, giving way.

Korbinian von Oster had been listening quietly to the other delegates speak, now he decided it was his time.

"My friends, it must be said, there is no greater threat to the peace of the world than the Anti-State. It is the madness Golden Path reborn. Five hundred years ago our ancestors stood against the mad tyrant Shun-gi and through the blood of those martyrs Christendom was saved from total annihilation. Whether by a great a great historical irony or the hand of the god it is Shun-gi's Empire that now stands between civilization and annihilation; but who among you thinks the Eastern Empire can stand forever? That it will succumb to the armies of the Anti-State is not a question of if, it is a question of when. And when the Empire is extinguished, who will stand against the eastern hordes once again?"

He left that question to hang for just a moment.

"Five centuries ago the Knights of Germania put down the axe and rode together against Shun-gi's army. When the armies of the Anti-State arrive at the gates of Germania tommorrow, will we be prepared to do the same? My friends, I must tell you, I am not optimistic."

said the Ionian delegate who happened to be passing by. After all Post-Delegationists had no money to deposit in Ionia's banks so he could comment about them freely.

He moved back to the stand of his own nation;
"Gentlemen in this day and age I believe that it is preposterous to hold trade a hostage of borders. They only thing this has given birth to is Protectionism and Post-Delegationism. As such I say this, free trade and get rid of the borders to it. Wouldn't we all be better off buying and selling anything to anyone, within legal and moral limits of course? After all this is the blessing of our era; The ability to interact with others from the other end of the world. And what better way to do that, than by helping each-other live a better life? Is it not known that to really know a man once must trade with them first? The same applies here."

"I fully agree with our colleague from Ostria. Last time when the Orient proved to be a menace to the western world, the knights of the world managed to unite together in a singe righteous army and managed to stop the heathen onslaught. With this, history can be used to our advantage. We can learn from the past so that we build a better future. At this moment, the Eternal Empire is the world's old man, barely holding together. Right now, the Empire created by Shun-gi, is not an enemy, as it was half a millennia ago. The Empire is currently a victim. We must keep the Empire together as long as possible. Not only it will be a buffer zone between the free world and the Anti-State, but we must also think that the breaking of the empire into all those small states that will succeed it, will be the worst geopolitical catastrophe of our century. This is because all the peoples living under the Eternal One that have mixed together and when they will get independent they will try to recreate it under their own rule, a thing that will destabilize the world and will give the Anti-State free reign over them.

Not only must we make the empire friendly to us, but we must also keep it as united as possible, to be a powerful barrier in front of the Anti-State. Yes, the knights have united 500 years ago, this time we need to unite again, but also to add the imperial hordes to stop this menace that its worse than ever. "

Kristijan Sisask took the floor again after the discussions about the situation in the Far-East ended and said:

"Esteemed colleagues. Since the end of the 19th century, the peoples of Gunnlandia have shown the world that there can be existence without the need of a constant fear of war... Without the constant have between the peoples because of ethnic, racial, linguistic or religious differences. Yes, we had our wars and civil wars, but since the turn of the century, the Commonwealth of Argyll, The Free Cities League, The High Kingdom of Ivernia and the Democratic Republic of Saaremaa managed to set aside all problems that made them war so often before and are trying to create a nordic cooperation development model, in which we have managed to find more reasons to cooperate, than to fight.

Sadly, this experiment has ended in April 1953. In that fatal day, the rebellious army entered in Kuressaare and destroyed everything that we have striven for more than half a century. We had a Cold War, between Ivernia and us and there are in the archives of the state even files detailing plans of a potential war with Ivernia. Gladly the days of the fascist regime are over. We are ready to continue our experiment with Argyll, Ivernia and the FCU, this time, the International House offering us the chances to make it even better, or maybe even inviting in it nations that are not part of the continent of Gunnlandia.

For this, I would like to officially propose to the delegates of Ivernia and Argyll the creation of a Gunnlandian Economical Union, so that we can create a common market that can help our countries develop further, for trade to flow freely and for the people to wake up in the morning knowing that there will no more be wars between our nations."

IMPERIAL SIKANDARI DELEGATE TO THE INTERNATIONAL HOUSE:


The position of the Empire of Sikandara, in regards to Post-Delegationism in the Far East, is that of total opposition and condemnation. The ideology has totally exposed itself as a dangerous force bent on the destruction of the established world order. The ideology has no credible objective and has reduced the Oikawan peoples to a state where they are no longer relevant to the wider narrative of history or international politics. The ideology is totally, in our opinion, irresponsible and an anarchist force which seeks to reduce our nations to rabble, wandering aimlessly in the world, without a clear path. This is, to us, unacceptable.

Furthermore, we seek to bring attention to the atrocities that have been committed in South Seora, which has seen the complete ethnic cleansing and mass genocide of the native population and the migration of ethnic Oikawan peoples. This is an act most condemnable and we wished to make our stance known on the matter, but lacked an official body such as this to do so, and we ask the international community to join us in this wanton aggression and breach of human rights which occurred in Seora.

Alan Brehony heard the words from the Saaremaa delegacy and stood up himself to respond to his Easterly Neighbours.

''Kristijan Sisask, of the Democratic Republic of Saaremaa, the people of Ivernia do indeed resonate with your words and are sympathetic to your cause. The people of Saaremaa, and the people of Ivernia, may have had times of war in the past, but now more than ever we are united. United in our cause for a better tomorrow for Gunnlandia. We believe that the year of darkness between our two nations must be remembered, but we must not let is hang over our nations. We must move onward and upwards, and it is the belief of the Ivernish Delegacy that talks for a Gunnlandian Economic Union should commence. Sooner rather than later.

The International House is the foremost place for a nation to air their national words to a transparent audience of Europe. But we in Ivernia still see the merit in local unity. As such the Gunnlandian Union should enter debate. We call upon the Delegates of the Commonwealth to @ to voice their opinions on this!''

Evelyn Glennie stood up at her desk, nodded at the representatives from Saaremaa and Ivernia and began her speech

"Until recent years Gunnlandia had always been the model of nordic serenity and co-operation, a unique experiment in super-national relations and economic prosperity. We in Argyll watched with extreme concern during the brutal war in Saaremaa and we are greatly pleased to see that come to an end and reconciliation beginning to take shape. There would be no better time than now to begin the strides toward rebuilding a Gunnlandian union.

We would welcome the chance to share a Common Market with the our neighbours, for greater trade opportunities, increased diplomatic dialogue and easier passage from one end of our beautiful sub-continent to the other. It must be said though that the issue of immigration will be a major concern for those in Argyll, it is a very politically charged topic in our fair country and it seems it would not be possible to have an open market between our nations without also having free movement of labour. I would like to hear the other delegate's thoughts on the matter."

Throughout the discussion that seemed bent on venting the hatred of Europe upon the heads of post-delegationists, communists, socialists, leftists in general going by the direction it was taking, Ambassador Stefan Sikorski remained silent. He had, in fact, remained silent for most of the day thus far, as few diplomats wanted to make anything more than small talk with him. His personal pride was not hurt, for he had been in the business too long to care about such trivial things, but he was troubled because it was, in essence, a collection of slights against the people he represented.

The Rzeczpospolita Wendziema was, after all, a bit of a black sheep amongst the family of nations gathered here in the International House, for it, unlike they, was not a capitalist republic, or a monarchy be it absolute or constitutional, but a revolutionary state of post-delegationists, communists, socialists and leftists in general, all the things these diplomats here called evil and dangerous, even if they directed their ire towards the shadowy east rather than the "red menace" right in their own backyard.

Perhaps they didn't direct their rage towards Wendziema because it was not a threat. And it was true: the Rzeczpospolita had withdrawn as much as it could from international affairs in order to focus on rebuilding its civil war torn lands, and to make sure no opportunistic capitalist or monarchist nations got any funny ideas about its weakened state. The Wendowie had few friends, despite their justified revolution against the Germanic Danes who had oppressed them for centuries, and the few friends it did have were suspected to be rather flighty when push came to shove...

But Ambassador Sikorski also didn't join in the discussion on the Eastern Menace because he and his government wasn't sure on what to say. Post-delegationism was an ideal they aspired for and worked towards, with the inclusion of communist and socialist ideals to fit the current circumstances, but the stories they were hearing gave the Wendowie pause. True, most could be passed off as capitalist or monarchist propaganda... but what if it was true, even to a small degree? There was indeed an instinctual mistrust of the post-delegationists to the east that stemmed from history, when the Wendowie and Danes joined the Ostrians and Saare in fighting back the hordes that brought ruin to their original lands further to the east. That mistrust extended to the so-called "Eternal Empire", whose government ruled over other Wendowie to the east that were not able or chose not to flee west, either in history or the present day.

And so Ambassador Sikorski stayed silent and sipped his drink, suspicious of the equally suspicious diplomats around him, the gears turning in his mind as he thought about how Wendziema would fit in such a world, and the House that represented it...

Alan Brehony took the floor after his esteemed collegue from Agryll. ''Well with Argyll in support of this initiative too, that's all three partners Kristijan Sisask mentioned for the entering of talks relating to the formation of a ''Gunnlandian Economic Union.''

If the delegates could run a wire back to [MENTION=1723]Argyll[/MENTION] and [MENTION=1517]Saaremaa[/MENTION], telling them that they are both invited to send Delegates to meet with Ivernish Delegates in Alderburgh, in order to drum out the details of our proposed Union.

Following up on what the Ionian Delegates brought forward, we shall attempt to create a market zone, the easing of tariffs in an experimental Economic Union never seen before in Gunnlandia. While we are not as ambitious as the Ionians with their plans for world wide free trade, we certainly believe, on a more local and neighbourly level the chance to try out a new reformed method of inter-national trade.

Invitations to the respective Gunnlandian nations should be expected soon.''

"My friends, I have come before you to introduce a set of laws that all nations can use for their benefit. For too long Europe has gone without a set of standards that have led to conflict, some recent such as the disagreement between Ivernia and Belmont. I have prepared a copy that has been sent to all of the member nations of this house and beyond."

Alan Brehony closely perused the Treaty, while succinct, it was an admirable attempt to finalize and standardize the many half-rules and half-agreements across the word on the matter.

''The Ivernish Delegacy would like to commend the Asylan team, and the Republic for the creation of this, shall we say, draft bill. We shall send this bill to our House of Representatives immediately, if they agree to it you shall then enjoy the signature of the High Kingdom of Ivernia!''

With a raised eyebrow, Ambassador Sikorski accepted a copy of the draft treaty and spent several minutes looking it over. It was, fortunately, simple and easy to understand, a rare thing when it came to legal documents. Although it was attractive in that regard, clause 5 gave the Ambassador some pause, and he decided, despite the possible risks of taking a potentially unpopular opinion, to voice his concerns.

"I agree that this is an admirable document, and I must praise the efforts of the Republic of Asylan in its efforts." Ambassador Sikorski began, pausing for a little effect, "However, I do have some concerns with clause 5, specifically the sub-clause of Universal Jurisdiction. Although I completely agree with the idea in principle, as I expect my government to do so as well, I must express some worry over the possible vagueness of the language. To what court shall this 'sufficient evidence' be taken to? Under which laws, rules and regulations? I fear, my friends, that there is potential here for abuse of such a noble sub-clause in the name of ideological or nationalist gains. Should, however, the Ambassador of Asylan provide reason to ease my fears, or anyone else here, then I would be happy to forward this copy to Zairsk and see if they, too, are willing to sign."

OOC: This is assuming such legalities of genocide and whatnot don't actually exist on a legal document. If the forum wants to believe they already do, then consider this post as containing Wendziema's willingness and potential to sign after it is sent to the legislature.

OOC: I imagine I would use whatever the United Nations currently considered each of those offenses to be. I just didn't write them all out.

"We understand these concerns. We are willing to work out with the rest of the nations present a way to solidify how such things are decided. I would propose that the International House be a place where any nation, regardless of membership, can request judgement be passed on an individual or group for these crimes."
