DECLARATION OF THE PROLETARIAT

Dated 29 December 1957 || Villesen
TODAY, we celebrate the triumph of the proletariat in one of the oldest kingdoms of Gallia. The triumph of the proletariat has been brought about by the principles of Marxist Serazinism - the truest representation of Marx. Whereas in recognition of such values, this Sérazinist path to the implementation of Marxism we invite all like-minded and liberated movements in the leftist family to join an international Marxist organisation which does not dilute the strength of the Marxist ideology with the cult-like worship of one family nor the imposition of totalitarian means of control. The International Marxist Serazinist League shall help all brother states and sister parties cooperate and develop robust and people friendly policies designed to liberate and uplift the proletariat.

HENCE, it is resolved that the International Marxist Serazinist League shall always serve as a friend to those who are oppressed and shall be the truest voice of Marxist upliftment, without spreading chaos in the world. The International Marxist Serazinist League shall be open to all, be they individuals, parties, organisations, or nation-states.

THE TRIUMPH OF THE PROLETARIAT
A Study of the Principles of Marxist Sérazinism
Prof. Charles Guillaume Fevrin


In the excellence of Revolution, the old ways of monarchs were toppled and a majestic edifice of proletarian success was erected across the heart of Gallia. The success of Marxist thinking in Serenierre, arguably the most conservative of all the old kingdoms and duchies of the ancient continent. In 1927, when the Azure Revolution tore through the former Kingdom and toppled the tyrannical regime of Leopold the Tenth and so wholly tore through the grandest of kingdoms that it represents the truest triumph of the proletariat. However, it is important to keep in mind the core features of the principles which allowed this truest triumph of the proletariat masses to take hold and prosper.


ECONOMY
The goal of the Marxist-Sérazinist politico-economic ideology is the emancipation of all men and women from regressive and reactionary socio-economic models designed to oppress and limit the infinite potential of human creativity. Traditional and orthodox understandings of Marxist-Sérazinism hold that the Proletariat State has a responsibility to ensure that policies are in place to benefit the proletariat as a whole; but it does not support the notion of centralized state controlled economies.

While many treatises have been written by many great minds across the many decades since M. Philippe Sérazin first came to the fore as an intellectual powerhouse in the leftist movement, the most succinct expression of the economic views of the Marxist-Sérazinist philosophy were expressed in 1929. In the 2nd Grand Session of the Communist Party of Serenierre in 1929, the first Commissar of Economic Affairs under the newly Serazinist Government, Dr. Maximilian Sevres, expressed the phrase:


Serazinist ideology economically holds that a free market and capitalist cannot be destroyed. It can only be controlled and its most self-destructive elements can be regulated by a proletariat state…

The foregoing definition was accepted by the Grand Session as being a fundamental expression of the ideology’s economic policy. The Communist Party of Serenierre has subsequently come to adopt the statement as well. Although, the phrase ‘regulated by the proletariat state’ has proven to be a source of much ideological disagreement within the Communist Party of Serenierre.

Economically, Marxist-Sérazinism also upholds the notion of what is termed ‘mercantilisme de l'État’ – more commonly understood as state capitalism. This doctrine is intrinsically linked to the role of the Proletariat State as envisaged by Commissar Sevres. In his seminal work, ‘On Liberating the Masses’, Comrade Sérazin in 1901 stated that:


It is fundamental for the uplifting of the masses for there to be a benevolent Proletariat State which actively seeks to engage in the commercial and mercantile activities which has hitherto solely benefited the oppressive bourgeoisie and to use the bounty of such endeavors to favour the wider social aims of a humanistic and Christian Marxist society.

Comrade Sérazin, in the same text, believed that market failures always favoured the established bourgeoisie and that a strong presence of a proletarian state was needed to ensure an equal and equitable distribution of economic power to help prevent and circumvent economic repression. A number of noted economists from the University of Villesen and the Institute of Sérazinist Economics, Monserans have written considerably on the topic and have provided a wealth of literature with a variety of interpretations as to the most effective implementation of the economic philosophy of Marxist Sérazinism.

POLITICAL SYSTEM
Marxist-Sérazinism supports the principles of democracy and views them as being wholly vital to the liberation of the proletariat from false consciousness imposed on them by demagogues imposed by ‘agents of bourgeoisie control’. Political engagement and activism was, in the words of Comrade Sérazin, essential to break free from the control of reactionary and anti-proletariat power groupings. In ‘The Proletariat Constitutionalism’, published in 1899, Comrade Sérazin believed that a successful proletariat state would require a one-party democracy, which was termed as a doctrine of the highest constitutional importance. Noted political theorist, Serge Bettancourt in 1967 identified the following components as central elements of the Marxist-Sérazinist political system:
  1. The Party provides an ideological umbrella for all political activity
  2. Universal suffrage and direct elections
  3. Political accountability enforced by independent courts of law
  4. Application of the principle of majoritarianism
  5. Deference for the mechanism of internal Party hierarchy
The notion of the Party providing an ideological umbrella for political activity ensures that a Marxist—Sérazinist view of statecraft requires a single-party state with internal democratic blocs conducting political activity within the wider philosophical sphere of the ideology as a whole: with liberals, conservatives, radicals, and traditionalists, all operating within the organizational structure of the Party without repression and with full engagement with the electorate.

SOCIETY
Marxist-Sérazinism supports universal social welfare, with a proletariat state providing for national welfare in the form of universal healthcare, free public education, and social benefits. Many of the policies of Sérazinist state capitalism are designed to bolster the capacity of the proletariat state to enhance its social welfare capacity. The commitment to social welfare is tied with the profits generated by state capitalist entities.

Unlike other strands of leftist theory, Marxist-Sérazinism views religion as a profound force for social good. This divergence from the generally secular leftist tradition has much to do with the Serenien history of the Catholic Church being a great voice of opposition to some of the worst excesses of the feudal nobility under the former royal regime. Comrade Serazin in ‘Religion as liberation of the masses: a discourse’ (1911) emphasized the role of religion in raising the proletariat out of oppression and that the Proletariat State had to ensure help is available to members of society but also endeavor to never absorb the individual in the monolithic entity of “Society”. The foregoing essay also contained the following phrase from Comrade Sérazin:


“… economic justice required social justice, achieved by way of labour, management, and the State cooperating to distribute the means of economic power away from the established bourgeoisie in a manner most conducive to the health of the many and not merely the few…”

INTERNATIONAL RELATIONS
Marxist-Sérazinism has long held that it did not seek to ‘export the revolution’ and is against the notion of a universalistic definition of Marxist sovereignty across the world. It supports anti-fascist and anti-radical movements and is wholly is committed to a humanistic and anti-imperialist vision of foreign policy. As an ideology, Comrade Serazin largely viewed the role of the proletariat state as being an “inward looking” foreign policy, which did not seek to upset delicate balances of regional geo-political realities.

Although while at first glance it may appear the foreign outlooks of traditional Sérazinism are pacific and benign, it is important to note that the ideology has come to be associated with a soundly militaristic approach to defending the country on account of the hostile regional attitudes encountered in the wake of the communist takeover of Serenierre after the 1927 Revolution. The 2nd Grand Session of the Communist Party of Serenierre adopted the principle of confrontational defence, which holds that a strong military is essential to ensure that no irredentist or reactionary power could overwhelm the Sérazinist revolution.

The scope of confrontational defense, too, has provided considerable fodder for ideological disagreement and debate within the Sérazinist movement, with a clean divide between hawks and doves.

The Partido Integrado is a merger of various groups following the regime change in Aresura, and was founded in 2014 after the expulsion of pro-ML cadres from the Socialist Youth Action Aresura and the Undogmatic Party of the Left (both organizations are now defunct following the merger). It has strong connections to the Body of the Liberator Jesus Christ, a Tiburan Catholic lay organization active in the slums of the devoutly catholic island known for its promotion of Liberation Theology.
