In anticipation of Commissar Tomas Jermans state visit to Vangala, we wish to present you a first draft of the treaty we propose. Please submit us any alterations and additions you wish to make to these in advance, so we can reach an agreement before the Commissar arrives in Vangala.
1. Vangala and Carentania express their intent to engage in a formal military alliance.
1.1. The Carentanian liaison officer to Vangalan military command will be supplanted by an expanded military delegation.
1.2. Vangala will likewise dispatch a military delegation to Carentanian High Command.
1.3. Both nations will conduct yearly joint military manouvers to improve the coordination and cooperation of armed units during military operations.
2. Carentania will further increase its military aid to Vangala to guarantuee the safety of the Vangalan people from foreign aggression.
2.1. The Workers' Republic will grant a production license for the VP-39/A semi-automatic military rifle to the Vangalan government, provide the developement documents and dispatch an engineering mission to aid in the construction of factories.
2.2. The Workers' Republic of Carentania will deliver a total of 100.000 anti-tank mines and the same amount of anti-personnel mines.
2.3. The Workers' Republic of Carentania will deliver a total of 100 pieces of artillery of unspecified caliber, 1000 motorized freight vehicles and 100 medium tanks.
2.4. Ongoing military training missions by the Workers' Republic of Carentania will be doubled in size and their duration extended to the end of the year 1954.
3. Carentania will create an official industrial developement mission to Vangala.
3.1. As part of this mission, Carentania will deliver 50 diesel locomotives and 300 railway freight cars.
3.2. Carentania will dispatch a total of 100 engineers to aid in the developement and construction of railway tracks.
3.3. Carentania will deliver a total of 500 tractors for agricultural purposes.
3.4. Both countries will participate in the construction of an Academy for Agricultural Sciences, intended to aid the Vangalan peasants by providing a deeper understanding of agricultural techniques.
3.5. Carentanian efforts in developement aid will be repaid by providing ressources for industrial production once developement efforts result in increased domestic production.
4. Vangala will permit citizens to freely travel to the Workers' Republic and vice-versa.
4.1. This right is dependent upon providing the necessary legal paperwork and will not be granted to those sought for criminal acts in either country.
4.2. Carentania will grant 15.000 work-visas for selected Vangalan citizens for the duration of 5 years.
5. The Carentanian programme for Vangalan students will be expanded to a total of 1000 Vangalan students each year.
