Your Excellency,

Just as you may list a series of perceived grievances wrought upon you by our allies in Trier and beyond, so I may assure Your Excellency that the list of grievances brought forward by my own country shall be no less in size, length nor importance to my own people.

And should we limit ourselves to listing our endless grievances against each other, then so shall we most likely delve in infinity.

There is clearly what the corporate world calls a communication gap and that gap is growing dangerously wide. And just as we may all flaunt our mutual arsenals, as impressive as they may all be, maybe we should at first entertain an attempt to at least understand the reasons pushing us to the brink of war?

Your concern is that we pose a threat to the People's Republic of Serenierre. And I shall assure Your Excellency that we have never held any designs against the People's Republic of Serenierre. Even in the face of the most blunt and badly concocted provocations from Villesen we have stood by our commitment to trade and the freedom of navigation. There has been not a single case where we impeded Serenien navigation through the Retalian Gate. There has not been a case where we have attacked Serenierre. Moreover, we continue to honour trade and investment into Serenierre as it currently stands. Take it as you will, but we believe that this is a continued demonstration of our non-aggression towards Villesen.

The joining of the Trier Concordat by the Kingdom of Occitaine at the initiative of our allies in Trier in our view fails to pose any threats to the People's Republic of Serenierre for, I shall remind you, that very same People's Republic and that very same Kingdom have been bound by an anti-Retalian pact, the future of which is of course currently in jeopardy, yet not repealed. Ties in Gallo-Germania are complex and tangled, yet this does not mean that each thread strung between any two nations endangers the very existence of anyone else.

Our counter-grievance is that we see the Rurikgrad Pact menace actively the Free State of Trivodnia, as squeezed as it is between the nations of this world and as in need as it is of peace, stability and prosperity, rather than division, warfare and torment. Should your country have no ill intent or wishes towards Trivodnia, then it is our suggestion that this should be manifested in a more transparent and clear fashion. I do not pretend to speak the only truth and my judgement is clouded by my perceptions, so I shall hope that Your Excellency may shine a constructive light upon this issue.

We shall for now leave outside this missive our grievances against Serenierre, for we do not abandon the hope to resolve them in due time in between two Gallo-Germanian neighbours. We do not at this stage see tour current differences as warranting such a drastic resolution as war.

However, we shall raise the grievance against your allies in Xinhai, for their latest move to upset the fabric of international trade is unacceptable to the world in its entirety. Such a move is completely unwarranted in the given context and shall serve only to widen any communication gaps between all nations of this world.

As we stand now and where we are currently, my suggestion is that all scale down the degree of rhetoric and military preparedness and decide on the best way to proceed from there, if indeed all are interested in constructive relationships.

I assure Your Excellency that you may expect an honest answer from myself to any queries or counter-arguments.

As an addition to my earlier missive, I shall inform you that following the hostile mobilisation and posturing by the People's Republic of Serenierre, the Grand Duchy of Retalia hereby estimates as highly likely the possibility of a Serenien first strike attack against Retalia.

To this end, we shall be taking steps to mitigate these risks. As talking to Serenierre at this stage is considered to lead to a low probability of success, it is my desire that our mitigation is construed clearly for its defensive nature and not for whatever Villesen might seek to paint them.

You shall still find in me an attentive ear.

It is a correct presumption that the Kadikistani Union is threatened by the most recent expansion of the Trier Concordat, namely the Kingdom of Occitania on the southern borders of Serenierre. Nonetheless we fear that we can place little faith in your promises that this recent expansion of the Trier Concordat military alliance on the southern flank of the People's Republic poses no threat to the latter. Our disbelief only increased when confronted with a second great attack on the Gallo-Germanian Status Quo launched only several hours later from the side of Trier when Trivodnia, a country bound by constitutional neutrality as a mechanism for peace, announced its candidacy for the Trier Concordat. Surely months have gone by while all of this was in planning behind closed doors, this action itself revealing the malicious intent behind these happenings. During all that time Eiffelland or any other member of the Concordat could have contacted their partners with the common goal of preserving the delicate balance. This was clearly a well-planned diplomatic assault, hoping that our weakness would prevail as Trier seizes control over Gallo-Germania and isolates the remaining socialist states while infiltrating them as we saw in Crotobaltislavonia.

We remind Your Excellency that this is not the first recent crisis originating or linked with the halls of Trier. Only six months ago did the Trivodnian-funded General Radek attempt to overthrow the regime of our allies in Crotobaltislavonia, leading the world to the brink of war. Less than two months ago Trivodnia unilaterally seized Crotobaltislavonian territorial waters together with Elben under the guise of environmental protection. Overthrowing a legitimate regime and the violation of sovereignty was yet another horrible crime against the Slavonian people and the international community. There are many more incidents worthy of naming along with those that transpired yesterday, but in all of them we aided in making diplomacy prevail, often swallowing our pride. This time the Trier Concordat has gone too far. This geopolitical ambush will not stand and if you seek to destroy the balance of power we will be forced to contest you for dominance.

Your Excellency,

As I have previously stated, our mutual list of grievances is long. As you are unhappy with a number of events in the world, so were we unhappy with a number of events in the world spearheaded by either yourselves or your allies in Villesen. Yet as you showed your patience, so did we.

We have been times and times again provoked, threatened and insulted by the People's Republic of Serenierre, who have made anti-Retalian sentiment the cornerstone of their foreign policy. Yet Your Excellency shall appreciate that we have never gone as much as to threaten war or conduct extensive mobilisations of our forces. Mobilisations are a move, Your Excellency shall be reminded, that is a favourite one in Villesen's arsenal to show off their discontent at even the smallest of things. I shall only envy the deepness of Serenierre's coffers that they may at any one time have so many men and women away from places of production and economic wealth development, stagnating in expectations.

Your Excellency's discontent with Trivodnia has been clearly explained. The interest and capability of Amstov's government to conduct a coup in Crotobaltislavonia is an issue where the two of us shall disagree.

Yet Your Excellency shall appreciate that from the other side of the fence, we see Kadikistani troops in an arc from Gouw Marken to Rurikgrad. And now we have Kadikistani troops in Crotobaltislavonia, getting ever closer to our borders. This, coupled with the ever increasing flow of threats and insults from Villesen, the provocations from Xinhai far way from their own shores and within our own domains, cannot contribute to a situation where Retalia would see Serenierre, Xinhai or Kadikistan in a partner like role.

In fact, and maybe it would not be far away from the truth to state that we are just as discontent with the behaviour of Villesen as you are with the behaviour of Amstov, both being outside of our mutual alliances, yet being a source of tensions.

As I have stated before, Trivodnia needs peace, stability and prosperity. There are different ways to achieve this, and of course in the current political context, the authorities in Amstov see the flow of investment from the west as more likely than from the east. Hence their latest aspirations. Crotobaltislavonia sees more options in the east, hence their own aspirations.

Whilst we would hope that Serenierre would also be interested in stability and wealth, their actions stipulate that Villesen is interested in other matters. We shall leave this to the best judgement of Martinique's cabinet, for as stated before, we have no territorial or political ambitions against Villesen and would be content with a situation of mutual freeze and disinterest, as long as the active provocations from Villesen cease.

My suggestion in my previous missive was to scale down the degree of rhetoric and the degree of military readiness.

Mutual fears and concerns could be discussed in a manner in which they are either dissipated or confirmed. In the former case no further action being necessary, in the later case mechanisms to mitigate those fears and concerns being developed and implemented.

Global politics are a two way street, as Your Excellency knows even much better than most other persons of power on this planet. I am ready to take the steps should Your Excellency decide to meet me half the way on this street.

The suggestion to scale down the degree of rhetoric is ill-directed. Safe for a few words of support for our encircled allies in Serenierre we have published little rhetoric to inflame the situation even as the Trier ambush intensified. We have chosen to sever all diplomatic contact with the Rogue State of Trivodnia in an effort not expose the international community to another series of diplomatic attacks from the East to the West and visa versa. While it could be argued that a lack of active communication channels between Amstov and Ivar is counterproductive, we regretfully establish that the Trivodnian regime is unreliable to a degree that it holds little sense to talk to them, even less formulate agreements. If Your Excellency and his government holds similar opinions on Serenierre's foreign policy we can only disagree as they are right to feel threatened and behave as they do, unlike Trivodnia.

Concerning our military readiness we can say that it will be maintained for as long as it is deemed necessary. Occitania's membership and the Trivodnian candidacy, even if it is only for the economic hatch of the military alliance, and especially the explosive way it was handled warrants our actions. To lower our readiness would be to accept the incursion of the Trier Concordat to Serenierre's southern flank and potentially the Kadikistani western flank. To accept what you are proposing would mean the greatest geopolitical victory for the Trier Concordat since its creation so many decades ago. The status quo was established to keep the peace, establish lasting stability and profitable trade, it was not our hand who shattered it. As long as the membership of Occitania is maintained and that of Trivodnia is considered there is no more room for discussion. We will defend ourselves and our interests.

Your Excellency,

I have understood your concerns over Trivodnia and have acquiesced, comparing them to our own concerns over Villesen. I shall remain in disagreement and shall persist in my analogy.

Yet I find it regrettable that you deem the actions of your allies in Villesen as fully justified and their incessant threats, predating the current events, as warranted. I also regret that Your Excellency has not shown the same degree of concern over a status quo when Villesen was conducting anti-Retalian diplomacy in our vicinity.

Provided Your Excellency's unilateral demands and refusal to understand Retalia's position and concerns, I shall remain at Your Excellency's disposition should you seek an interlocutor in Retalia.

I remain committed to meeting you half way on the two way street.
