Upon instruction from
Généralissime Nicolas E. Serazin, the following statement has been issued:

By continuing to follow the policy of settling individuals deemed traitors and criminals in Serenierre under Directive 45/A of 1937, the Grand Duchy of Bourgogne has indicated its unwillingness to continue on the policy of detente that had been gradually taking hold in
Gallia.

The People's Republic shall take appropriate action to respond to the complete disregard for continued peace in Chagny and ultimate responsibility for any untoward outcomes shall be borne by the illegitimate representatives of the Burgundian Senate.

Markstad strongly believes that the Grand Duke’s authority reaches up to the borders of Bourgogne, not beyond them. Any claim to territories outside Bourgogne will be seen as a thread for the freedom and wellbeing of Gouw Marken and will be taken into talks with our allies and friends. What happens in [MENTION=635]Serenierre[/MENTION] only matters to the Serenierre internal politics and should be dealt with as an internal affair.

Grand Duchy of Bourgogne

The Grand Duchy also believes our authority stops at our borders. Perhaps we should be even more clear for our friends in Markstad. Though the Grand Duke is the rightful heir to the Throne of Serenierre, he has chosen not to press his claim. He has repeatedly stated that he would assume such a duty only if asked to do so by the people of Serenierre. There are absolutely no plans to interfere with the workings of the government of Serenierre. Additionally, we have stated and are continuing to act against any movement within Bourgogne which may seek to act against the government of Serenierre.

The statement issued by His Holiness is much appreciated. However we must say that while the Grand Duke of Bourgogne, Maximillien the Second of his line, has not claimed the extinct throne of Serenierre, the Grand Duke and his supporters have done everything in their power to weaken the sovereignty of the revolutionary sovereign state of Serenierre. There are active members of the exiled royalist class who are sought by the Government of Serenierre for their crimes against the people. But the Burgundian Government refuses to deport these people and in fact many of the "aristocrats" move in the same social circles as the most powerful in Burgundian society.

This myth of Grand Duke Maxillimilen II not claiming the throne of Serenierre is a gross lie. He claims it tacitly by not deporting all the royalists and all the traitors who have fled from Serenierre. The Grand Duke feels he has the moral authority to exercise sovereign authority over the citizens of this country because he believes he is their true Sovereign. This is at the core of the hostilities. The Grand Duke shall not be allowed to continue to spread his lies.

Grand Duchy of Bourgogne

The Grand Duchy would like to clarify the definition of 'a claim' vs 'claim'. A 'claim' to the throne is different from pressing a claim. Pressing a claim would indicate that a figure is actively pursuing his or her said claim. The claim itself is simply a claim. This is not an action per se, but rather a 'position' which is inherited. The Grand Duke has made no moves to secure the Throne of Serenierre. 'To claim' would be an action he has neither done publicly or privately.

Bourgogne-Serenierre Summit Concludes. Progress and opposition

Gouw Marken

Representatives of the Grand Duchy and representatives of the Villesen government met in an undisclosed location in Gouw Marken for an emergency summit according to a source within the Foreign Ministry. The source declined on to account for several details but noted that the conversation covered all manner of topics. Specifically the source stated that a new pipeline of "direct-indirect communication" was discussed and Borovanger was a topic of conversation. However, the source could not confirm any specific deals were made, only that topics were specifically discussed and progress was made. Another source stated that Bourgogne opposed any direct discussion of the conflict in Borovanger. The government currently estimates there to be around 40,000 fighters from Serenierre in Borovanger who are either directly or indirectly supported by the government in Villesen.

Legislature passes Farm Protection and Futures Bill

The Burgundian legislature passed the first bill to support farms with minor subsidies. The bill would help protect both dairy and poultry farms through 1960. The bill only extends subsidies through the fall of 1960. The bill, though considered a victory by the Burgundian Bureau of Farmers (Formerly the Frankish Farmers Union), received much derision and criticism. The BBF cited that the bill distinctly prohibits any further subsidies before the end of 1960 for farmers. Additionally, the subsidies only reach two types of farms. The bill is considered to be a bipartisan victory by Senators whom collaborated and compromised on the bill. About 175 Livre at a minimum will reach Burgundian dairy farmers each season as well as 160 for poultry farmers. The bill is also aimed at helping farmers modernize their operations with provisions for interest free loans for approved agriculture projects.



Burgundian Government places order for 200 Jet Fighters*

The Burgundian Government today signed an order for 200 jet fighters. The jet fighter, indigenous to Bourgogne, will be the first produced solely by Burgundian engineers and firms. The aircraft are expected to arrive in batches starting sometime in Janurary of next year. The Burgundian Air Force, still heavily reliant on propeller driven aircraft, has struggled to modernize. With the majority of the defense budget steered towards the land forces, much criticism has been aimed at Ducal policies which rolled back planned programs for both the Air Force and Navy. The planned acquisition of aircraft carriers and some 15 destroyers were among the first policies scrapped after the Republican government collapsed. The order is expected to create some 600 jobs with production aimed at a new factory in Lans. The news has been well received in the city as its unemployment rose sharply last year.

Last Burgundian volunteers to leave Ivernia by May 10

In a Foreign Ministry briefing, the Ministry announced that all Burgundian volunteers serving in [MENTION=1187]Ivernia[/MENTION] would return home by May 10. The volunteer forces have been fighting for over a year in the destitute region of Milesia. Burgundian volunteers successfully weathered the Siege of Lowport but ultimately evacuated only to retake the city a short time later. Burgundian volunteers have continued to act as a shock force as Imperial troops have taken time to reassemble and refit. A regiment of Burundian regular army paratroopers also returned home earlier this month after serving as observers and advisors. Despite their role, 11 were killed. The Burgundian volunteers suffered almost 1900 wounded and dead over the period of involvement.

The Ministry also announced that the vast majority of Burgundian Air Force personnel and aircraft have returned over the past 2 months. The Defense Ministry released a statement this morning which noted that several aircraft would remain to help the Imperial government maintain "air security". An estimated 250 advisors are expected to remain in Ivernia as the Burgundian government remains confident in an Ivernish victory. Marshal Gramelski, former leader of the Burgundian volunteer force and now General in the regular army, has stated that once the cease fire ends; Imperial forces should easily route remaining rebels.

The Foreign Ministry has remained critical of [MENTION=83]Kadikistan[/MENTION] involvement and noted intelligence which indicates that officials from Kadikistan ordered the dismantling and removal of heavy equipment in Milesian industrial cities. The government of Kadikistan has stated that this was a security measure to prevent industry from falling into the hands of Ivernish whom are not sympathetic to communist causes. The Foreign Ministry responded by saying that it was holding equipment ransom at the expense of the livelihoods of thousands of Ivernish workers who relied on factory jobs. The Burgundian government has pledged money to rebuild the industry and plans to put together an aid package "of significance" following the cessation of hostilities.

6 Arrested attempting to cross into Serenierre

The tiny frontier town was ablaze with Border Police lights this morning as 6 Burgundians were apprehended attempting to cross into [MENTION=635]Serenierre[/MENTION]. The 6, whose names are not being released, revealed under interrogation that they were members of the Party of Candles; Bourgogne's communist party. It is unclear as to their motivations police say. However, they noted that evidence indicates they were attempting illegal migration. The 6 will be held until Monday when they will go in front of a judge who will determine punishment- likely a sturdy fine.

Brienne Imperial Arena begins construction

Brienne

Imperial Telephone, Bourgogne's largest communications company, says it has broken ground on a 33,000 seat rugby and football/soccer arena just outside the city limits of Brienne. This will be the largest rugby arena outside Ouistreham (34,700). Despite concerns regarding ability to fill seats, Imperial Telephone states that it is confident that it will be able to host events throughout the year. The previous stadium, Imperial Center, was built in 1920 and only received upgrades in 1946 and 1949. Imperial Center also only featured 21,952 seats. "We cannot stress enough how modern this stadium will be. It will be at the forefront of a sport revolution in Bourgogne" said the press packet. A ceremony is slated for next week as demolition on the Imperial Center will begin. Both Brienne RFC and Brienne FC will be playing matches at the nearby Lacquin Regional Arena (Cap.- 17,000) until late 1958.

Bourgogne to offer largest military package in Burgundian history

The Grand Duchy is set to offer the Yiddish Free State the largest military aid package in Burgundian history. The move comes after heavy debate in the Senate and as republican sentiments are growing more vocal for action against socialist nations. Count Dampierre, Foreign Minister, stated that "the package is to enable our ally to defend herself against increasingly aggressive regional threats". Among those present at the press conference was Defence Minister Greuze (who declined comment). The Grand Duchy has extended aid packages in the past but has apparently done so in a 'restrained manner' said Dampierre. The package is set to include some 100 aircraft, 250 artillery pieces, 255 tanks, 7,000 submachine guns, 2,000 anti-tank weapons, and a contract to allow the Free State to produce up 45,000 FNR 52 rifles for domestic use. Also included is the acceptance of Yiddish officers into the Burgundian War College (not to be confused with any Burgundian military academy) until further notice.

Military budget to receive 8% increase for 1958

The Ducal Government announced yesterday that the military budget for 1958 would see a sharp increase over the current one. The Ministry of State fielded questions regarding the increase and cited rising security concerns along with the need to meet potential threats which are also increasing their military budgets. The increase is reportedly aimed at a large expansion of the air force as well as the construction of Bourgogne's first two aircraft carriers*. The carriers, being built with heavy input from [MENTION=18]Eiffelland[/MENTION] and [MENTION=1774]Pelasgia[/MENTION], are said to be on track for completion for 1959 and 1960. The military expansion, initially opposed by the Grand Duke, has been met with fierce opposition by left leaning legislators. The increase is a compromise over the proposed 9% budget increase originally proposed. The military has recently noted the need for a modernization program- something that has been repeatedly delayed. The air force is in desperate need of upgrades as some aircraft are up to 25 years old. The Grand Duke himself refused to answer questions in regards to the budget expansion.

Burgundian Air Force to enforce aerial security over Novo Srbja

The Ducal Government announced today that there would be an intensive Air Security Zone over Novo Srbja which, at the request of the Federal Government of Novo Srbja, is to be provided by the Burgundian Air Force. The Defense Ministry spokesman indicated that the Federal Government was becoming increasingly worried over possible 'nefarious foreign intervention'. The spokesman stated that at this juncture, the Air Force would not be engaged in direct combat action. Unconfirmed reports indicate aircraft will operate primarily from within Novo Srbja and the Yiddish Free State. The Air Security Zone will create passages for civilian aircraft which must be pre-approved by the Federal Government. The move has already received massive criticism from the Burgundian legislature who were not consulted. Some Senators are threatening a walkout of Monday's session (Senate is on a 3 day break currently). Approximately 75-80 aircraft are expected to take part.

Ivar threatens war as Bourgogne continues aerial security operation

Despite rabid threats from a destabilized Kadikistan, the Grand Duchy reiterated that it would continue its aerial patrols and would enforce the Security Zone. This reiteration comes after Kadikistan threatened both the Yiddish Free State and Bourgogne. Kadikistan's government allowed wild accusations to fly, including accusations of nefarious intervention by Bourgogne. This comes despite Ivar's own blatant initiatives and interference in the world and with Bourgogne's own neighbors. Ivar has also criticized Bourgogne's assistance to Amstov despite their own heavy assistance to numerous nations and rebel groups; not to mention significant aid to Bourgogne's neighbor- Serenierre. Bourgogne has, for several months, been aiding Amstov with intensive military advising. Like Serenierre, Kadikistan appears to only want conflict- saying they would have no negotiation and would only have things by their terms. The ironically pseudo-imperialist-reactionist nature of Ivar continues to worry world politicians as Ivar itself struggles to remain politically stable. Additionally, Ivar has announced a mass mobilization program. In response, the Defense Ministry announced it would put the 150,000 reserve troops on alert in addition to the already activated 45,000 reserves.

[MENTION=83]Kadikistan[/MENTION] also noted that any action by Bourgogne to bring troops to Novo Srbja would result in Ivar invading the Yiddish Free State. The Ministry of Foreign Affairs has sent a diplomatic message to the Embassy of Kadikistan in which it has reminded Ivar that an attack on the Yiddish Free State is an attack on Bourgogne. Additionally, this would trigger numerous treaties, drawing the world into war. The Grand Duke has previously said that such a war would be waged ruthlessly. Ivar has also blamed Bourgogne for the so called "disappearance" of Party of Candles members, most who have fled to Serenierre or have gone into hiding.

Speech of the Grand Duke

This morning, the Grand Duke spoke to the nation on television and radio. Below, we have provided the transcript without alteration.

Good morning. Today we find ourselves one again painted the enemy by imperialist-reactionary Kadikistan. Once again, Ivar places their ideology ahead of the people. As could be seen in Milesia, the people robbed of industry and work by Ivar; Kadikistan will do anything for its ideology. The legitimate representative of the people of Novo Srbja, the Federal Government, made a plea for Bourgogne to provide aerial security. We did not ignore their plea for assistance in their dark time. Instead, we dispatched aircraft to insure outsiders could not interfere in the conflict. Burgundian aircraft were specifically detailed to not intervene in ground attacks or other missions. Yet Kadikistan, threatened by potentially blocking an increase in their own imperialist actions, has threatened the free world with war. War is not something we relish, hope for, or aspire to. Yet let it be known, we will rise to any task. We will fight to the end. God willing, if the debauched action of war touches us, we will not acquiesce. The war will be a brutal one in which we will defend the values of freedom and rights of people. There will be no discrimination. If, in error, Serenierre chooses war alongside Kadikistan, we must note that the result will be equally disappointing for Villesen.

It is with profound and solemn regret that this situation is upon our doorstep. We have, in the past, found great restraint while great chaos and wrongdoing occur on our borders. The efforts of Kadikistan, not so secret, in Borovanger were accepted and largely ignored by this government. I am here to admit, this was a mistake. We have worked without end with those in Villesen to preserve peace in the past. If Kadikistan wishes peace, we will work with them as we have in the past. Kadikistan's actions,of strong-arming all nations, threatening war repeatedly, and bulling Gallia must come to an end. While governments may desire war, no people truly desire it. Our government and people do not wish for war. We are however prepared to defend ourselves and our allies from outright aggression.

We will do all possible for peace. Let me be clear, what happens next is solely up to Ivar. Only they may reverse the course upon which they have set us on. In the meantime we must weigh our blessings and every Burgundian must weigh their heart. We will only accept peace or victory.

War avoided as Grand Duke strikes deal

The Grand Duke issued a personal letter to representatives in Ivar in which he was able to strike a deal to avoid all out conflict with [MENTION=83]Kadikistan[/MENTION]. The deal, centered around a mutual agreement of non-interference in the conflict in Nova Srbja, resulted in the demobilization of forces on both sides. Both Ivar and Chagny are claiming it as a diplomatic victory as Kadikistani news accuses Bourgogne of attempting to create a 'puppet state'. The Grand Duke also issued a communique to the legitimate government of @Nova Srbja in which he pledged to continue to work in the interests of the democratically elected government. The agreement reached by both sides has evidently resulted in both parties agreeing to neither formally or informally intervene in the conflict. Despite the heavy rhetoric coming from Ivar, the Grand Duke has promised that he will continue to support the free will of peoples and to show support against 'red imperialism'. Mobilization has been halted as thousands of reservists returned home this past week. The Burgundian military has reportedly remained on high alert and the final units will be demobilized sometime in the next 2 weeks. Despite criticism, military experts noted that demobilization (like mobilization) takes time as every piece of equipment must be accounted for and administrative tasks must be accomplished. Military experts have also expressed concerns that Kadikistan may continue to attempt to intervene informally with government supported volunteers. The Grand Duchy has stated it will hold Ivar to the terms it agreed to. While progress has been made internationally, much criticism has stemmed domestically. Liberal Senators have voiced concern over the financial cost of the mobilization and the costs of a swift demobilization. Many conservatives have criticized the Duke's approach, saying that failure to confront Communist aggression will only embolden future actions.

Grand Duchy cautiously supporting a Confederation of Borovanger

The Grand Duchy issued a formal statement in support of a confederated Borovanger. The Grand Duchy has denounced the accusation that Borovanger's confederation is to solidify its status as a 'buffer state'. The statement reaffirmed Bourgogne's commitment to the self-determination for the people of Borovanger. Several conservative groups have continued to denounce the Burgundian acceptance. Today, 11 conservative Senators walked out of session in protest of the government statement. However, the government remained vigilant, noting that the creation of a "communist or even heavily socialist state, established by the hand of outsiders, will not be tolerated on our borders". Bourgogne also warned that any violation of its airspace or territory would result in repercussions. Several hundred refugees, culturally Frankish, crossed into Bourgogne yesterday. The Burgundian government expects many of Burgundian descent who live in Borovanger to seek asylum from war within Bourgogne. The statement notes that the Burgundian government and military will monitor the situation carefully as things develop.

Burgundian Military will see reorganization following recent scare

The Burgundian military is set to reorganize following challenges shown in the recent attempts at mobilization. In the spotlight are the logistical issues seen as there were heavy difficulties found at muster stations. Additionally, needed equipment failed to reach many muster locations within the allotted 48-60 hours. Several issues were also seen in evacuating civilians from various strategic locations. The Defense Ministry has concluded that "new and more streamlined policies and procedures will be introduced in order to reduce confusion, supply, and personnel problems". The Defense Ministry also stated that it would be exploring the possibility of updating up to 2 mothballed destroyers and ordering up to 4 cruisers. Critics have noted that this will still place the Burgundian navy far behind its counterparts in terms of naval capabilities. Experts point out the Burgundian military is heavily biased towards land and air capabilities rather than power projection. The military is expected to eschew further expansion of both air and land forces. The military also announced it would expand its exchange program with allied nations to ensure better espirit de corps and interoperability. The Military Academy at Brienne is rumored to be be accepting up to 40 Yiddish Free State officers starting in the next academic term for a full education.
