The Government of his Majesty the High King of Ivernia.

I, Minister Extraordinary and Plenipotentiary of the Kingdom of Lisse, have the honour to inform the Government of his Majesty of Ivernia, that I have been instructed by the Crowned Government of Lisse, with full endorsement of the States-General, to propose to his Majesty's Government a commencement of negotiation relative to the establishment of a formal relationship between the Kingdom of Lisse and the High Kingdom of Ivernia in areas of common interest, with a view to a more unified and co-ordinated approach to stresses upon European stability and prosperity.

The Crowned Government is persuaded that his Majesty's Government will see in this measure, an unquestionable proof of the sincere desire of the Crowned Government to place the friendly relations of the two countries beyond the reach of those misunderstandings which either the absence or the inadequacy of precise arrangements on subjects of the greatest delicacy and importance might from time to time occasion. It is under the influence of this solicitude, that the Royal Secretary of Foreign Affairs has charged myself to express to his Majesty's Government, his unfeigned regret that there are distresses in Europe that would require the Crowned Government to propose formal understandings with his Majesty’s Government in the areas of commerce and security, and at the same time to declare his entire confidence that the just and liberal sentiments which animate his Majesty's Government, corresponding with those which belong to the Crowned Government of Lisse, cannot fail to lead, without delay or difficulty, to such an issue of the negotiation which is now proposed, as shall be suited in all respects, to the rights and interests of both nations, and therefore calculated to insure a long continuance of the friendship which so happily subsists between them.

One of the primary objects of this approach of the Crowned Government to adjust with his Majesty's Government a formal and explicit arrangement relative to the character and energies of the Valkanese Government, which has excited in a very great degree the sensibility of the States-General and the Governors of the Zwarte Kust alike, and claimed the anxious attention of the Crowned Government. The incidents alluded to, is the abhorrent policies of the Valkanese Government in Southern Himyar. The effect of these policies is, that the enlightened and industrious civilisations of Gallia-Germania and Scania, with the morality of our Christian virtues, are utterly dishonoured to those of Himyar and Europe, and one of the most essential rights of the nation-states and powers in Himyar utterly violated; that the legitimate and abiding interests of those, other than Valkanese, within Himyar, are forced from the quiet pursuits of a lawful commerce and civilisation into the severe and dangerous spiralling escalation of violent destruction.

The Crowned Government of Lisse has accordingly made the distresses of the subject of frequent appeals and statements to the Valkanese Government; having extinguished all hope of an immediate adjustment of this subject by diplomacy, the Crowned Government felt that they were called upon by candour as well as by their duty to the Kingdom of Lisse, and our friends in the Kingdom of Bangala, to inform the Valkanese Government, that the appeals relative to the violent conquests having failed, they had no justification to conclude a continuance of amity, so as to bind the Crowned Government of Lisse from not pursuing measures for the purpose of retaliation and containment. The Royal Secretary of Foreign Affairs did accordingly give the Valkanese Government this information in the most explicit terms, and the diplomacy was in consequence suspended.

The Royal Secretary of Foreign Affairs has transmitted to me, for consideration, a copy of a statement, together with intelligences of the circumstances connected with the Valkanese conduct in Southern Himyar, with the statement providing their sanction, agreed in the meantime to concur with the Carentanian Government, as the international community were invited to do, in an effort to adjust the situation in Southern Himyar; the statement has not been submitted. It appears that the Crowned Government considers this collateral proceeding upon a concern of such paramount importance, as unsuitable for Leidschendam and Alderburgh to remain ignorant of, additionally the governments of Portusgalia, Hulst, and the Fennian Union. In this opinion the Crowned Government does but continue to respect the considerations which heretofore induced the Carentanian Government to believe that an arrangement upon this point ought to stipulate with precision against the Valkanese conduct in question; the Crowned Government is nonetheless alarmed at the consequential possibilities of providing quarter to the Carentanian Government to influence and adjust the interests of colonial entities in Himyar. The Minister-President is thus desirous for a formal arrangement of Lisse and Ivernia for the points underlined; and in the instructions which, in conformity with that opinion, the Royal Secretary of Foreign Affairs has provided, the Minister-President does but manifest his reliance upon the spirit of justice and amity, which he is assured his Majesty's Government will bring to the consideration of a subject so interesting to the rights and feelings of a friendly nation, for such an adjustment of this, as well as of every other question belonging to the relations of the two countries, as shall confirm their dispositions to mutual kindness, and promote the happiness and prosperity of both.

The High Kingdom of is pleased to hear from our neighbours in Lisse. Ivernia wants to make it clear, the we are as one in our message. Our opinions of the current situation on the Himyari Continent are the same as your own, and we feel that a combined effort must be needed between our two Dominion's to ensure the safety, security and peace of the Himyari Continent.

The Empire of Valkany is an erratic and most dangerous Empire. A relic from the old dark days it spreads disharmony and death wherever it's Empire lands. It's heavy handed approach resulting in the deaths of tens of thousands, and their lies upon lies from their press and the maelstrom of confusion and madness from their Foreign Department attempting to cover up and justify their evils.
On this note, the High Kingdom of Ivernia is of the opinion that there must be the proposed level of co-operation between Lisse and Ivernia in this regard, and also wishes for the formal agreement to be made on the points from your Minister-President.

Ivernia is also hoping to allow conversation to be made possible other nations with holdings and interests in the area. A communal House and forum for the Empires to discuss matters that would otherwise cause discourse and strife between us. So that nations such as Carentania and Tyrhennia do not lead a banner and vanguard the other Empires of the world to a cause which might one day lead to all our folly.

The Government of his Majesty the High King of Ivernia.

I have the honour, sir, to enclose the Minister-President's letter to his Majesty's Government of Ivernia, which conveys the sincere determination for the adjustment to a determined negotiation between the Crowned Government and his Majesty's Government.

The Royal Secretary of Foreign Affairs has commanded me to express the instruction of the Minister-President to inform his Majesty's Government of Ivernia that the Crowned Government is now readied and certainly desirous to proceed to the establishment of a formal relationship between the Kingdom of Lisse and the High Kingdom of Ivernia, which will most assuredly serve to protect the mutual interests that have been mutually expressed. But at the same time I have it in command from the Minister-President to call the attention of his Majesty's Government to some extraordinary proceedings which have lately taken place as an extension from the atrocities and idiocies pursued in Himyar which seek to certainly undermine the relatively brief peace and prosperity being enjoyed in Gallia-Germania and Scania, and to communicate to them officially the sentiments of the Crowned Government thereupon.

The proceedings alluded to are certain Declarations and Orders of the Kyivan regime, issued at Kyiv on the 14th Feb. In these Orders the Kyivan Government seeks to justify its own unjust pretensions, by imputing to the nations discriminated, principles which Kyiv never professed previous and practices which have never existed. The Crowned Government and, indeed, his Majesty's Government are accused of a systematic and general disregard of democratic and human principles, recognized as essential to civilized states; whereas the Crowned Government may confidently appeal to the entirety of Europe on their uniform respect for human rights, and their general and scrupulous adherence to the laws and principles of democracy, without condescending to contrast their conduct in these particulars with that of the Kyivan regime. By such allegations, unfounded as they are, the Kyivan Government attempts to justify their pretensions of confiscating as lawful reason the rights and freedoms of European trade, though political stability and national prosperity be the property of the Kyivan Government to determine.

Such principles are in themselves extravagant and repugnant to the law of free nations; and the pretension founded on them, though professedly directed solely against previous and present colonial nations, tend to alter the practice of trade among civilized nations, and utterly to subvert the right and independence of peaceful and democratic members of the European family of nations. The Crowned Government cannot, therefore, believe, that the Kyivan Government will ever seriously attempt to enforce such a system. If it should, they are confident, that the sense of the Kyivan Government will perceive the fatal consequences of such pretensions to European commerce, and the injurious adjustment of its political and commercial interests to the European community generally. If, however, the Kyivan Government should carry these threats into execution, and if neutral nations should, contrary to all expectation, opt for ignorance to such usurpations, the Crowned Government might probably be compelled, however reluctantly, to retaliate in their just defence, and to adopt in regard to the commerce of aggressive and hostile nations, the same measures which those nations shall have permitted to be enforced against their commerce with the Lisser citizens.

I, Minister Extraordinary and Plenipotentiary of the Kingdom of Lisse, is assuredly animated by a desire of developing further the beneficial work in which we are engaged, has been authorized by the Crowned Government to negotiate a treaty stipulating the formal relations of the Kingdom of Lisse and the High Kingdom of Ivernia without delay.

The High Kingdom of agrees with the Kingdom of Lisse that we need to take the next step in the Iverno-Lisse formal relations, and that our mutual ideologies must be protected, in unity and through the course to treaty. A treaty has been drafted, to be editorialised at the Governence on Lisse's scrutiny:

- Free movement of goods - this Treaty prohibits the High Signatory States from imposing custom duties, quantitative restrictions on imports and discriminatory taxation or any measures having equivalent effect to those thereof. Custom duties between the Kingdom of Lisse and the High Kingdom of Ivernia shall be lifted. Restrictions on grounds of public health protection, public order, public policy or public morality shall be allowed.


- Freedom of establishment - this Treaty prohibits any measures aiming to hinder the establishment of natural or legal persons from one of the High Signatory States on the other in order to discriminate with basis of nationality. Restrictions on grounds of public health protection, public order, public policy or public morality shall be allowed.


- Free provision of services - this Treaty provides that any self-employed service provider can freely move between the High Signatory States with no restriction whatsoever, except those based on the aforementioned grounds. Restrictions such as barriers to entry or discriminatory taxation shall be prohibited.


- An invitation to the Gothic Free Trade Area, an alliance of free trade zone between the High Kingdom of Ivernia, the Free Cities League, the Kingdom of Ostveg, to be offered to the Kigdom of Lisse. With all rights the responsibilities being granted to the Kingdom of Lisse on acceptance, in equal status with the current members.

- That the Colony of Bangala and the Ivernish Himyari Commonwealth both, from respective Dominions, gain stimulus to allow the two regions to engage in more, if possible, trade between the two nations in the interests of public progressive for both regions involved and to allow for more stability and stability enhanced action within the Himyari continent.

In this section of the treaty the High Kingdom of Ivernia encapsulates the possible future of our two Kingdoms and the future of the economies. Within we hope to provide the neccesary stimulus to our economies as well as the progressive nature to be a boon to restore trust in the international markets after the attack on our economy from the KNRR. In short that we shall work closer to make sure that no tyrant can rule us through Soft Power.

- That the High Kingdom of Ivernia and the Kingdom of Lisse shall work closer together in co-operation to monitor and safeguard the Iverno-Lisse strait between our two nations, in both duties of coastguard to areas of security and national security as well as co-operation between the two coastal police forces to help against criminal activity dependent on crossing thee strait illegally.


- That the High Kingdom of Ivernia and the Kingdom of Lissa shall sign in this treaty the ''Mutual interest of defence and national security'' where the High Kingdom of Ivernia and the Kingdom of Lisse shall sign to improve co-operation between our two defence forces of our separate sovereign national territories and that based on our neighbourly and friendly relations that unwelcome external forces will be met with a mutual repulsion from both Defence Forces if needed by our two Kingdoms in the interest of protecting our Region as a whole.

-That if the Kingdom of Lisse requests invitation into the pre-assumed ''Tripartite Agreement'' that the High Kingdom of Ivernia shall offer the necessary referral.

In this section of the proposed treaty we expand upon possible outliners for mutual co-operational plans of defence of our shared Region.

We hope that the Lisser Governance takes this treaty with the seriousness in which it is proposed and carefully decides which parts it would like removed, expanded upon, or indeed any additional parts which can be added by the enlightened minds of the Lisser peoples. We hope that this treaty may indeed prove to be a Bulwark against the threats that are surely to present themselves in the coming times.

The Government of his Majesty the High King of Ivernia.

Sir, I have, the pleasure to acquaint you that the Crowned Government of Lisse have this day agreed with the Government of his Majesty of Ivernia, to conclude a Treaty on all the points which have been formed from the object of our negotiations, and on terms which it is believed absolutely that the States-General of Lisse cannot refuse, but appreciate.

It will require only one full week to mobilise the States-General to approve, with the urgency necessary, and ratify the treaty between our two nations. When that is done, the Minister-President shall mobilise where necessary the appropriate institutions and resources of the Crowned Government to absolutely realise the fullest potential of co-operation between Lisse and Ivernia in the areas stipulated.

The Crowned Government welcomes this new era of Iverno-Lisser relations.
