Dear Lady,

The Loagans pose an existential threat to us. The Gunn was right when he said that someday Salammbô would go too far. She has been bought by the Burukovas. This is why the communists have been able to raid Oriel.

Anwanyu and I have agreed that the hour of decisive action is upon us. And if rumors from Jugol and the Ivory Throne can be trusted, the time is auspicious. Wait any longer, and the whites in the RLI might spring a military coup upon us. We cannot allow our enemies to regroup in western Loago.

I ask for your wisdom and counsel.

The great work of Revolutionaries drags heavily on, and I truly despair it.

I had thought of proposing intervening acts within the Council of the Republic, that the First Republic might restore peace and stability equal to the war and instability seen menaced. In Maseru, in Loago, weakness regulates their character, an essential quality of their races and cultures, that it is impossible for them to part with that and the inevitable tyranny. The Presidency of Damara should not choose to oblige the First Republic to be accepting of any and all measure of loss, as a price of improvement for the ineptitude of lesser peoples.

I am at liberty to make that decision, however, you are not.

If the Loago peoples will not abolish the criminal violence and war, relative to you, the Prime Minister of Port Stanley must establish its peace in Loago, for any other act will not answer threats you suppose. The National Unity Government may hope to elude it by employing emotional appeals to the international community of nations. If that government determines to exclude the provoked and reasonable actions of Port Stanley, and in demanding your recognition of their sovereignty and independence, refuse to acknowledge the absence of their own authority and capable governance, more must be done.

Any measure by which the improvement of Port Stanley and your Premiership will not only be encouraged, but rendered inevitable, must be taken.

I should be sorry to prescribe death and destruction upon the common people of Loago, but driven to the necessity of it, I would not like to suggest you do this business by the halves.

The people of Loago are not your people, and should be beyond value and concern; those of Port Stanley are, and all efforts must not be prohibited if to protect from without and from within.
