Esteemed Mr. Lukyanov,
since 2007 and 2010 respectively have we been leading the fates of our peoples, representing them to the best of our ability and consciousness. Yet, in the past 13 1/2 months that I have been endorsed by the All Citizen's Congress, our governments have not had the opportunity to engage in closer discussions about topics of mutual interest. Bad tongues would say that developing the relationships to the respective other country have not been high on the list of priorities of either our governments - both sides disagree on a variety of issues, mostly of economic nature.
Yet as I write to you, the interests of both our nations are threatened - the terrible war machinery of the Solaren dictator has been mobilized under the impression of an unassailable buildup of military assets by the European Defense Federation, determined to bring to justice the masterminds of terror that took the lives of so many innocents in Nicosia. Terror has struck into the heart of an unprepared enemy, unleashing the horrors of chemical warfare for all the world to see in its barbaric primitivism.
At the same time, trade and commerce in the region are beginning to collapse, a cascade that will continue to unfold as the operations in the area will expand until the inevitable victory of EDF forces over their opponents - about that I have no doubt. The world will be a saver, better and more just place after the fall of the Tormentor of Torrence. The free men of the world are anticipating the demise of the theocratic regime.
Yet, the implications for the Long Sea region, that an EDF victory in Solaren will have, are broad. Without a doubt, a regime sympathetic to the Federation will be installed in Torrence, and with that come wide-ranging economic, political and military consequences for the entire region - a shift of balance towards the EDF, which already holds a dominant position in Western Europe and beyond. Make no mistake - the destruction of the Solaren regime is just and will further the cause of human progress. However, at the same time, both our nations are immediately effected by the consequences the demise of the Solaren Papacy will have.
The Constitutional State believes that a post-war order in Solaren must be established under the auspices of the international community, with the future independence and sovereignty of a Solaren democracy clearly in mind. One international bloc ought not to ravage the spirit of the Solaren people, nor deprive them of either their natural resources or military possibilities for the sake of strategical considerations. While I believe that the EDF has a casus belli for engaging the Solaren armed forces, it does not have a mandate to determine the region's future - this right lies solely with the Solaren people. One-sided influence in Solaren will not only destabilize the region through antagonizing of other actors such as the Council Government in Carentania, but also have long-term impacts on the economic and political stability of the Long Sea region - a region Polasciana considers to be in its sphere of influence, and rightfully so.
It is for these reasons that I extend an offer to assess the options that are opened up by our governments combining their diplomatic clout to bring about a favorable outcome in the contemporary crisis. Through cooperation in this field, a path that has long been neglected might be given new life, and I hope that through a successful bid for a coordination of our diplomatic strategies the door for future cooperation will open wider into a successful new era of amity to come.
