Department of Home Nations & Devolution reaches consensus with all government departments

Freya Lundberg was able to get her white paper closer into reality with most aspects being brought forward into law, the Home Affairs Office confirmed that the recruiting target for Police Service of Ulster will be intermittent into its first drive with 54 newly recruited police officers to be from the Nordic community and they also gone further with all police stations in Ulster to have at least one police officer in fluent Austwegian by 2025.

The National Police Chiefs' Council have voiced major opposite to police reforms from the start with many as half of its members threatening to resign. A spokesperson said in a statement.

"The NPCC represents 80% of the senior leadership within the National Police Service of Strathclyde, the Home Affairs Office under the orders of Dr Finlay are in the middle bulldozing servaul reforms without consultation. These reforms if brought forward will leave lasting consequences in how policing is carry out within Strathclyde. The NPCC simply asks for opinion formed from years of senior frontline and operational experience be taken into account.

We are not inheriting against any type of reforms or structural changes but we are strongly opposed to complete disbanding of the NPSS which have served the public with pride for over two decades. This is a shortsighted move that doesn't solve core problems facing policing within the Strathclyde such as undermanning and lack of resources.


On contrast the Police Federation of Strathclyde the staff association for junior police officers openly supports all the reforms brought in so far saying that main problem facing law enforcement is lackluster leadership and corruption.

The rolling out of bilingual education has been kicked out onto the long grass with the final decision being rested on the future devolved Ulster government. This cause some anger among the PFP informal allies the UNP with many hardliners threatened to walk away from their voting pact. Lundberg has been able to keep tempers in check and out of public view so far due to slowly growing the influence of what seemed to be a token itself the Department of Home Nations & Devolution.

From what many commenters saw as last ditch attempt to win the UNP favour, the DH&D has been changing its original purpose to be a rolling mill of policy papers to exhibiting influence among other department with forces on the Prime Minister's Office and Dr Finlay.

It is now common to see both Lundberg and Dr Finlay drinking after-hours together in the Second Estates members lounge. It is not the very time Dr Finlay has worked and become friendly with members of the UNP but this is most open he has been with them since the party history with controversy.


Defence & Security Office and Foreign Affairs & Trade Office joint plan in response to Sturmvogel hijacking
The hijacking of a night ferry in Eiffelland has pushed for the DSO and the Foreign Office to publish updated security advice for the maritime trade. As well the Immigration & Border Protection Agency have beefed up security at ports of entry after requesting the Home Affairs Office to allow them to contract Gemini Armed Security the country's only approved armed security provider. Many of their new armed security guards have been trained by experienced Pelasgia based company General Security S.A. They are roughly fifty registered private armed guards and another eighty are currently in middle of training or passing strict background checks before being granted a licenced.

Around thirty Gemini Armed Security guards shall be posted to support IMBP Agency in general day to day tasks.

It is part of the wider Defence & Security Office developing Public-Private Security Partnership agenda, at current moment the DSO plans to provide core on-the ground security to strategic government infrastructure it is responsible for in-house. While contracting all security services of low-risk sites to third parties. It is currently pushing the Home Affairs Office to allow greater private involvement in the new three police services of Strathclyde. Specifically privatising National Transport Police Units that current cover crime prevention on public transport and security of assets owned by the Department of Transportation & Infrastructure.

The Home Affairs Office have reject this so far fearing that it would cause a public backlash as many might see it has creating a private police force.

Dr Finlay has promised an increase number of police officers, IMBP and C.T.A agents alongside greater pool of resources given to all law enforcement to aid in the fight against terrorism. So why the need for privatisation some have asked. Well the DSO have argued that freeing of in-house security personnel and resources handling low-level duties will enable them to work on other projects involved in the direct fight against terrorism.


Foreign Affairs & Trade Office have said it plans to host a summit on International Public-Private Security Cooperation in the Maritime Sector within the next month in light of the Sturmvogel hijacking. Those invited would be various state governments and the main players within the private security industry.

It seems the Foreign Office is on board with the DSO's agenda and is willing to push it further in the international stage.

Government sets date for polling day for the new Home Nations devolved governments

The Legislative Assemblies of Ulster, Gwent and Sutherland elections will be on January 31st with each term lasting 5 years. The government also have finalised the relationship between all three devolved government, the government in the Witan and the Crown.

The powers of the Assemblies shall be transferred by the Witan on a temporary basis with the Devolution of the Home Nations Act 2020 currently being debated in the Second Estate creating the legal framework.

The current plan is to give responsibility of healthcare, education & policing to the devolved governments with rest being de jure under the control of the Witan. How each Assembly be layout will be ultimately up to each one, with the Prime Minister's Office only sending an advisory blueprint on how each government should function.

At moment the foundations at current is;

The Legislative Assembly of Ulster will have 33 MLAs
The Legislative Assembly of Gwent will have 101 MLAs
The Legislative Assembly of Sutherland will have 63 MLAs

It is suggested each Assembly will have a small cabinet made up of Ministers responsible for the public services under its control alongside a Premier as a head.

The Devolution Act was personally written by the Prime Minister with aid from various legal scholars. The Act seems to be designed to be non threatening and a baby step towards federalising the Union but it is already facing opposition from within the PFP and its informal allies the UNP.

Critics of the bill, main issue is the power given to the Assemblies shall be driven from the Witan which can be withdrawn not from the Crown and will not be written into the Constitution.

The Prime Minister Office that the powers are only temporary and driven from the Act to allow flexibility. As well stress that any extra powers given to them shall need only a simple majority in the Second Estate compared to three-fourths needed to remove or suspended the Assembly all together.

For the UNP there are not enough safeguards and the current ones are not good enough they request that the statues of the Legislative Assemblies must be protected into the Constitution. They also suggest that the Department of Home Nations & Devolution should become a cross-party committee outside government control with the Committee only being allowed to bring forward expansion of powers to be voted on in the Witan.


With rumours of rebels planning to vote down the bill numbering from half the party to less than double digits. Could this be Dr Finlay first defeat?

The People's Party hosts its first conference with many former donors to the Druid Conservative Party spotted, the party leader Ken Stakes not seen in the public eye since the Citizen Report publish claims of his links to a far right Veterans Association.

Ken Stakes opened the conference rather than pulling back on his rhetoric during his speech he double down, praising the members of the military past and present. Labeling the Citizen Report a fake news machine whose primary goal is to print clickbait not to report the facts. With many labeling him head of a one issue party, he expanded on the parties goal within the speech saying.

"Our culture and union is under threat from International Finance and Atheistic Socialism which people on the right and left have been sleep walking into for decades. Ulster is now filled with drugs and criminals being sent in by the Nords in order to destabilise because defeating us once is not enough for these people, they are bloodthirsty. They shall not stop, like raging viking barbarian they will wipe out our culture under the window dressing of international peace.

A government under my leadership shall walk away from the Treaty of Hagga which is out of date but wasn't even worth the paper it is written on from the start.I also will request for all foreign troops to leave immediately.

I will personally rip up the Cross-Community Agreement and ensure that the true people of this great nation are protected and looked after not wasting time or resources on freeloaders.

Don't you worry under my leadership,we shall be reborn as a nation that will then stand strong and independently on the world stage against the forces of International Finance and Atheistic Socialism!"


With many of his critics fears now confirmed, Ken Stakes has firmly shown the party is Ultranationalist and plans to walk out away from everything that has brought stability to the country post-Valentine.

Government avoids defeat but concedes to backbencher rebels

The Devolution of the Home Nations bill has passed in the Second Estate but with the Prime Minister adding a last minute amendment to allow a referendum on the Constitutional status of the new Legislative Assemblies. In face of growing rebellion in the backbench and his informal Ally the UNP abstaining. Dr Finlay was able to bring both sides together by pushing the question onto the public.

The question the public shall be asked in three months will be.

"Should the new powers gained by the Legislative Assemblies of Ulster, Gwent and Sutherland be enshrined in the Constitution?"

With public polling showing hostility in Ulster towards Devolution, indifference in Gwent and support in Sutherland. Sources close to the Prime Minister hopes that apathy or hostility will give him a easy victory.

Dr Finlay with his right hand man the Foreign Affairs Secretary hoping last minute gamble will let the Devolution of the Home Nations bill pass the Second Estate


Dr Finlay last month had a nearly impossible task facing him, to get the DHN bill through with 1/4 of his MSEs threatening to abstain and his informal allies the UNP outright planning to block the bill with the opposition. The main problem he was facing was that many opposing the bill did so on a septum of reasons. They could be break into two big camps Constitutionalist and Centraist. Constitutionalist supported the bill in every regard expect on one ground any power transferred to Legislative Assemblies must be enshrined in constitution no matter how small.

Dr Finlay outright rejected this stating that the Devolution to Federal model no matter how slow would be more stable legally and politically with polls showing that the public rejecting Devolution 51 to 49% with many stating that government must forces on another issues.

With that in mind Dr Finlay knows in order to get the party's dream of over two decades he must dip feed the public Devolution starting off with the three core public services policing, education and healthcare being devoluted first.

Even then education within Ulster becoming a problem with a small chunk of the party refusing to allow bilingual schools to be set up at. With them saying the cultural sensitivities of the subject is why they are against it, they did not outright say this but they feared if they allowed it. The PFP would never get votes in Ulster again, having one out of the eighteen Ulster MSEs, you can understand their fears.

On the opposition benches you have the DCP and Royal Purple who have in their twenty five years in government refused to allow any form of decentralisation. Both calling it "a waste of time & money which could be spent improving and streamlining public services."The last opposition party, being the hard left Republican Labour Alliance who have said they will not work with the government at all until they scrap the new flat income tax. Labelling the PFP has "the party of international finance capitalists and no friend of the working class."

With time running out Dr Finlay see if he could do the same trick twice kicking the can down the long road. Adding a last minute amendment to allow a referendum on the Constitutional status of the new Legislative Assemblies. He was able to push it through but with rumours coming out that he faces another battle this time with National Police Chiefs' Council.

About 1/4 of its members are said to be threatening to resigns over the police reforms with a source saying.


"We will walk out unless Dr Finlay sits and has a real consultation with us before bulldozing through the break up of the National Police Service.

Age 35 Teifion Gwyn Foreign Affairs Journalist and colleague
Teifion Gwyn has not been heard or seen from since 31st of May, he spent the last two months in Natal based out of its capital city, Camp hill. He had been reporting on the Himyari Peoples' Union formerly known as the Nethian Revolutionary Association.

He had been working with a local guide to make connection for his report. The last communication with us was on the 30th of May, he had told us that he found a safe way into Nzadiland.

We are currently working with Foreign Affairs & Trade Office on behalf of his family, the Office have told us they will be working with the local authorities to find his whereabouts and ensure his safety.


If you are reading this Teifion Gwyn or you know of his location please contact your local police authority soon as possible.

That I confirm, Teifion Gwyn a journalist working for the Citizen Report aged 35 was more than likely been kidnap & killed by militias in Nzadiland but with no body recovered so far we can not say with hundred certainty.I like to send my condolence to the family & friends of Teifion Gwyn who have already been informed and request to be left alone to grief in private.

With this in mind the government has major chances planned for the nation's current defence policy.

Thank you Secretary Moyle for opening this press conference, I also send my condolence to the family & friends of Teifion Gwyn. Now onto the matter on hand with unneeded and brutal killings of a Manx Citizen as part of the unfolding carnage in Nzadiland. I have called a meeting of the Joint Defence Staff Council to discuses options we can take in order to end the humanitarian crisis and to bring up about a stable government.

We will work with all partners in the region to achieve this aim but due to constitution arrangements our options are limited at the current moment without bringing plans forward to the Witan.

I stress that this is not a deviation from the core stance of neutrality in international affairs, our primary objective in defence policy is of strengthening internal security & protected neutrality but we can not stand by and watch the untold misery in Nzadiland hence any action taken by the Strathclyde Defence Force shall be humanitarian in nature."

Government announces three ministries in drive to "trim the fat"

The government of announces three new ministries to be created after the process of devolution beginnings in a few months time. The Ministry of Cross-Community Relations aimed at tackling issues relation to sectarianism in Ulster, the Ministry of Public Health shall replace the Department of Public Medical Service when its current responsibilities is transferred to the Legislative assemblies, it shall forces on helping to create health polices for the three Home Nations primarily through research with domestic & international universities but the government stresses all requirements will be advisory, powers of health polices will rest on the Home Nations.

The finally one being the Ministry of Economic Development which shall replace the Ministry of Business, Enterprise and Innovation the new Ministry shall take on the same function of attracting investment and breeding Entrepreneurship with their youth programs. The new function will be the running of yet named think tank that will work with businesses and trade unions.

The Ministry will be in effect a junior partner to the Foreign Affairs & Trade and Department of Labour & Welfare.

HRH Treasurer Dai Harley speaking at a private dinner with Manx Association of Chief Executives, a group that represents the country's largest employers such as the Williams & Morgan Group and Wal-Manx. Dai Harley reaffirmed the PFP promises on working with Businesses to create high quality jobs. He said,

"In a uncertain world being broken into factions it seems to be stormy seas ahead but with this government at the helm I can say we will ride the coming storm undamaged."

With customer spending and investment down from this time last year, both customers and investors are worried about what seems the never ending crisis hitting the world. Beginning with the 2019 Moira Disorder then the Silk Sea crisis now a coup in Crotobaltislavonia, confidence has taken a hit.

Dai Harley hinted at opening Manx Markets to the ODS to hopefully set off this but reassured he wouldn't agree to any type of deal that threaten core workers rights or put domestics business on unequally footing.

Nova Media Reporter: "Sixteen children and two teachers were shoot dead this afternoon by yet to be named local man, the man was later chased by the police out the primary school and into a house where he took a female hostage.

After an hour stand off where the man mostly ranted and rambled, he shoot the hostage and himself before the police could move in. The whole village is shaken and thick fog of sadness covers the area. I have seen veteran police officers break down into tears while holding grieving families and medics covering up bodies not even half their size.

The emergency services have now the difficult task of sorting out the dead.

I just gotten word the Prince is now doing a spacial broadcast, we will be showing it now in a few seconds.

Prince: "Good afternoon, I wish that I speak with you now with news of joy and happiness but regretfully I can not. I suggest for those who have children with them to arrange for them to leave the room.


The Prince pause for a few seconds to gather himself before facing the camera again
Sixteen children have had their lives take away through one of the most horrendous act of violence, we have experienced as a people. Two brave teachers laid down their lives trying to protect their pupils alongside this the person which carried out the attack killed a female before pointing the gun to himself.

I wish to dispel rumours of this being a possible sectarian act, the truth at current moment it is too early to say the motive if any of this unspeakable violence but I reassure you I will personally see that those investigating and resident of Hen Glynwen receive all the support and resources they need.

This is a dark day in the history of the Home Nations who I love very much, like many of you I feel mixture of numbness and anger but we should not let this cloud our judgement in the coming weeks. We must still love and look each other now more than ever only then we see brighter days."

The Kingdom of Varinia, its people and probably all of the civilised world are shocked and appalled by the events taking place in the Principality of Strathclyde. We wish to offer our condolences to the families to all the victims of the attack and condemn this cowardly attack that was designed to hit the most vulnerable and the future generations.
We are concerned by what we see as a decrease in the security in the Principality, first with the sectarian attacks in Ulster, then with the xenophobia and now with such attacks which probably every civilised and Christian nation should see as terrorist and should deeply condemn them. The Varinian ambassador will be present at the funeral and will convey our whole people's and his royal majesty's condolences to the mourning families. The Ministry of External Affairs, in its quest to take care and protect both the interests of the Kingdom but also to safe keep the Varinian citizens outside our borders will issue a yellow alert in the Principality, so that only important travel should be done, as we do fear potential sectarian and xenophobic attacks might affect our own citizens.

Assailant Chief Constable:
"We thank you all coming at short notice with me is Special Agent Gwili Rhees of the C.T.A who is investigating possible terrorist links to the shooting, Detective Chief Inspector Eudav Griffith who is leading the whole investigation, finally Chief Superintendent Sion Flint who led the first response to this tragic event.

I shall ask for silence while I read off the list of names;


Rhisiart Mathias,Owein Erwood,Meredith Moses,Cynog Evans,Rhain Treharne, Iorweth Reece, Amlodd Treharne,
Saeth Madox,Rhiannon Penry, Ffion Vaughan, Luned Stealey,Nest Jones,Mali Boal,Morwenna Rhoderick,Tirion Richards and
Eilian Hovey all age between eleven and twelve were murdered on the afternoon of the 24th of May by a sixty year old man.

Two teachers Bryn Myricks & Dona Parcel were also murdered by the same man while trying to protect the children. The man in question entered the school grounds around 13:45. The receptionist phoned the police at 13:49 to report a man walking around the school with a firearm by this point the headmaster had locked down the school. Unfortunately the man had reached the school gymnasium which was on the other-side of the school grounds.

Primary 1 class B were in middle of a PE lesson before the incident happened due to a unknown reason Mr Parcel the PE teacher nor the Miss Myricks teacher of class B were aware of what was happening. It was then the man had entered the gymnasium and opened fire at the class with a sub-machine, we believe he had used two clips of the sub-machine before moving onto a handgun he continued to open fire at the class.

At this point witness have said he turned around to walk towards the main school building while firing at the windows, they also said he seemed to walk like a robot with no emotion in his face.

None of witness say that he shouted anything that could have linked him to known terrorist groups operating domestically or internationally, further investigations so far have not found he was a member of said groups.

At 14:00 seven police officers arrived to the scene three of them quickly started to cut the area off and the rest rushed into the school grounds to search for the suspect. Within minutes they had found him, he fired several times at the officers who fired back, two of them were able to chase him away out through the school's back-gate. By now a police helicopter arrived to support the officers on the ground.


While the two were chasing the suspect, the rest of the officers started to evacuate the school with help from the headmaster.

At 14:05 Chief Superintendent Sion Flint now in charge of the National Police first response was organising reinforcements, communicating with the local Public Medical Service and locking down the village. For this I praise him for his quick thinking and action during this horrible and changeling event.

At 14:10 the officers chasing the suspect tried several times to get him to surrender but he had forced his way to a house two streets away from the school. He had taken a female hostage age 55 who we found out later was Beti Howells, ex-wife of the suspect.

After small exchange of gunfire between the suspect and the two officers, reinforcements from the National Police and heavily armed C.T.A agents alongside several ambulances were now entering the village. Chief Superintendent Sion Flint now personally at the scene, had decided that trying to negotiate with the suspect for the release of the hostage was best thing to do at that moment.

Half hour later communication between both parties broke down when the suspect opened fire again at the C.T.A agents & Police Officers who encircled the house.

After talking to the C.T.A agents and police officers at the scene Chief Superintendent Sion Flint made a decision to raid the house but before any action could be taken, the suspect killed the hostage before turning the gun onto himself.

Now I will only use the suspect name once and I request the press not to publish his name nor photos of him.

Griffeth Maddock died at sixty by suicide through a gun shot wound to the head after killing sixteen children and three adults in cold blood. I want him to be forever know as the monster that shall not be named."
