The Burgundian People's Republic is beset on all sides by reactionary powers and as such is in need of weapons to defend itself. While the People's Republic has a great deal of the old regimes conventional weaponry the BPR's stockpile of chemical and biological weapons remain is currently insufficient for the task of defending the revolution. Also the People's Republic lacks the necessary technicians and equipment to produce any such weapons en masse, So in the name of socialist solidarity the Burgundian People's Republic is asking for the Kadikistani Union to send technical advisors and materiel so that we can properly manufacture the weapons needed to defend the Burgundian People.

Esteemed Comrades,

We have received your message and stand warrant for the continued confidentiality thereof. Once again, though this time as the Second Secretary and not as the People's Commissar for External Affairs, I am sanction by the All-Union government to state our continued support for the Burgundian People's Republic and our commitment to the continuation of true socialism in Gallia. Have no doubt that we will stand by your side as you rebuild the Burgundian military back to its former glory. Any and all orders placed within the enormous capabilities of the All-Union arsenal by our Burgundian friends will of course be subject to the agreements of the Charter of the Rurikgrad Pact, delivery at our own expense.

We are also greatly interested in Burgundian technology, both military and civil. It is our understanding that to some degree these can also be shared as payment.

In the spirit of international solidarity we accept these terms. And we would be more than happy to share Burgundian technology with the Federal Socialist Republics of Kadikistan and the rest of the Rurikgrad Pact.

In addition to this agreement my government is also willing to extend basing rights to Kadikistan and other Pact member states to better facilitate military cooperation between our respective nations.
