Your Excellency,

Given that the war in Montelimar is moving closer to the sovereign borders of the Free State of Wendmark, Your Excellency shall understand the related concerns felt in the Free State about the dangerous escalation this could trigger. Your Excellency surely already knows from what information is available publicly that the Free State of Wendmark shall not stand unprepared in case of a foreign military menace, as per the Free State's doctrine of Total Defence. It only stems from the ever growing concentration of forces that the relevant decision makers in Dulwich and Einsiedeln have the potential to lose control of the situation at any given moment.

In order to avoid any deplorable misunderstandings that could lead to direct combat engagements between the armed forces of Great Engellex and the Wendmarker Armed Forces, the Free State of Wendmark proposes an exchange of liaison officers of equivalent rank between Einsiedeln and Dulwich. The Free State proposes that these officers, in number of two and of colonel and captain rank or equivalent, have direct access to our respective Minister of Defence and War Secretary, bypassing standard diplomatic hierarchy.

Such a direct access would enable our respective liaison officers to immediately advise the aforementioned decision makers should a deplorable misunderstanding arise, thus enabling the decision makers to take all the necessary measures to guarantee that the misunderstanding does not spiral out of control.

In the hope that Your Excellency finds the proposed arrangements feasible, the Free State of Wendmark stands ready to provide further clarification or to partake in further talks on the matter.​

An Extension of The Queen-Empress' Statement in Council.

TO THE LANDAMANN, AND MINISTERS OF THE FREE STATE OF WENDMARK

I am instructed to EXPRESS on behalf of her Imperial and Royal Engellexic Majesty this PRIVATE CORRESPONDENCE;

That sense and reason will meet the overture expressed by the Free State, on expressed wishes of her Majesty the Queen-Empress.

The Ministers of Dulwich are especially desirous that there should be no flaw whatever in the understanding upon which Great Engellex and Wendmark may hopefully establish in respect of engagements in Eastern Montelimar.

The Queen-Empress, with full agreement of her Ministers and Council of State, are of the strong opinion that if Dulwich and Einsiedeln should honestly agree to this initiative, then there should not be any danger of complications or misunderstandings among our generals in that part of Montelimar.

With accepting the proposal, it has been determined that Dulwich shall convey a reassurance toward acknowledging the anxiety of the Wendmarker military and political command. This will be outlined to your military delegation in Dulwich upon their arriving.

This day, whilst not grandiose in scope, shall nevertheless be a solid brick in the structure of Gallo-Germanian peace.

The Free State of Wendmark shall be dispatching as its military liaisons the Oberst Samuel Weissbühl and the Hauptmann Heinrich-Immanuel von Zähringen, both extremely competent officers of the Wendmarker Armed Forces, perfectly fluent in English.

The Free State is eagerly anticipating the arrival of the Engellexic military delegation as per the agreement reached between our two parties.​

Captain Heinrich-Immanuel von Zähringen is meant to be the current heir to the princely house of Zähringen, a Reformed Christian aristocratic family that once ruled over what are now the Government Districts of Westgau, Schaffhausen and Zähringen in western Wendmark (Principality of Zähringen).

I needed to get started on working on Wendmark's various aristocratic families one day or the other, after all.

Your Excellency,

It has been some time now that the competent agencies of the Wendmarker Government (namely the Red Cross, Police, Military Police, Medical Services, Civil Protection and others) have been collecting information from Montelimarian refugees on the conditions of life under Engellexic occupation, as well as accounts of severe violations of the rights of the civilian population and prisoners of war by the Engellexic Armies.

The Free State shall not be rushing with any decision on the matter. However, Wendmarker specialists are inclined to admit a great deal of veracity to numerous accounts, backed by verifiable facts such as physical and emotional scarring, audio, video and photographic material provided by Montelimarian refugees.

With the present missive is submitted a preliminary report and compilation of those facts which Wendmarker specialists believe to hold the most truth. Your Excellency shall understand that, for the time being, the report shall not include full names and other information that might directly identify the witnesses and victims to best protect them and their families that might have remained in Montelimar.

The Government of the Free State of Wendmark would like the Government of Great Engellex to study with attention the present report and to provide an answer on each of the alleged cases, including whether measures had already been taken or whether measures will be taken and specify the exact nature of such measures.​

The report provides with Germanic pedantism a whole set of allegations, including where they happened, when, what happened, how many Engellexic troops were supposedly involved, their alleged roles, the unit they are believed to be from. Allegations include everything from rape to looting passing through summary executions.

With just as much Germanic pedantism, the report is compiled with extreme care to protect the identities of the victims and witnesses.

The response to the report could describe whether the Engellexic provost marshals are taking any tangible and effective action against perpetrators or whether the Engellexic government is in total ignorance of the facts on the ground or wants to make it seem as if the Government is ignorant of the facts on the ground.

I think it right to inform the Free State that her Majesty the Queen-Empress, by the advice of her ministers, has appointed a Board of General Officers to inquire into certain matters which were alluded to in the report of the Free State sent to her Majesty and Cabinet for the purpose of making inquiries.

The Board of General Officers is to receive explanations on the subject of complaints made respecting the Army units alluded to in the report of the Free State, and to inquire into all the circumstances connected therewith.

Her Majesty the Queen-Empress will insist on the Board of General Officers having the power on calling witnesses before them for examination, otherwise, the complaints and the report from the Free State can have no real legitimacy.

It should also be expressed that her Majesty expects the same enthusiasm of the Free State in recognising the very grave concern over the mass deportation of Montelimarien refugees from Danmark to Europaland. I feel we can find agreement in that it was not justified with a consultation and subsequent approval from the refugees to be deported to quite an insecure regime such as Europaland.

Great Engellex was not consulted in the deportation and, if so, would have vehemently rejected such a proposal as it constitutes genocide of sorts. We trust in the wisdom of the Free State to urgent ly address this serious internal problem of the Germanic League.

Thank you for Your prompt response.

The Free State welcomes the plan to set up the Board of General Officers to investigate alleged crimes committed by the Armed Forces of Great Engellex in Montelimar. It is the Free State's hope that the Board of General Officers acts in a way independent of the chain of command and all the pressures and temptations associated with the lobbying of personal interests by commanders of those units that allegedly took part in the commission of crimes.

The Free State is willing to offer practical assistance to the investigations led by such an independent body. Investigators of the Board of General Officers shall be enabled to question witnesses and victims residing in Wendmark. Such interviews shall take place in Wendmark. Your Excellency shall understand that the interviews shall take place within the full scope of legal, psychological and other assistance and protection offered by Wendmarker Law to victims and witnesses of crimes, including protection of identity, personal dignity and rights.

The Free State's Department of Foreign Affairs is ready to coordinate the administrative arrangements for the visit of Engellexic officers to Wendmark to enable minimum administrative obstacles and maximum efficiency, all while respecting the personal rights of the victims and witnesses, as has been mentioned above.

Your Excellency may rest assured of Wendmark's own concerns tied to the modalities of transfer of Montelimarian refugees to Europaland. The competent authorities of Wendmark are in contact with their partners and colleagues in Danmark on the issue. Currently, it is the understanding that such transfers are voluntary and accompanied with financial and other incentives, similarly to arrangements between the Free State of Wendmark and the Kingdom of Franken on cooperation in humanitarian assistance to Montelimarian refugees based on ensuring the best interests of the refugees. However, Wendmark's own monitoring of the situation continues taking into account Europaland's particular status in the world and Europaland's history, including recent acts most deserving of condemnation. If the Government of Her Royal Engellexic Majesty has information pertaining to the issue pointing to actual facts of abuse of refugees by the program, this could prove of assistance to the Wendmarker monitoring organisms and, thus, the Free State would be grateful for all assistance provided.​
