When speaking of the "Tower of Pyrgos", historically, one would be referring to the Galatopyrgos or "Milk Tower", the all-white fortification overlooking the old port district of Propontis which had risen to prominence in the wake of the Great Himyari Crusade. It was here that Propontis' historic Radilan and Catholic communities had mostly settled, once upon a time, and it was here that most foreign delegations, minority institutions, and international companies were still located. Yet, in the forty years since the end of the Union of Thrones between Caria and Pelasgia, the term "Tower of Pyrgos" had taken on a whole new meaning: for it could also be referring to "New Pyrgos Tower", the massive, glass and steel high-rise that overlooked the harbour like a new colossus. This physical manifestation of the Pelasgian shipping magnates' wealth and power was one of the many highrises dotting the New Business District of Propontis, in what used to be warehouses and industrial buildings before those moved further out, to the new port of Hagios Simeon. Banks, shipping companies, law firms, financial services companies, industrial giants and all sorts of major corporations and firms called this area home. New Pyrgos Tower, however, was the district's emblem—and it was for this reason that it had been chosen as the forum for the meeting between the governments of @Radilo and Pelasgia.

Once all the requisite pomp and ceremony had been observed upon the Radillans' arrival at Propontis International Airport "Alexios Vatatzes", the guest delegation had been luxuriously and safely conducted to New Pyrgos Tower via motorcade. It was there, in a penthouse conference room whose architecture combined classical motifs with modern minimalism, along with plentiful natural light from the glass windows all around, that the two delegations were sat across from one another.

"It is a great honour for me to welcome you here," started Pelasgian Foreign Minister Count Theophrastos Palaiologos, the man who had sent out the initial invitation for the meeting, and who had been the head and voice of Pelasgian foreign policy for some three administrations now. "Pelasgia and Radilo have a long and storied history, including both pleasant and unpleasant chapters, but always colourful and worthy of note. Today, I hope, we can start a new chapter in this relationship of ours. This is to constitute both a formalisation of existing ties between us, as well as an attempt to clarify any points of friction that might exist or emerge at a later date. On this note, I envision three major axes for our meeting: bilateral ties; economic ties; and long term cooperation. I shall not hide that Pelasgia has made a policy of investing into the Meridian to revatilise its trade, so as to enable our region to keep its dominance in global trade. In this task, I hope that we shall find a reliable and willing partner in Radilo, which only stands to gain from such a mutually beneficial relationship."

August was a proud member of the Communist Party, and an unapologetic socialist... but there is nothing inherently capitalist to enjoying some earthly comforts. If everyman a king--let him live like it. Of course this was all tongue-in-cheek... he recognized that a market economy was hardly incompatible with socialism.

...So he let himself enjoy the pomp and the luxury... as he always did. He liked to revel in the irony and indulge himself. On the limo ride over was the Radilan Ambassador to the Pelasgian Empire, M. Alex Asa. A man who, ironically, given the more religious aspects of the existing discontent, was a Vallettan Protestant.

August made a point of dressing smart. Like most diplomats, he had learned that fine dressed men can drink all they want an no one would pay them any mind. He wore a sleek dark blue Ferrandi suit with polished oxblood Prava shoes and a gold Omega watch. The red and gold enamel star pin on his lapel was made by Tiffany. Typically it would be inappropriate for a representative of a state to wear anything overtly partisan, but he dared anyone to call him out on it.

"Count Palaiologos, it is an honor. There are many things we wish to discuss. And I hope today that we can speak honestly and in good faith. I think that the three areas you have proposed offer a reasonable outline going forward.

First, though, you wouldn't mind if I had something to drink."

"Of course not, will someone get the Foreign Minister some..."

"No, no. It's fine I don't want to inconvenience your staff," he said, pulling out a flask and taking two audible gulps out of it. Everyone in the room was somewhat taken aback. "For an example of honesty, I do this job better when I'm a bit looser. The Prime Minister often chides me as being too nervous... but after two swigs of grappa, I find myself much more comfortable. I don't mean to be rude, of course. I just hope that by this we will not have a grim discussion, even when speaking to grim topics."

He took a long pause and breathed a few times. "In terms of bilateral relations, I think we are on a good path. Our trade runs smoothly and and with the reforms your government is pushing, it will bring our shipping regulations even more in line. In fact, I can see a future where our shipping industries operate as a common market. We already have cross national crews in many cases. Economically, I see only further Meridian integration."

He paused again and sighed, "what troubles me is that cross cultural interactions may be stymied in the future because of irrational fears, and while I will say that Radilo and its people have a history of unsteady nerves, this irrationality is not the same both sides of the Meridian Sea."

He reached into his briefcase and took out what looked to be a very colorful newspaper. La Piccola Cazzuta, and set it on the conference table.

"Don't worry, it's not the offending issue. That is a culture and gossip rag you get for free from news stands. It's mostly rumors and updates on cultural events... it's also 50% ads, mostly for sex toys and lingerie. No one takes it serious. But your government did; issued a royal edict and everything--that terrified people. But it didn't terrify the people you intended."

"Calls to my office for immigration to Radilo, particularly among ethnic Radilan-Pelasgians is up more than 1000%," Ambassador Asa interjected, "and it's not just that--businesses have been calling too, nervous about how they can operate in this new environment. We try to help calm people down, but they are nervous, confused, and afraid."

"I don't want to get hung up on this issue or derail these discussions, and I will happily move onto other points if you wish. But I must be honest with you." August said, looking the Count in the eyes. "People are getting scared. Business is getting scared. And any bilateral agreement will have to go through a Senate that is presently flummoxed by all of this. I don't know how much the Dandolos can paper over this."

Count Palaiologos affected the same calm, diplomatic demeanour as always. What a clown, he thought deep in his mind. But he had been born and bred an aristocrat, from the great house of Palaiologos no less, so he knew better than to give even the slightest inkling of his thoughts on the eccentrically dressed, hypocritical and impertinent avowed bandit (as Pelasgians called communists) before him. Instead, he affected a polite smile and invited his colleagues to sit as he answered his Radillan counterpart.

"I am not aware of any edicts by the Sublime Throne regarding this... rag, Minister," the Count started. "You must be referring to the recent ruling of the administrative tribunal governing communications in Pelasgia, which judged that the publication in question was guilty of misinformation and slander about public figures, on top of a whole host of other violations of general penal law. Certainly, in Radilo, publications are not allowed to publish defamatory statements without any penalty by the judiciary, are they? Besides, if the publisher of this journal feels wrong, they can always appeal the decision through the appropriate judicial channels. Our country, like yours, practices the separation of the judiciary and the executive, so I cannot, unfortunately, offer any relief on this matter."

"As for the wishes of certain individuals to leave the country to immigrate to Radilo, I have heard of a slight uptick in emigration toward your country—nonetheless, I think we'll both agree that people should be free to move around as they please, within the confines of the law. That some individuals prefer to leave Pelasgia for a place that better suits their ideology, rather than to parttake in the democratic process to alter public policy is unfortunate, but it is their concern alone. My government cannot do much to alter their mind—except, perhaps, improving civic education in schools."

The Count stopped smiling and he met August's gaze. "Now listen; Pelasgians are not silent robots, they talk too. And among the things they speak of are the perversions that occur in places across the sea: early teenage girls 'discovering' homoerotic love without the police even bothering to step in; child labour; a complete abandonment of any meaningful sense of Christian faith and tradition. Those things concern, even repugn Pelasgians. And yet, our government is comfortable with doing business abroad because we understand that domestic politics is just that: domestic. We respect others' rights to run their country as they wish, and we expect the same courtesy. Certainly, @Radilo, ever a mercantile powerhouse, shall not have difficult in sharing this outlook of ours—the ideologues and imperialistic moral zealots of the world be damned." He paused and turned to the whole delegation. "Now, I know that we both came here for one major reason: to integrate our economies further and to do business. I for one am confident that both of our Senates will be able to see the wisdom of such an arrangement. If, on the other hand, you disagree, then let us waste our time no further."

"You are right," Barnapola said, seeming to relax back into his seat. "Any concerns that businesses have regarding these things can be sorted out by policymakers after the broader structure of an agreement is reached. I hope I have not offended you or the delegation. I wanted to be honest, and I am glad that you repaid my honesty in kind. So many of the world's problems arise when people wish to flap their arms at the slightest provocation. But our ancient cultures do know better. Just promise me that the most extreme anxieties are unfounded, and I will believe you."

He paused for a moment and turned to Ambassador Asa who nodded.

"I again apologize that such anxieties are present--it is the nature of cats to be cautious; the mightiest Lions get skittish. As I said earlier, bringing our shipping industries in sync should be a major step forward and will avoid some of the headaches we have seen play out in the industry already. Streamlining the importation and refinement of crude and the movement of refined petroleum is also an area we are very much interested in. This current bottleneck may be driving necessary environmental changes, but it is stifling economically. We would be willing to devote considerable investments in infrastructure."

He paused to take another breath, "what other sorts of bilateral integration did your government have in mind?"

"Of course not," the Count answered, in his usual emotionless, elevated demeanour. "Honesty is no offence, it is an honour, particularly among men of our position. I promise you that any of the more radical concerns are no more founded than any such concerns about Radilo are founded in Pelasgia. People simply like to imagine things."

With that covered, the Count paused for a second as he opened the binder before him and removed a document prepared by the Shipping Ministry, in collaboration with PelPetrol. "Yes, I believe that intertwining our shipping sectors would only benefit both parties. Radilo stands to gain much from acting as a conduit for Pelasgian petroleum, both crude and refined, to the rest of Gallo-Germania, and Pelasgia, in turn, will only grow its profits. Of course, a free trade agreement between us would mean cheaper petroleum for your consumers too. The Government of Pelasgia has long sought to invest in port infrastructure around the Meridian; if your government shares this wish, we can, collectively, grow the petroleum storage facilities at your own harbour considerably, and link them with safe, modern networks for inland export."

"On that note, we would propose a general free trade agreement to ease tariffs and non-tariff trade barriers, accompanied by agreements to ease movement restrictions and visa requirements between our two countries. My colleagues have prepared a schedule of concerned products and services, which I would like to submit for your consideration." An aide handed the Radilan delegates the document in question, which, though somewhat voluminous, was not all that intimidating, at least for something of its kind.
