The Ministry of Foreign Affairs is a cabinet-level office of the Government of Caria. The Ministry is headed by the Minister of Foreign Affairs, currently Mr. Themistokles N. Thalassinos, and is generally divided into three branches: (I) diplomatic; (II) administrative; and (III) expertise. The Ministry is responsible for Caria's international representation and for the advancement and safeguarding of the Caria Confederation's interests, as well as those of its citizens.

Caria prides itself on a long-established policy of neutrality and openness to international trade and commerce.

The Government and Folk of the Commonwealth of Deira salute the Carian people, which have always been a model for many through its millennia old civilisation and is nothing more nor less but the seed from which the western civilisation has sprouted into what it is today. For the great respect the people of Deira and this democratic yet holy Commonwealth has for the Carian nation and people, we wish to contact you today. Deira and Caria have always been close in their recent histories, as they both had long traditions going far far into the past, be them cultural, religious or political, with republicanism normally being the cornerstone of both our nations.

While the recent declarations and statements from the lords and peers of the Carian state have took us by surprise, we do not condemn, but neither are we fully supportive and accepting of the recent developments that took place in Nauplia. Let us be open and frank. The days of political zealotry are long gone. The days in which Deiran kings were decapitated for upending the rights of the Parliament and the Lords and the Folk of the land are not long, but very long gone. In this day and age, where the political spectrum ranges from post-delegationism to integralism, from communism to absolutism, there is no reason at all to see the world in a black and white spectrum, but rather be pragmatic.

Hence, the Commonwealth of Deira fully understands and accepts the constitutional changes that took place in Caria, thus giving birth to Europe's newest Kingdom. We will even go as far as to congratulate the new monarch and toast to his long reign. We will also hope that it is a responsible one and that he will be a great administrator of his people.

What concerns us is the road that was taken so as to bring forth this constitutional change. We know the old adage "the end justifies the means", but that is usually an epitome of extreme cynicism that we really hoped to never see in the 21st century. We understand that the issues that his Caria affected its stability, especially as it was hit by separatism and had a number of dark days where some of its regions were hit by the dangerous bug of anarchy and destruction, hence the steady hand of Archon Notaras was accepted by so many as a stabilising force, hence his propulsion to the royal office. But the issue at hand is that this change has been done through a coup d'état, albeit a self coup and a bloodless one nonetheless. But even so, changing a constitution through such a brusque method sends a chilling message and sets forward a precedent that can only create problems further down the line, as there are chances for such changes to become legitimate, without being legitimised by the people themselves.

Thus, for the great friendship we have and the care we carry for our Carian friends, we humbly ask his majesty, Ioannes Notaras and his new prime minister, the right honourable Anastasios Kalamaras, to legitimise their new form of government, and their new legislative and executive, not through force or political games, but through elections. Show the world that the Carian people truly support this change through a referendum which seeks approval from the people for this change and a legislative election where the parliament can be reformed and re-legitimised.

The Commonwealth of Deira wishes to keep the cordial, open and friendly relations it has with Caria, and has no qualms if the latter is a republic, a union, a confederacy or a kingdom, but where we draw the line is at the importance of a legitimisation of a regime that comes through popular vote. The Deiran revolution brought us a tradition of aversion against authoritarianism, but also our positions have always been based on political realism. That is why, we beg the Carian government to remember their own nation's aversion to authoritarianism and ensure that democracy is safe and sound and its governance fully legitimised.

SUBJECT: Re: Political Developments in Caria

Honourable Sir,


We thank the Commonwealth of Deira for its concern and care for our institutions. First and foremost, it ought to be clarified that elections are already underway in Caria, as originally scheduled, by the end of the month. Moreover, we have taken your recommendation of a referendum to heart; we must admit that we ourselves considered it, though plans for a referendum were generally postponed to after the parliamentary election, to attain the input of the new Koinoboule.

Nonetheless, His Majesty's Government has decided to move the coming referendum to the same date as the general election, to give Carians an opportunity to express themselves on both matters on the same date. We must restate that Caria remains committed to parliamentarism, constitutionalism, and the rule of law; we are not, and never have been, an absolutist state. Our history, which, as you mentioned, mirrors your own closely, has made us averse to such an ailment.

We are convinced that our new political constitution is most suited to striking a balance between steady state policy with long-term planning, and the taking into consideration of the people whom the state is meant to serve. With that in mind, we share your hope that Caria and Deira will continue to be friendly nations, irrespective of their form of government; and we hope that, once the new Constitution of Caria is formally ratified, your government will be among the first that we shall have the privilege of hosting in Nauplia for bilateral talks--if such a matter would be amenable to you.

Be pleased to extend His Carian Majesty's most heartfelt regards to His Excellency, the Lord Protector, as well as the prayers of all Carians for the welfare and prosperity of their Deiran brethren.

To whom it may concern,

The Carian Crown and people are deeply honoured by the decision of Her Imperial Majesty, Empress Anabella I of @Justosia, to personally lead her nation's delegations of observers to for the upcoming Carian constitutional referendum.

His Majesty will be pleased to welcome the Empress to Caria himself, as the first foreign leader to visit the country following the official restoration of its ancient monarchy. His Majesty's Government will take all necessary care and precautions to ensure that Her Imperial Majesty's stay is both comfortable and safe, as well as productive.

At His Majesty's request, one of the megara (palatial city residences) of Old Nauplia which is owned by the State has been requisitioned for Her Imperial Majesty's needs during her stay in Caria. The Ministry will coordinate with its Justosian equivalent regarding the details of the Justosian mission's stay.
