In the spirit of Pan-Occidentian friendship and cooperation it is the believe of the Caudillo Ignacio Reyes-Carranza that a series of state visits occur between our heads of state to facilitate better relations between our peoples. Also the Caudillo feels that it is appropriate that he and President Constanza discuss the potential for some kind of regional political bloc. To this end it would the upmost pleasure of the Gran-Occidentian government to host the first of these state visits.

His Excellency, Presidente José Constanza, is overjoyed to hear of Caudillo Ignacio Reyes-Carranza's enthusiasm and commitment to the development of the Hermandad de Naciones Occidentales. San Jose sees this as a crucial step to the ongoing fight against the Global Exploitation Conspiracy that seeks to revive the plundering and leeching of Tiburan Occidentian wealth, dignity, and freedom that we all suffered during the colonial times, and we are pleased to see that the People's State of @Gran-Occidentia has shown its willingness to openly join us in this fight.

As such, Presidente Constanza is honored to accept the Caudillo's gracious invitation to attend a state visit, the first of many, in Puerto Angeles. Along with deepening the ties of brotherhood in economic and military matters between our two great nations, Presidente Constanza looks forward to discussing the creation of a regional bloc with his exalted and glorious counterpart, Caudillo Reyes-Carranza.

As Commissar of the Permanent Commissariat for Foreign Affairs and Coordination, empowered by the 87th Cayabocani People’s National Assembly, my letter to you today carries the weight and authority of the Cayabocani Nation.

I write to you today to express the best wishes of the Permanent Secretariat of the National Federation of Labor as well as the whole of the Cayabocani People in wishing Caudillo Ignacio Reyes-Carranza a restful and rewarding retirement after years of dedicated and stupendous service on behalf of the People of @Gran-Occidentia in the perpetual fight against global exploitation. His voice was a calm, steady, and reliable ally in this ongoing global struggle. While he will be missed, I have no doubt that his legacy and and service will leave an indelible impact on the country for years to come.

Subject: Invasion of the Bourdignie Confederation

Ministro Francisco de Rosas,

Following the unexpected invasion of the Bourdignie Confederation from the Holy Frankish Empire, la Gran República Archipelágica de San José has put its Archipelagic Armed Forces on high alert, and Presidente José Constanza has flown back to Palmira to call an emergency meeting of the Archipelagic Congress and the Archipelagic Cabinet to discuss options on how to respond to this unwarranted aggression by the Imperial Franks. The reasons for this response are two-fold, one public knowledge and one private, which shall be disclosed to la Estado Popular de @Gran-Occidentia momentarily.

For the former, as your government is doubtless aware, San José has participated in the Fonda Forum for the past few days discussing what coordinated actions the Free World must take to protect the Pannonian successor states of the Bourdignie Confederation, the Zaran Socialist Republic, and Bécs-Altstadter Grand Duchy from further aggression by hostile foreign forces. The result, immediately prior to the Frankish invasion, was a draft agreement of a military alliance between numerous powers including San José pledging military support of the political and territorial integrity of these previously mentioned successor states, including Bourdignie. The Frankish imperialism is a direct challenge to the authority of the Fonda Agreement Pact, and though the Free World loves peace and diplomacy, this aggression cannot be tolerated, lest other absolutist authoritarian powers believe our words are meaningless and other small nations with bright futures such as Zara are bullied into annexation.

For the latter, simultaneously with the Fonda talks, San José concluded a top secret bilateral agreement with the Bourdignie Confederation to transfer control of the Sankt Katharina colony in southern Occidentia over to San José, so that it may administer the land as an autonomous protectorate, similarly to what Gran-Occidentia nobly does for Monterrey, in order to better usher in these oppressed peoples towards independence from the Global Exploitation Conspiracy and domination by obsolete colonialism from the Corrupt Old World. This agreement was meant to be enacted later this month to ensure a smooth transition of political and administrative power over to the Free New World, and bring our hemisphere one step closer to complete freedom from exploitation by the Corrupt Old World. The Frankish invasion has accelerated this time table significantly, and we fear that a Frankish invasion of Sankt Katharina, and thus legally San José, is imminent.

It is with this grim scenario in mind that we call upon Gran-Occidentia to honor the Herrera-Constanza Doctrine, defending against imperialism and colonialism in the Western Hemisphere, as well as the Hermandad de Naciones Occidentales, in supporting la Gran República Archipelágica de San José to defend Occidentia from aggression from the Corrupt Old World and, should diplomacy fail despite the best efforts of San José, move to expel the Franks from the so-called Queen Emma Isles as righteous punishment for their arrogant imperialism. We would be honored to fight side by side with our Occidentian brothers should events spiral out of control, and share in this glorious war against the Global Exploitation Conspiracy.

There is a Josefino saying that His Excellency, Presidente José Constanza often reflects upon as he governs the Josefino people, and wishes to share with Caudillo Ignacio Reyes-Carranza of la Estado Popular de @Gran-Occidentia following the recent announcement made by the Caudillo through El Heraldo. "A good leader strives to avoid making errors. A great leader acknowledges and learns from errors." With this recent announcement, El Presidente and la Gran República Archipelágica de San José see that their expectations of the Caudillo have not only been met, but immensely exceeded, and we heartily commend and congratulate the Caudillo for having the courage to admit errors of the previous administration and announce efforts to reverse and correct these errors.

San José stands with Gran-Occidentia in its strides towards peace, prosperity, progress, and paradise for its people and for the people of all Occidentia, and reflects with pride upon the deep friendship and strong alliance it has with the people of Gran-Occidentia. It brings me great joy to pen this missive - having been instructed to do so by both the elected President of the Grand Council as well as His Excellency the Caudillo, Rodrigo Elías de Amaro.

From one Caudillo to another: the warmest and sincerest congratulations are extended for the beneficent wisdom demonstrated in the opening and liberalization of Gran Occidentia as it pertains to political and civil rights. It warms many hearts here in the Old World and la patria to see our cousins in the Far Occident strive earnestly forward, step by step, towards a firm realization of the goal of Republic.

It is the hope of myself and the Caudillo of the Republic & League that any old, lingering animosity between our two states may too be left behind among tides of history. A strengthening of economic and diplomatic ties between Gran Occidentia and Solléga is among the foremost priorities for the Caudillo and the current administration. It is undeniable that the spectre of colonialism and hacienda lingers, but the Republic & League has remained committed to redressing these historic wrongs.

To this end, I have empowered Ambassador Hector Velasquez to offer terms for a new economic aide package - as well as to negotiate terms for preferential trade terms, to which I hope your own administration will prove receptive.

On behalf of
Su Excelencia, El Presidente José David Constanza, and the people of San José, Vicepresidente Gabriel Morales expresses his profound disappointment that @Gran-Occidentia has chosen the path of prolonged violence over mediated talks with its brothers, talks the Junta of National Liberation had already agreed to.

The optics of this, regardless of the fact that the Junta refuses to recognize the results of the referendum and thus establishes them as aggressors, no longer favor Gran Occidentia's cause. Now it is the Gran Occidentians who are viewed as the warmongers, the Embarcadero Incident only further worsening perception of the Tapenagán provincial government. Given the implied threats of intervention from the Federation should the situation further spiral out of control, an unacceptable scenario to El Presidente and the people of San José, we fear that this local conflict will quickly become a regional one if swift, decisive action is not taken.

We, therefore, urge Puerto Angeles to reconsider its position regarding mediation between itself and the Junta while the conflict remains limited, though now the Junta has been energized to remain on the offensive, so it will be challenging to bring them back to the negotiating table. If Puerto Angeles continues to insist on this path, while San José is supportive of the referendum results as they stand, it is unlikely we will be able to present this as a public stance in any future negotiations between Gran Occidentia and the Regiomontana Junta.

We await a response.

Esteemed representatives,

The government and people of the Estados Unidos de Corrientes are completely shocked and appalled by the levels of violence achieved in Monterrey and how much the war erupted and spilled over the borders of the ex-Mandatory State. We know that recently there have been some spats between Callao and Puerto Angeles recently, but we assure you that they are only ephemeral, and the historical bond that existed within the Thaumantic communities of Occidentia still exists.

We thus wish to convey our condolences for the victims of the attack on the embassy in our capital city and we will ensure that the movement that stood behind it will be dearly punished if not outright sent to kingdom come. For we will not tolerate the violation of our state, especially of the capital district.

Even so, the reality of the situation is striking. Monterrey, or Tapenaga as it is known in Puerto Angeles is in a state of war, which is fully destroying all the hopes and dreams built since the disbandment of the Mandate, but also all the investment and development that both Monterrey and Gran Occidentia poured into the territory in the near century in which we administered it. At the same time, we think it is clear by now, that the war truly is in a stalemate, as neither the security forces of the administration of Tapenaga, nor the Junta and its armed forces are able to truly dislodge one another, without starting a regional war that will spillover towards Corrientes and Gran Occidentia, even bringing San Jose or the Federation of Westernesse into it, becoming a true continental war, making us no better than the warmongers in Gallo-Germania.

It is easy to observe that the people in the eastern half of Monterrey are holding the dreams of liberty close to their hearts, while the ones in the western half feel closer to the ideal of Gran Occidentian citizenship and support the Province of Tapenaga political project. We fear that should any of us, be it Callao or Puerto Angeles, truly intervenes to aid its friends there, we will only force Monterrey into a systemic conflict, with half a population preferring death over the indignity of living under the other, which makes the idea of keeping Monterrey/Tapenaga whole untenable.

We thus propose the following: The return of peace and quietness in Occidentia is imperative, and thus we are ready to compromise, before more lives are lost, and before new actors appear on the scene, such as the indigenist communist rebels or even the cartels turning the battleground into the perfect place for narcotics smuggling, truly destroying the fabric of Regiomontano society. We thus are ready to revive a historical political project, namely the Republic of Los Altos, which was proclaimed back in 1821, when Gran Occidentia and Corrientes gained their independence, but the Thaumantican Empire took control of it and turned it into Monterrey, the same one which we transformed into a Mandate in 1940 during the Josefino revolution. Corrientes will discuss with Jaguarcito and the Junta and make them understand that with the new developments, the war is untenable and unwinnable, and peace is preferable with the current circumstances.

Thus, the Republic of Los Altos would be born out of eastern Monterrey, with the capital in Puerto Florida, owning the territories occupied by the National Revolutionary Army, but also the two districts of Embarcadero, Pueblo Verde and La Candelaria, while the eastern half of the territory will be recognized as the Province of Tapenaga, as a part of the People's State of Gran Occidentia. To fully legitimize this, we will propose a new referendum, which will cement the new division, which would allow old Monterrey to finally be buried, as it suffered too much in the past 2 years, being deemed a dead project.

While we too regret the ongoing violence in Tapenagá my government wishes to reiterate we did not start this conflict, the people of Gran-Occidentia were attacked by secessionist agitators with what we believe are significant ties to the Correntine state. Certainly the level of violence has been deeply regrettable and the People's State of course wishes for peace we cannot say the same for this " Junta of National Liberation" which only seeks to divide the people of Tapenagá and overturn the democratic referendum that has taken place there. However if we can be convinced that this Junta is prepared to accept the People's State of Gran-Occidentia as the legitimate government of Tapenagá and furthermore denounce any use of violence against our state then we would of course be willing to enter into diplomatic talks.

To my Esteemed Correntine counterpart

Our government is also shocked by the appalling level of violence that has transpired in Tapenagá at the hands of the Junta of National Liberation and indeed by the security forces of the People's State acting under orders from Leopoldo Duhalde. This conflict benefits no one, like you have wisely stated all this conflict has done is destroy years and years of work.

Certainly your proposal of partitioning the region has merits. As you say the north and west of Tapenagá hold greater cultural ties to Gran-Occidentia then the south-east. Monterrey was an abomination forced on Occidentia it is only right that we consign to history where it belongs. My government would be fully prepared to accept a partition and referendum. Let us end this conflict and move on as a continent.

Su Excelencia, El Presidente José David Constanza has taken note of the surprising stubbornness and curtness in your private response to us regarding negotiations, while also loudly proclaiming in public the progression of negotiations with the Junta following a very convenient accident befalling El Jaguarcito. This is not the tone of a friend, despite the vocabulary indicating otherwise. However, in the interest of not derailing such a positive development in Monterrey and in order to display our friendship to you and El Caudillo, we shall keep this communique private.

Palmira is profoundly disappointed in Gran Occidentia's curt refusal to allow for Josefino assistance and participation, prompted only by its close friendship with Puerto Angeles that transcends ideology, in bringing about peace in Occidentia. We furthermore neither appreciate nor approve of the short-sighted stubbornness that only brought about more death, destruction, and most importantly embarrassment to the region as a whole and Gran Occidentia in particular.

We trust that you have an explanation for this unfortunate miscommunication that has surely occurred, and that whatever irritations or annoyances exist can easily be tossed aside and forgotten, and close friendship between Puerto Angeles and Palmira can be resumed with no public incident. If you cannot provide such an explanation, we hope your ambassador surely will, otherwise El Presidente will be forced to question this sudden turn away from friendship and towards antagonism and react accordingly.

My government deeply regrets any offence we may have caused in our last communique. I of course apologize for the curtness in my response but you must understand that the current situation in Tapenagá remains an internal issue within the People's State and as such at the time the communique was made we felt no need to involve a foreign party in what is still ultimately an internal affair with little relevance to the great nation of San Jose. Furthermore while we most certainly do not mourn the passing of El Jaguarito the People's State had no involvement in his untimely demise, although it has to be said we had benefited somewhat from it.

However now that the secessionists have seen wisdom and have show themselves willing to engage in diplomacy negotiations are underway. It was the stubbornness and short-sightedness of El Jaguarito and his junta that started this conflict when they engaged in a campaign of violence against the People's State, and we chose not to recognize their ceasefire because all of our indicators where that they were not genuine in their calls for peace. This has however changed with their recent change in leadership and the Junta's pledge to engage in the democratic process, something that had they done so from the beginning this whole sorry affair would have been avoided.

With negotiations now underway it is our deeply held belief that peace and prosperity will once again return to the Occident and we as continent will move forwards to a brighter future as friends and brothers.

Subject: An addendum to the partition of Tapenagá and Los Altos

My government like your own stands fully behind the referendum and partition however there is a matter we feel needs addressing. The ownership of the port of Embarcadero, naturally with the city being divided the port and harbour would need to be divided also. However it is my government's belief that this would be a bureaucratic nightmare with shipments of goods and materials needing to pass to and through Gran-Occidentia and Los Altos and back again. Therefore in order to ensure the quick process of trade without any bias to any one party we propose that the port and harbour of Embarcadero be administered by a neutral party, the La República Popular Archipelágica de San José.

We propose the creation of a Legation Port administered by San José who will ensure that all trade flowing through the port is free do so with a minimum of bureaucracy so that the region may prosper and grow.

Esteemed Representatives,

The United States of Corrientes has been taken by surprise by the rencent events that have taken place during the evening and at night in Puerto Angeles, namely the protests, riots and now news that the Armed Forces have joined the protesters. While we have been at times critical and even hostile to Caudillo Enrique Martinez-Roca, we cannot but congratulate him for finally taking the step towards dismantling the integralist regime, rather than tinker with it, thus disbanding the oldest dictatorship in the Western Hemisphere. It is a joyous day for all freedom loving peoples in the world in general and Occidentia in particular as it shows us that nothing can stop the will of the people, not even an ossified totalitarian regime.

At the same time, we wish to issue a call to the authorities, armed forces and even the people of Gran Occidentia, to remain on the path of democracy and not fall prey to malignant populists who will promise the world and the seas to a people wishing to see their lives improve so much, so fast. Building a new society from scratch is an extremely problematic issue, and is something that even here, in Corrientes we still struggle with, as we still see remnants of the old dictatorship, even if it only lasted for 15 years, and was dismantled 37 years ago, let alone like the integralist one, which lasted 77 years.

President Pedro Herrera Rasgado has signed a decree formally recognizing the National Unity Government as the new administration of Gran Occidentia and has issued a warning against the integralist brigadistas to end all actions against the people of Gran Occidentia and to stop any plots of coups.

We hope that the events unfolding in Puerto Angeles can finally bring the rapprochement the Josefino world so much needs, between Corrientes and Los Altos on one side and Gran Occidentia on the other, while also allowing the people in the western hemisphere to live in freedom and democracy.

Su Excelencia, El Presidente José David Constanza congratulates the people of Gran Occidentia, specifically those part of el Comité Nacional de Soldados Trabajadores, el Movimiento por la Auténtica Revolución, y el Partido de los Obreros y Campesinos Integralistas for their efforts in exposing corruption and ballot stuffing within the Integralists and for revealing the Internal Security Brigades as lackeys of the Global Exploitation Conspiracy. El Presidente furthermore congratulates El Caudillo for recognizing his role as leader of the people and dissolving the rotten Sindicato Integralista Nacional, and stepping down to make way for new leaders in Gran Occidentia.

It is hoped in Palmira that this shall herald a new, more democratic era for la Estado Popular, and this in turn shall bring about peace, prosperity, progress, and paradise for the people of Gran Occidentia. We stand ready to assist the people with every means in our disposal to ensure their noble revolution is not overturned by the forces and agents of the Global Exploitation Conspiracy.

Dear Minister Abasolo,

An important pillar under the Rheinian Government's foreign policy is the principle of sovereignty of each country in the world. It is not up to us to tell foreign countries how to govern themselves. That is the reason why we wish to not take an official stance in the recent events in Gran-Occidentia. We do want to support the people of Gran-Occidentia in their choice to abandon Integralism and embrace democracy though.

On behalf of the King and the Rheinian government, as well as on behalf of the Sovereigns, the Prince-Bishop, the Citizenry Legates and the governments of the memberstates, we recognise the National Unity Government, effective immediately.

We commend Former Caudillo Martinez-Roca for allowing the will of the people to happen. We also call upon the Integralist Brigadistas to follow Former Caudillo Martinez-Roca in his decision and refrain from attempting a contrecoup. The Gran-Occidentians will not benefit from continuing unrest.
